The President’s Notes<br />

The <strong>Rotary</strong> <strong>Club</strong> <strong>of</strong> <strong>Makati</strong>, Inc.,<br />
the First and Largest <strong>Rotary</strong> <strong>Club</strong> in<br />
<strong>Makati</strong> City, established its Foundation<br />
(MRCFI) in 1969, with the main purpose<br />
<strong>of</strong> safeguarding and ensuring that the<br />
resources <strong>of</strong> the <strong>Club</strong> (RCMI) entrusted to<br />
it, cash and/or properties, grow in value,<br />
to fund the long lasting humanitarian and<br />
community projects <strong>of</strong> the <strong>Club</strong> (RCMI).<br />
Transparency is therefore expected as<br />
to the problems, if any, that may arise in<br />
the course <strong>of</strong> one year by the Directors/<br />
Trustees.<br />
The membership <strong>of</strong> the <strong>Club</strong> has<br />
grown to more than 175 members<br />
<strong>of</strong> highly regarded Businessmen and<br />
Pr<strong>of</strong>essionals, many <strong>of</strong> whom are captain<br />
<strong>of</strong> their own industries. It is necessary<br />
at times to amend the By-Laws <strong>of</strong> these<br />
two (2) great organizations, to adapt<br />
to the changes in time, technology,<br />
environment and also<br />
to accommodate the<br />
vast human resources<br />
that are now available<br />
to the <strong>Club</strong>/Foundation. Changes in<br />
the <strong>Club</strong> Directorship and Foundation<br />
Trusteeship <strong>of</strong> highly qualified members<br />
are necessary to insure the continued<br />
success <strong>of</strong> the <strong>Club</strong> and the Foundation.<br />
Members who present themselves<br />
as Directors <strong>of</strong> the <strong>Club</strong> (RCMI) and<br />
Trustees <strong>of</strong> the Foundation (MRCFI) and<br />
are subsequently elected by the members<br />
present/proxies in an election and Officers<br />
<strong>of</strong> both organizations must act prudently<br />
in all their decisions and in accordance<br />
with the Laws <strong>of</strong> the Country and are to<br />
be held personally responsible for their<br />
grossly negligent and fraudulent acts, if<br />
any, while in <strong>of</strong>fice.<br />

once again for a training program on<br />
Volunteerism for Children Welfare and<br />
Protection.<br />

It was a club assembly, called to<br />
discuss certain major concerns in the<br />
proposed charter change <strong>of</strong> the <strong>Makati</strong><br />
<strong>Rotary</strong> <strong>Club</strong> Foundation, Inc. (MRCFI), as<br />
the program said.<br />
Dindo Garciano began the meeting<br />
with a prayer invoking Almighty God, “<strong>of</strong><br />
whose vast creation we are a part, in whose<br />
service we find our greatest life, “ to “enrich<br />
our fellowship with Your presence, and<br />
with Your inspiration increase our desire for<br />
usefulness in our community. May ‘Service<br />
Above Self’ be a motive, not (just) a maxim,<br />
at the heart <strong>of</strong> all our work and worship.<br />
And may gratitude for all Your mercies<br />
grace our lives and make us humble but<br />
stronger people.”<br />
There is usually a long queue to<br />
the rostrum for the <strong>Club</strong> Functions and<br />
Committee Announcements segment <strong>of</strong><br />
the program, during which time committee<br />
chairmen, directors and members report<br />
on a past activity or invite everyone to<br />
an upcoming one, but last week, there<br />
was none--certainly not because work<br />
has slowed down but because, knowing<br />
that the discussions would be animated<br />
and therefore take some time, everyone<br />
decided to forego the announcements. As<br />
it turned out, it was a wise decision or the<br />
meeting would have gone overtime.<br />
Even Pres. Jun Rojas cut short his<br />
President’s Time, reporting only that two<br />
Rotarians—George Inocencio an Richie<br />
Santiago—and their respective Anns—<br />
Manette and Mitch--represented the<br />
<strong>Club</strong> at the finals <strong>of</strong> the District Bowling<br />
Tournament last 3 October.<br />
In his capacity as club secretary, Francis<br />
Macatulad moderated the discussions. At<br />
some point during the meeting it was<br />
clarified by PP Rey Adriano, Foundation<br />
secretary, that since it was a meeting <strong>of</strong><br />

