xvii) 1980 PAFs ( 53 % ) have mentioned that <strong>the</strong>y are cultivating<br />
crops on encroached lands since <strong>the</strong>ir forefa<strong>the</strong>r’s time.<br />
xviii) 2299 PAFs ( 65 %) are cultivating betel vines in forest lands<br />
since generations.<br />
xix) 1374 PAFs ( 38% ) are dependent on fishing or prawn culture<br />
ponds on forest lands since many generations.<br />
xx) Betel vine cultivation provides major source <strong>of</strong> livelihood <strong>to</strong> 68<br />
% <strong>of</strong> <strong>the</strong> PAFs.<br />

Conclusions<br />
31. On <strong>the</strong> basis <strong>of</strong> <strong>the</strong> facts mentioned above <strong>the</strong> committee has<br />
come <strong>to</strong> <strong>the</strong> following conclusions –<br />
i) Total land required for <strong>the</strong> project from <strong>the</strong> 8 villages belonging<br />
<strong>to</strong> 3 Grampanchayats<br />
ii) All 8 villages are <strong>to</strong>ge<strong>the</strong>r going <strong>to</strong> lose a <strong>to</strong>tal <strong>of</strong> 4004 acres <strong>of</strong><br />
which 3566.32 acres (89%) is government land (forest land<br />
included) and 437.68 acres (11 %) is private land.<br />
iii) In <strong>the</strong> category <strong>of</strong> government land being acquired 2958.79<br />
acres (83 %) is forest land and 607. 53 acres (17 %) is non-forest<br />
land.<br />
iv) 73 % <strong>of</strong> <strong>to</strong>tal land going <strong>to</strong> be acquired by POSCO belongs <strong>to</strong><br />
<strong>the</strong> three villages <strong>of</strong> Dhinkia, Nuagaon and Govindpur. These<br />
three villages <strong>to</strong>ge<strong>the</strong>r are cultivating forest land which is 58% <strong>of</strong><br />
<strong>the</strong> <strong>to</strong>tal land <strong>to</strong> be acquired by POSCO. Hence <strong>the</strong> maximum<br />
protest against POSCO is being waged by <strong>the</strong>se 3 villages as <strong>the</strong>y<br />
stand <strong>to</strong> lose a sustainable and diverse livelihood if <strong>the</strong>se lands<br />
are acquired by POSCO-India. There are some proportion <strong>of</strong><br />
families in <strong>the</strong>se villages who are not opposed <strong>to</strong> POSCO.
