Bantay Bata, Makati SWD conduct
training on volunteerism
The President’s Notes
By President Jun Rojas
The Rotary Club of Makati, Inc.,
the First and Largest Rotary Club in
Makati City, established its Foundation
(MRCFI) in 1969, with the main purpose
of safeguarding and ensuring that the
resources of the Club (RCMI) entrusted to
it, cash and/or properties, grow in value,
to fund the long lasting humanitarian and
community projects of the Club (RCMI).
Transparency is therefore expected as
to the problems, if any, that may arise in
the course of one year by the Directors/
Trustees.
The membership of the Club has
grown to more than 175 members
of highly regarded Businessmen and
Professionals, many of whom are captain
of their own industries. It is necessary
at times to amend the By-Laws of these
two (2) great organizations, to adapt
to the changes in time, technology,
environment and also
to accommodate the
vast human resources
that are now available
to the Club/Foundation. Changes in
the Club Directorship and Foundation
Trusteeship of highly qualified members
are necessary to insure the continued
success of the Club and the Foundation.
Members who present themselves
as Directors of the Club (RCMI) and
Trustees of the Foundation (MRCFI) and
are subsequently elected by the members
present/proxies in an election and Officers
of both organizations must act prudently
in all their decisions and in accordance
with the Laws of the Country and are to
be held personally responsible for their
grossly negligent and fraudulent acts, if
any, while in office.
Frank Chavez
The Club’s Bantay Bata Committee,
chaired by Frank Chavez, and the Makati
Social Welfare Department (MSWD) headed
by Ms. Marjorie de Veyra, teamed up
once again for a training program on
Volunteerism for Children Welfare and
Protection.
THE 4 WAY TEST
of the things we
THINK, SAY or DO
1. Is it the truth?
........... To page 6
2. Is it fair to all concerned?
3. Will it build goodwill and
better friendships?
4. Will it be beneficial to all
concerned?

2
JUN ROJAS
Club President
It was a club assembly, called to
discuss certain major concerns in the
proposed charter change of the Makati
Rotary Club Foundation, Inc. (MRCFI), as
the program said.
Dindo Garciano began the meeting
with a prayer invoking Almighty God, “of
whose vast creation we are a part, in whose
service we find our greatest life, “ to “enrich
our fellowship with Your presence, and
with Your inspiration increase our desire for
usefulness in our community. May ‘Service
Above Self’ be a motive, not (just) a maxim,
at the heart of all our work and worship.
And may gratitude for all Your mercies
grace our lives and make us humble but
stronger people.”
There is usually a long queue to
the rostrum for the Club Functions and
Committee Announcements segment of
the program, during which time committee
chairmen, directors and members report
on a past activity or invite everyone to
an upcoming one, but last week, there
was none--certainly not because work
has slowed down but because, knowing
that the discussions would be animated
and therefore take some time, everyone
decided to forego the announcements. As
it turned out, it was a wise decision or the
meeting would have gone overtime.
Even Pres. Jun Rojas cut short his
President’s Time, reporting only that two
Rotarians—George Inocencio an Richie
Santiago—and their respective Anns—
Manette and Mitch--represented the
Club at the finals of the District Bowling
Tournament last 3 October.
In his capacity as club secretary, Francis
Macatulad moderated the discussions. At
some point during the meeting it was
clarified by PP Rey Adriano, Foundation
secretary, that since it was a meeting of
RECAP: CLUB ASSEMBLY • October 5, 2010
DINDO GARCIANO
Invocator
FRANCIS MACATULAD
Club Secretary
Moderator
the Rotary Club of Makati, Inc. (RCMI), it
was the club secretary who should act as
moderator, even if the agenda covered
matters pertaining to MRCFI.
First came the approval of the
proposed revisions to the Club’s Articles
of incorporation to comply with the
requirements of the Department of Social
Welfare and Development (DSWD), which
was also a PCNC prerequisite for the Club’s
registration as a non-profit organization—a
clarification of a provision which DSWD
found unclear pertaining to the purpose
of the organization.
The amended provisions: “To promote
and encourage the socio-economic
advancement of the less fortunate
members of the Philippine society (such
as families and communities e.g. children
and youth welfare sector: marginalized
and disadvantaged individuals with
target clientele in basic sector, women,
the disabled, the elderly and victims of
calamities) by establishing facilities for
their acquisition of productive skills and
trades, by providing fora for information
on their basic human rights and other
freedoms under the Constitution and
statutes, by assisting them in the profitable
employment of such skills and trades
and by providing them with financial
assistance.”
On motion made and seconded, the
reworded provision was approved.
By way of a backgrounder on why
the club assembly was called, Sec. Francis
explained that the Foundation held an
assembly recently to vote on the proposed
revisions to its charter but there was no
quorum. It will also be recalled that that
meeting ran way beyond the 2:00 PM
deadline and was adjourned sine die. It was
decided then to hold another meeting,
perhaps on a day other than Tuesday, to
continue the discussion at length. Sec.
Francis explained that at a recent meeting,
the Council of Past Presidents selected six
(6) key issues to be discussed in the club
assembly. It was agreed that the 6 issue be
discussed one by one.