was the club secretary who should act as<br />
moderator, even if the agenda covered<br />
matters pertaining to MRCFI.<br />
First came the approval <strong>of</strong> the<br />
proposed revisions to the <strong>Club</strong>’s Articles<br />
<strong>of</strong> incorporation to comply with the<br />
requirements <strong>of</strong> the Department <strong>of</strong> Social<br />
Welfare and Development (DSWD), which<br />
was also a PCNC prerequisite for the <strong>Club</strong>’s<br />
registration as a non-pr<strong>of</strong>it organization—a<br />
clarification <strong>of</strong> a provision which DSWD<br />
found unclear pertaining to the purpose<br />
<strong>of</strong> the organization.<br />
The amended provisions: “To promote<br />
and encourage the socio-economic<br />
advancement <strong>of</strong> the less fortunate<br />
members <strong>of</strong> the Philippine society (such<br />
as families and communities e.g. children<br />
and youth welfare sector: marginalized<br />
and disadvantaged individuals with<br />
target clientele in basic sector, women,<br />
the disabled, the elderly and victims <strong>of</strong><br />
calamities) by establishing facilities for<br />
their acquisition <strong>of</strong> productive skills and<br />
trades, by providing fora for information<br />
on their basic human rights and other<br />
freedoms under the Constitution and<br />
statutes, by assisting them in the pr<strong>of</strong>itable<br />
employment <strong>of</strong> such skills and trades<br />
and by providing them with financial<br />
assistance.”<br />
On motion made and seconded, the<br />
reworded provision was approved.<br />
By way <strong>of</strong> a backgrounder on why<br />
the club assembly was called, Sec. Francis<br />
explained that the Foundation held an<br />
assembly recently to vote on the proposed<br />
revisions to its charter but there was no<br />
quorum. It will also be recalled that that<br />
meeting ran way beyond the 2:00 PM<br />
deadline and was adjourned sine die. It was<br />
decided then to hold another meeting,<br />
perhaps on a day other than Tuesday, to<br />
continue the discussion at length. Sec.<br />
Francis explained that at a recent meeting,<br />
the Council <strong>of</strong> Past Presidents selected six<br />
(6) key issues to be discussed in the club<br />
assembly. It was agreed that the 6 issue be<br />
discussed one by one.<br />
Before the discussion commenced,<br />
however, PRID Paing Hechanova made<br />
clear that the original preamble <strong>of</strong> the<br />
Foundation clearly states its purpose—to<br />
support the operations and activities <strong>of</strong> the<br />
club. PP Roger Davis, a charter member,<br />
added that the “gifts to the club” (referring<br />
to the two pieces <strong>of</strong> property donated<br />
to the <strong>Club</strong> by two American companies<br />
upon the abrogation <strong>of</strong> the Laurel-Langley<br />
Agreement in the mid-seventies) were<br />
placed in the hands <strong>of</strong> the Foundation<br />
because the <strong>Club</strong> did not at the time have<br />
the legal personality to own and manage<br />
them.<br />
The discussions revolved around six<br />
issues, each <strong>of</strong> which was discussed on<br />
four points—the existing provisions, the<br />
revisions proposed by the Committee<br />
on Charter Revisions chaired by Reggie<br />
Nolido, the revisions proposed by Frank<br />
Chavez, legal counsel <strong>of</strong> the <strong>Club</strong>, and<br />
the proposed amendments previously<br />
approved by the Foundation’s Board <strong>of</strong><br />
Trustees.<br />
PP Fidel Alfonso commented that<br />
the assembly and all the discussions would<br />
be pointless if all that was to be done is<br />
to cull them for submission to the <strong>Club</strong>’s<br />
Board <strong>of</strong> Directors for eventual submission<br />
to the Foundation’s Board <strong>of</strong> Trustees.<br />
He suggested that after all angles will<br />
have been discussed and all arguments<br />
exhausted, the body take a position and<br />
arrive at some consensus to adopt a specific<br />
proposal (in toto or with amendments)<br />
and forward it to the Board as a resolution.<br />
This suggestion was concurred with by<br />
Pres. Jun, who ruled that an informal vote<br />
be taken on every issue by asking the<br />
members to stand.<br />
The first issue, on Voting, necessitated<br />
the definition <strong>of</strong> “a member <strong>of</strong> good<br />
standing” and a discussion <strong>of</strong> the thorny<br />
issue <strong>of</strong> the use <strong>of</strong> proxies in an election.<br />
The Chavez proposal—which proposed<br />
one proxy per member, among other<br />
things, was carried.<br />
On the second, on Membership in<br />
the Board <strong>of</strong> Trustees and the term <strong>of</strong><br />
the president, it was agreed that the<br />
amendment would affect all past presidents.<br />
Again, the Chavez proposal, which provides<br />
that a trustee can serve as president for<br />
only one 3-year term without reelection,<br />
among other things, was carried.<br />
On the third issue, Compensation, it<br />
was agreed that trustees would not receive<br />

