INTRODUCTORY<br />
(e) Restorer - one who undertakes some or all <strong>of</strong> <strong>the</strong> processes as<br />
def<strong>in</strong>ed above.<br />
(f) Tra<strong>in</strong>ee restorer - one who is under tra<strong>in</strong><strong>in</strong>g <strong>in</strong> <strong>the</strong> restoration<br />
<strong>of</strong> pa<strong>in</strong>t<strong>in</strong>gs, and draw<strong>in</strong>gs whe<strong>the</strong>r at a museum, gallery or <strong>in</strong>stitute<br />
or as an apprentice to a private practitioner, and is receiv<strong>in</strong>g<br />
a salary.<br />
(g) Student - one under tra<strong>in</strong><strong>in</strong>g <strong>in</strong> <strong>the</strong> restoration <strong>of</strong> pa<strong>in</strong>t<strong>in</strong>gs at<br />
a recognised educational establishment, and supported by a LEA<br />
or DES grant or by private means.<br />
(h) Qualify<strong>in</strong>g year - <strong>in</strong> which <strong>the</strong> prospective tra<strong>in</strong>ee is <strong>in</strong>troduced<br />
to <strong>the</strong> craft and assessed for aptitude, manual dexterity and<br />
<strong>in</strong>cl<strong>in</strong>ation.<br />
(i) Basic course - two years tra<strong>in</strong><strong>in</strong>g, not to be regarded as a full<br />
restorer's tra<strong>in</strong><strong>in</strong>g.<br />
(j) Advanced course - four/five years tra<strong>in</strong><strong>in</strong>g lead<strong>in</strong>g to a f<strong>in</strong>al<br />
award as a qualified restorer.<br />
Recommendations<br />
7. We shall recommend that a national centre <strong>of</strong> conservation,<br />
grant-aided by <strong>the</strong> State, should be set up; and that it should be<br />
charged with <strong>the</strong> follow<strong>in</strong>g functions:<br />
(a) conservation and restoration <strong>of</strong> pa<strong>in</strong>t<strong>in</strong>gs and draw<strong>in</strong>gs from<br />
public and private collections, supplement<strong>in</strong>g but not replac<strong>in</strong>g<br />
<strong>the</strong> conservation and scientific departments <strong>in</strong> public museums<br />
and galleries;<br />
(b) tra<strong>in</strong><strong>in</strong>g <strong>in</strong> <strong>the</strong> conservation and restoration <strong>of</strong> pa<strong>in</strong>t<strong>in</strong>gs and<br />
draw<strong>in</strong>gs;<br />
(e) research <strong>in</strong>to <strong>the</strong> scientific and technical problems and implications<br />
<strong>of</strong> conservation, and ma<strong>in</strong>tenance <strong>of</strong> records <strong>of</strong> conservation<br />
work;<br />
(d) dissem<strong>in</strong>ation and publication <strong>of</strong> <strong>in</strong>formation concern<strong>in</strong>g conservation.<br />
8. We recognise that <strong>in</strong> recommend<strong>in</strong>g an <strong>in</strong>stitute with <strong>the</strong> functions<br />
at (a), (e) and (d) we are travell<strong>in</strong>g beyond our terms <strong>of</strong> reference<br />
which referred only to (b) tra<strong>in</strong><strong>in</strong>g. The reason is that <strong>the</strong><br />
greater part, especially <strong>of</strong> <strong>the</strong> latter years, <strong>of</strong> a restorer's tra<strong>in</strong><strong>in</strong>g<br />
cannot be given elsewhere than <strong>in</strong> a first class workshop whose prime<br />
concern is <strong>the</strong> actual conservation <strong>of</strong> works <strong>of</strong> art <strong>of</strong> high quality and<br />
adequate variety, and we regard <strong>the</strong> <strong>in</strong>clusion <strong>of</strong> this and <strong>the</strong> o<strong>the</strong>r<br />
functions as essential to a central tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitute.<br />