Before the discussion commenced,
however, PRID Paing Hechanova made
clear that the original preamble of the
Foundation clearly states its purpose—to
support the operations and activities of the
club. PP Roger Davis, a charter member,
added that the “gifts to the club” (referring
to the two pieces of property donated
to the Club by two American companies
upon the abrogation of the Laurel-Langley
Agreement in the mid-seventies) were
placed in the hands of the Foundation
because the Club did not at the time have
the legal personality to own and manage
them.
The discussions revolved around six
issues, each of which was discussed on
four points—the existing provisions, the
revisions proposed by the Committee
on Charter Revisions chaired by Reggie
Nolido, the revisions proposed by Frank
Chavez, legal counsel of the Club, and
the proposed amendments previously
approved by the Foundation’s Board of
Trustees.
PP Fidel Alfonso commented that
the assembly and all the discussions would
be pointless if all that was to be done is
to cull them for submission to the Club’s
Board of Directors for eventual submission
to the Foundation’s Board of Trustees.
He suggested that after all angles will
have been discussed and all arguments
exhausted, the body take a position and
arrive at some consensus to adopt a specific
proposal (in toto or with amendments)
and forward it to the Board as a resolution.
This suggestion was concurred with by
Pres. Jun, who ruled that an informal vote
be taken on every issue by asking the
members to stand.
The first issue, on Voting, necessitated
the definition of “a member of good
standing” and a discussion of the thorny
issue of the use of proxies in an election.
The Chavez proposal—which proposed
one proxy per member, among other
things, was carried.
On the second, on Membership in
the Board of Trustees and the term of
the president, it was agreed that the
amendment would affect all past presidents.
Again, the Chavez proposal, which provides
that a trustee can serve as president for
only one 3-year term without reelection,
among other things, was carried.
On the third issue, Compensation, it
was agreed that trustees would not receive
Advertisers
The new tabloid-size Kaunlaran needs
your help!
Kaunlaran Committee chairman Aris
del Mundo is appealing to all Rotarians,
and perhaps even the Anns, for assistance in
getting the publication work for the weekly
bulletin done the best way possible.
But he needs all the help he can
get, particularly in financing the printing
which is in full color, and using the offset
process. So he’s raising funds the way all
other publications raise theirs—through
advertisements. The full-page ad is the
preferred option, especially if the contract
is for, say, 12 issues or one quarter. Onetime
ads are also accepted, for full-page,
half-page or quarter-page placements.
There are other options as well: a boxed
mention of your company as the sponsor
of a certain page, or your company name/
logo strategically positioned on page 1,
just below the masthead.
Rotarian advertisers get a 10%
discount on published rates.
For more details, kindly get in touch
with Aris or COS Arlene Ramirez at the
Secretariat.
Thank you in advance for your
support!
PRID Paing Hechanova is due for
induction into the very elite Arch Klumph
Society (AKS) of The Rotary Foundation
(TRF) major donors. The induction will take
place exactly two weeks from today, on
the 26 th , at One Rotary Center, the Rotary
International headquarters in Evanston,
Illinois. PRID Paing is one of 5 inductees to
join AKS on that day.
One gets to be a member of the AKS
when one donates at least $250,000 to
TRF.
PRID Paing is the first Filipino active
member of a Rotary Club to join the Arch
Klumph Society and the third Filipino so
honored. The other two are Emilio Yap,
publisher of Manila Bulletin and an honorary
member of RC Marikina, and philanthropist
Angelo King, a non-Rotarian. It will be
recalled that it was PP Robert Kuan who
was instrumental in getting Mr. King to
make a $250,000 donation, which was
PRID’s membership into the Society
came about with the completion of
his contribution of US$200,000, which
he pledged during the 2009 District
Conference during the term of District
Governor Ed Limon. In that event, PRID
Paing & Ann Mely happened to be in the
audience when keynote speaker Grace
Padaca, then governor of Isabela province,
recalled her experience as a polio victim and,
although she lauded Rotary International
for its worldwide PolioPlus campaign, said
that for her personally, the program came
too late. Moved by the governor’s story,
the Hechanovas pledged right there and
then to strengthen their support of the
PolioPlus program by pledging to the RI
President’s Representative, Past RI Pres.
Rajendra Saboo, a donation of $200K
restricted to said health program. Before
that, PRID Paing had donated over $50,000
2, Charles Muñoz, Hannah Olivarez
and Ramizza Reyes, all in Gr. 4, and
Mavy Francisco, Gr, 5. Per request by PP
Cesar Campos, the Board of Directors has
approved the inclusion of two additional
half-scholars who are yet to be named
because Dir. Eddie and PP Cesar are still in
the process of selecting them from a list of
candidates.
to the Foundation.
As pledged, the contribution came in
two equal tranches—the first during the
term of DG Ed Limon, the second last RY
during the term of Gov. Sid Garcia.
The induction of PRID Paing is perfectly
timed. It comes just three days after the
Rotary observance of World Polio Day on
23 October and five days before the start
of November, which is designated as Rotary
Foundation Month.
Rotary Foundation.
Another check, this time for P64,982.18
(the equivalent of US$1,493.50), was
handed to another PID student, Vhea
Angeline Nasino. The money came from
our Sister Club, the Rotary Club of Taoyuan
(led by Pres. Paper), which is supporting
the girl with tuition assistance for the
current schoolyear.