The seminar participants tackled four<br />
topics. The first was “Getting to Know Myself<br />
and my Community,” a self and community<br />
awareness activity; the second was “What<br />
is Volunteerism” including a definition<br />
<strong>of</strong> the term, the characteristics and traits<br />
<strong>of</strong> a volunteer, and the importance and<br />
impact <strong>of</strong> volunteerism; the third was<br />
“Volunteering as a Team” under which came<br />

The field trip includes a tour <strong>of</strong> the<br />
museum, story-telling through shadow play,<br />
and a hand-painting activity. Snacks and<br />
giveaways will be provided by Motorola.<br />
The participants will assemble at<br />
the Stepping Stone Learning Center on<br />
Bernardino St. in Guadalupe Viejo at<br />
7:00AM and depart for Museo 40 minutes<br />
later.<br />
The event is expected to wind up at<br />
<strong>12</strong>:00 noon.<br />

The training program was run by five<br />
facilitators and participated in by fortyfive<br />
would-be volunteers from thirteen<br />
barangays—39 from 9 barangays in District<br />
1 and the rest from 4 barangays in District<br />
2.<br />
The participating barangays in District<br />
1 were: Bangkal, Carmona, Kasilawan, La<br />
Paz, Olympia , Pio del Pilar, Singkamas, Sta.<br />
Cruz, and Tejeros. Those in District 2 were:<br />
Cembo, Comembo, Guadalupe Nuevo and<br />
Rizal.<br />
The collaboration between the Bantay<br />
Bata Committee and the <strong>Makati</strong> Social<br />
Welfare Department goes back many<br />
years. They have teamed up for seminars<br />
and activities for improvement <strong>of</strong> the lot<br />
<strong>of</strong> abused and neglected children.<br />

On the fourth, Election, Terms <strong>of</strong> Office<br />
and Qualifications <strong>of</strong> the MRCFI President,<br />
the Chavez proposal, minus the words<br />
“criminally and civilly,” was carried.<br />
The fif th and six th issues, on<br />
the respective roles <strong>of</strong> the Chairman<br />
and President, the body adopted the<br />
arrangement wherein the president acts as<br />
Chief Executive Officer, while the Chairman,<br />
together with the Board <strong>of</strong> Trustees,<br />
formulate policies to be carried out by the<br />
President.<br />

