II. Location <strong>of</strong> <strong>the</strong> Project.<br />
3.The location <strong>of</strong> <strong>the</strong> integrated steel plant would be on <strong>the</strong><br />
northwestern bank <strong>of</strong> <strong>the</strong> Jatadharmohan river (or <strong>the</strong> mouth <strong>of</strong> <strong>the</strong> river<br />
Jatadhar) located 12 km south <strong>of</strong> <strong>the</strong> Paradeep Port in Jagatsinghpur<br />
district, Orissa. The project lies in <strong>the</strong> jurisdiction <strong>of</strong> Kujang Tahsil<br />
,Jagatsinghpur district within 20 degrees 11’ <strong>to</strong> 20 degrees 13’ north<br />
latitude and 80 degrees 30’ <strong>to</strong> 86 degrees 35’ east latitude. The proposed<br />
project requires a <strong>to</strong>tal <strong>of</strong> 1620.496 hectares <strong>of</strong> land <strong>of</strong> which 1253 .225<br />
hectares is forest land and non-forest land is 367.271 hectares. (Site<br />
inspection report dated 24-7-2007, MOEF, Eastern Regional<br />
<strong>of</strong>fice,Bhubaneswar- Annexure A2). The proposed project area would<br />
affect 8 villages <strong>of</strong> three Gram Panchayats <strong>of</strong> Ersama block, Kujang<br />
Tahsil, Jagitsinghpur district. It is stated as per <strong>of</strong>ficial statistics that<br />
471 families would be displaced by <strong>the</strong> project. The three Gram<br />
Panchayats involved are those <strong>of</strong> Dhinkia and Govindpur villages in<br />
Dhinkia GP , Noliasahi ,Bhuyanpal ,Polanga and Bayanalakanda in<br />
Gadkujang GP, and Nuagaon and Jatadhar villages ( <strong>the</strong> latter is<br />
uninhabited ) in Nuagaon GP. It is stated as per <strong>of</strong>ficial statistics that<br />
471 families would be displaced by <strong>the</strong> project. Two out <strong>of</strong> eight villages<br />
namely Noliasahi and Polang fall fully within <strong>the</strong> project site and would<br />
need <strong>to</strong> be resettled and rehabilitated in o<strong>the</strong>r areas.<br />
4. The location <strong>of</strong> <strong>the</strong> proposed captive minor port “Jatadhar Port”<br />
is approximately 20 degrees 11.85’ – 20 degrees 12.94’ N and 86 degrees<br />
32.66’- 86 degrees 34.84’ E and is 12 km south <strong>of</strong> <strong>the</strong> Paradeep Port. The<br />
port is adjacent <strong>to</strong> <strong>the</strong> steel plant.<br />
III. Mining site for sourcing raw materials for <strong>the</strong> proposed Steel<br />
Plant<br />
5. The captive mining site for extraction <strong>of</strong> iron ore (600 million<br />
<strong>to</strong>nnes) <strong>to</strong> meet POSCO’s annual requirement <strong>of</strong> 12 million <strong>to</strong>nnes<br />
annually has been selected in Bonei subdivision <strong>of</strong> Sundargarh and<br />
Keonjhar districts <strong>of</strong> Orissa. This area is a Scheduled V area located in<br />
Reserve forests where PTG tribals reside. Orissa government has<br />
recommended <strong>the</strong> grant <strong>of</strong> prospecting license <strong>to</strong> POSCO for mining this<br />
area. However, Geomin minerals one <strong>of</strong> 290 parties who had applied for<br />
lease <strong>of</strong> this mine approached <strong>the</strong> High Court <strong>of</strong> Orissa against <strong>the</strong><br />
allotment <strong>of</strong> <strong>the</strong> mine <strong>to</strong> POSCO instead <strong>of</strong> <strong>to</strong> <strong>the</strong>m. The High Court in a<br />
decision given in July 2010, said that <strong>the</strong> relative merits in deciding in<br />
favour <strong>of</strong> POSCO India were insufficient and asked <strong>the</strong> Orissa
