Regarding.<br />
NOTE<br />
The T.T.D. Board in its Res.No.485, dt.9/10.9.<strong>97</strong><br />
approved the proposals to construct "D" Type Quarters - Four (4)<br />
Blocks near F-Type Quarters behind 3rd N.C. at Tirumala, under<br />
2nd Phase Programme to accommodate 72 tenements. (Each Block<br />
consisting of 18 tenements) at an estimated cost of Rs.148.00<br />
Lakhs (4 x 37.00 Lakhs) and also accorded Administrative<br />
Sanction for Rs.148.00 Lakhs and approved the proposals to<br />
sanction the estimates block-wise and to carryout the work by<br />
inviting tenders.<br />
The estimates were recasted with the current S.S.R.<br />
19<strong>97</strong>-98 and the estimated cost works out to Rs.40.65 lakhs for<br />
each Block which is 9.864% excess over the Administrative<br />
sanction of Rs.37.00 lakhs, and which is within the powers of<br />
the Chief Engineer.<br />
Accordingly, an estimate for Rs.40.65 lakhs for Block<br />
No.2 was technically sanctioned vide C.E.R.No.72/CE/9 7-98 . The<br />
tenders were invited by giving paper publication vide<br />
ADV3/CE/<strong>97</strong>-98, dt.21.11.<strong>97</strong> and published in the News Papers<br />
viz., 1. Indian Express (English Daily), 2. Andhra Prabha<br />
(Telugu Daily) The last date for receipt of tenders was fixed<br />
as 21.01.1998.<br />

. Out of the above 3 tenders, Sri P. S .Ramamurthy,<br />
Tirumala has quoted lowest. His tender amount works out to<br />
iRs 48,79,788-00, which is (+)23.109% excess over the estimated<br />
value of. Rs.39, 63,791-50 P. based on the S.S.R. 19<strong>97</strong>-98.<br />

As the tender excess is high, the lowest tenderer was<br />
called for negotiations. In response, he has reduced his quoted<br />
rates for certain items vide letter dt.21.2.98. After<br />
negotiations, his tender amount works out to Rs.47,02,641/which<br />
is ( + ) 18.640% excess over the estimated value put to<br />
tender of Rs. 39, 63, 791-50 p. based on the S.S.R. 19<strong>97</strong>-98. He<br />
has further stated that the cost of material's, labour and<br />
transportation charges have been increased abnormally, as such<br />
he is .unable to reduce his quoted rates any further and<br />
requested the authorities to consider his tenders at his<br />
negotiated rates and issue orders early.<br />
As per rules, the T.T.D. Board is competent to accept<br />
the above tender.<br />
