additional charge of the post of Secretary, Dharma
Prachara Parishad - Payment of additional charge
allowance beyond three months - Approval -
Regarding.
1 When the post of Secretary, Dharma Prachara Parishad
was vacant, the Director, Annamacharya Project, Sri Medasani
Mohan was kept in full additional charge until a regular Secretary,
Dharma Prachara Parishad joined duty during the year 1994-95, ie.,
from 25-7-1994 to 24-1-1995 and 19-9-1995 to 17-12-1995.
2 Accordingly, as per proceedings dated 10-10-1996
sanction was accorded for payment of additional charge allowance
to Dr. Medasani Mohan, Director, Annamacharya Project for the
period from 25-7-1994 to 24-1-1995 and from 19-9-1995 to
17-12-1995 for discharging additional charge for the post of
Secretary, Dharma Prachara Parishad.
3 As per the provisions contained under F.R. 49 additional
pay should be granted only if the post held as additional charge is
independent and not subordinate to the regular post held by the
concerned. In terms of the above rule position, Sri M.Mohan,
Director, Annamacharya Project, TTD who was holding the additional
charge of the post of Secretary, Dharma Prachara Parishad with
effect from 25-7-1994 was entitled to draw additional pay and
allowances for a period of six months with effect from 25-7-1994."the
Executive Officer is the competent authority to sanction additional
pay and allowances for the first three months only ie., from 25-7-94
to 24-10-1994 and beyond three months, the Board is competent
authority to accord sanction the additional pay and allowances for
the period from 25-10-94 to 24-1-95. But, payment was arranged to
him for the period with the orders of the Executive Officer. The audit
raised an objection in this regard and advised to seek ratification of
the action of the Executive Officer to close the audit objection.

4 Therefore, the matter is placed before the TTD Board for
approval and to ratify the action of the Executive Officer in having
paid the additional charge allowance for the period from 25-10-94 to
24-1-95 to the Director, Annamacharya Project for having discharged
the duties of the post of Secretary, Dharma Prachara Parishad.