PRID Paing Hechanova<br />
to join elite Arch Klumph<br />
Society <strong>of</strong> TRF major donors<br />
PRID Paing Hechanova is due for<br />
induction into the very elite Arch Klumph<br />
Society (AKS) <strong>of</strong> The <strong>Rotary</strong> Foundation<br />
(TRF) major donors. The induction will take<br />
place exactly two weeks from today, on<br />
the 26 th , at One <strong>Rotary</strong> Center, the <strong>Rotary</strong><br />
International headquarters in Evanston,<br />
Illinois. PRID Paing is one <strong>of</strong> 5 inductees to<br />
join AKS on that day.<br />
One gets to be a member <strong>of</strong> the AKS<br />
when one donates at least $250,000 to<br />
TRF.<br />
PRID Paing is the first Filipino active<br />
member <strong>of</strong> a <strong>Rotary</strong> <strong>Club</strong> to join the Arch<br />
Klumph Society and the third Filipino so<br />
honored. The other two are Emilio Yap,<br />
publisher <strong>of</strong> Manila Bulletin and an honorary<br />
member <strong>of</strong> RC Marikina, and philanthropist<br />
Angelo King, a non-Rotarian. It will be<br />
recalled that it was PP Robert Kuan who<br />
was instrumental in getting Mr. King to<br />
make a $250,000 donation, which was<br />
<strong>Club</strong> turns over checks to PID scholars<br />
Last Tuesday, 5 October, six students<br />
<strong>of</strong> the Philippine Institute for the Deaf<br />
(PDI) received a check in the amount <strong>of</strong><br />
P225,000 representing funds to cover their<br />
half scholarship at the special school for<br />
SY 2010-2011. The six scholars themselves<br />
received the check from Pres. Jun Rojas,<br />
in the presence <strong>of</strong> Youth Service Dir. Eddie<br />
Galvez and Teaching the Deaf to Speak<br />
chairman PP Cesar Campos.<br />
The six PID half-scholars are: Marjosette<br />
Estrologo, Gr. 1, Khym Vergara, Gr.<br />

PRID’s membership into the Society<br />
came about with the completion <strong>of</strong><br />
his contribution <strong>of</strong> US$200,000, which<br />
he pledged during the 2009 District<br />
Conference during the term <strong>of</strong> District<br />
Governor Ed Limon. In that event, PRID<br />
Paing & Ann Mely happened to be in the<br />
audience when keynote speaker Grace<br />
Padaca, then governor <strong>of</strong> Isabela province,<br />
recalled her experience as a polio victim and,<br />
although she lauded <strong>Rotary</strong> International<br />
for its worldwide PolioPlus campaign, said<br />
that for her personally, the program came<br />
too late. Moved by the governor’s story,<br />
the Hechanovas pledged right there and<br />
then to strengthen their support <strong>of</strong> the<br />
PolioPlus program by pledging to the RI<br />
President’s Representative, Past RI Pres.<br />
Rajendra Saboo, a donation <strong>of</strong> $200K<br />
restricted to said health program. Before<br />
that, PRID Paing had donated over $50,000<br />

and Ramizza Reyes, all in Gr. 4, and<br />
Mavy Francisco, Gr, 5. Per request by PP<br />
Cesar Campos, the Board <strong>of</strong> Directors has<br />
approved the inclusion <strong>of</strong> two additional<br />
half-scholars who are yet to be named<br />
because Dir. Eddie and PP Cesar are still in<br />
the process <strong>of</strong> selecting them from a list <strong>of</strong><br />
candidates.<br />

As pledged, the contribution came in<br />
two equal tranches—the first during the<br />
term <strong>of</strong> DG Ed Limon, the second last RY<br />
during the term <strong>of</strong> Gov. Sid Garcia.<br />
The induction <strong>of</strong> PRID Paing is perfectly<br />
timed. It comes just three days after the<br />
<strong>Rotary</strong> observance <strong>of</strong> World Polio Day on<br />
23 October and five days before the start<br />
<strong>of</strong> November, which is designated as <strong>Rotary</strong><br />
Foundation Month.<br />
Arch Klumph is the founder <strong>of</strong> The<br />
<strong>Rotary</strong> Foundation.<br />
Another check, this time for P64,982.18<br />
(the equivalent <strong>of</strong> US$1,493.50), was<br />
handed to another PID student, Vhea<br />
Angeline Nasino. The money came from<br />
our Sister <strong>Club</strong>, the <strong>Rotary</strong> <strong>Club</strong> <strong>of</strong> Taoyuan<br />
(led by Pres. Paper), which is supporting<br />
the girl with tuition assistance for the<br />
current schoolyear.
