(Political party) conducted Dhama in front of the office of
the Joint Executive Officer, TTD., Tirumala and presented a
memorandum against privatisation of food items in Queue Complex,
Their deman is that/ they should be appointed on regular basis
in TO®., before privatisation of vending food stuffs. They

also approached the High Court of Mdhra Pradesh,by filing a
contempt petition in contempt case No.577/98. The High Court
ordered on 23.4.1998 that, the tenders could be opened, but ru
finalised till further orders, ,

is making a profit of R&.14, 64, $84-62 ps per 1 ahaum, besides
earning commission of Rs.9,70*078-00 ps per«anntim on
Biscuits etc. Th£ offer by the highest tenderer at present

from Sri K. Sidda Reddy that they are prepared to bid upto

THE MATTER HAS BEEN DISCUSSED IN THE
BOARD. IN THIS CASE SMT.B.KRISHNA KUMARI
AN EX-INMATE OF S.V.BALAMANDIR WAS
APPOINTED ON INTERIM DIRECTIONS FROM THE
HON'BLE HIGH COURT IN THE TTD AS JUNIOR
ASSISTANT AND WORKED FOR A PERIOD OF OVER
3 YEARS AND 8 MONTHS FROM 2-8-93 ONWARDS
CONTINOUSLY. LATER ON SOME OTHER EX-
INMATES OF S.V.BALAMANDIR FILED W.P. IN THE
HON'BLE HIGH COURT WITH A SIMILAR PRAYER.
THE HON'BLE HIGH COURT DISPOSED OFF THE W.P.
IN A COMMON JUDGMENT DIRECTING TTD TO
ACCOMMODATE ALL OF THEM. AT THE TIME OF
PRONOUNCING THIS COMMON JUDGMENT, THE
PRESENT APPELLANT WAS ALREADY AN EMPLOYEE
OF THE TTD AND THIS FACT WAS NOT INTIMATED
TO THE HIGH COURT.
THIS MATTER WAS CARRIED TO THE SUPREME COURT
BY WAY OF S.L.P. BY THE TTD AND THE SUPREME
COURT WAS PLEASED TO SET ASIDE THE HIGH COURT'S
ORDERS. THE SUPREME COURT ORDER MAKES THE
LAW CLEAR THAT EX-INMATES OF BALAMANDIR HAS
NO INHERENT RIGHT FOR AN AUTOMATIC APPOINTMENT
IN TTD. IN THIS CASE THE APPEALLANT HAS ALREADY
JOINED SERVICE AND HAS PUT IN A CONTINUOUS SER-
VICE OF OVER 3 YEARS AND 8 MONTHS IN A CLEAR
VACANCY AND CARRIED OUT HER DUTIES WITHOUT ANY
ADVERSE REMARKS. NO DOUBUT SHE WAS APPOINTED
ON INTERIM DIRECTIONS OF THE HON'BLE HIGH
COURT AND THAT COURT DIRECTIONS WERE
LATER HELD NOT CORRECT BY THE APEX COURT
AND TTD WOULD BE LEGALLY CORRECT IN TER-
MINATING HER SERVICES. HENCE. THE ACTION OF
THE EXECUTIVE OFFICER IN TERMINATING HER
SERVICES IS LEGALLY CORRECT. HOWEVER, THE
BOARD EXAMINED HER PRAYER IN THE APPEAL
ON HUMANITARIAN GROUNDS TOOK NOTE OF THE
