CONCLUSIONS<br />
<strong>in</strong>dividual forms <strong>of</strong> tra<strong>in</strong><strong>in</strong>g, <strong>of</strong>ten excellent, but whose quality and<br />
whose awards, if awards are made, cannot be standardised. In a<br />
world <strong>of</strong> controversy, moreover, <strong>the</strong> multiplication <strong>of</strong> such small,<br />
closed centres is likely to foster unnecessary doctr<strong>in</strong>al differences;<br />
and <strong>the</strong>se <strong>in</strong>stitutions provide <strong>the</strong>ir tra<strong>in</strong>ees -with no regular background<br />
or technical <strong>in</strong>struction.<br />
75. Moreover, if <strong>the</strong> present temporary scheme were to cont<strong>in</strong>ue<br />
restricted to <strong>the</strong> three national <strong>in</strong>stitutions at which it now operates,<br />
it has been represented to us that <strong>the</strong> tra<strong>in</strong><strong>in</strong>g could not be given to<br />
any more than are hav<strong>in</strong>g it now without los<strong>in</strong>g <strong>the</strong> advantages it<br />
has at present. The present staff and accommodation <strong>of</strong> <strong>the</strong>se <strong>in</strong>stitutions<br />
would not be sufficient to allow <strong>the</strong>m to <strong>in</strong>crease <strong>the</strong>ir<br />
annual <strong>in</strong>take <strong>of</strong> tra<strong>in</strong>ees for a four-year course; <strong>in</strong>deed, we have<br />
been told by <strong>the</strong> National Gallery that even with <strong>the</strong> present numbers<br />
<strong>the</strong>y have regretfully had to suspend for <strong>the</strong> duration <strong>of</strong> <strong>the</strong><br />
scheme <strong>the</strong> facilities which <strong>the</strong>y had formerly made available to<br />
restorers from abroad for short periods <strong>of</strong> study <strong>in</strong> <strong>the</strong> Gallery. The<br />
staff and accommodation with<strong>in</strong> <strong>the</strong> studios <strong>of</strong> <strong>the</strong> national <strong>in</strong>stitutions<br />
could no doubt be <strong>in</strong>creased to accommodate more students;<br />
but <strong>the</strong> character <strong>of</strong> <strong>the</strong> studios would <strong>in</strong> that case be changed from<br />
that <strong>of</strong> workshops solely concerned with <strong>the</strong> welfare <strong>of</strong> <strong>the</strong> galleries'<br />
pa<strong>in</strong>t<strong>in</strong>gs to that <strong>of</strong> a national tra<strong>in</strong><strong>in</strong>g establishment with responsibilities<br />
to <strong>the</strong> students. Such obligations could only be satisfactorily<br />
fulfilled by <strong>the</strong> <strong>in</strong>stitution <strong>of</strong> a complete course <strong>of</strong> mixed <strong>the</strong>oretical<br />
and practical <strong>in</strong>struction, and <strong>the</strong> tra<strong>in</strong><strong>in</strong>g would lose its present<br />
character <strong>of</strong> apprenticeship, and <strong>the</strong> <strong>in</strong>stitutions concerned would<br />
consider, <strong>in</strong> our view rightly, <strong>the</strong> provision <strong>of</strong> such tra<strong>in</strong><strong>in</strong>g to be<br />
outside <strong>the</strong>ir prov<strong>in</strong>ce. One <strong>of</strong> our ma<strong>in</strong> objects <strong>in</strong> consider<strong>in</strong>g this<br />
solution was <strong>the</strong> possibility <strong>of</strong> add<strong>in</strong>g to <strong>the</strong> number <strong>of</strong> tra<strong>in</strong>ees<br />
without remov<strong>in</strong>g tra<strong>in</strong>ed restorers from <strong>the</strong>ir important conservation<br />
work to a separate <strong>in</strong>stitution. But representatives <strong>of</strong> <strong>the</strong> national<br />
museums and galleries have <strong>the</strong>mselves expressed <strong>the</strong> view that <strong>the</strong><br />
distract<strong>in</strong>g presence <strong>of</strong> additional tra<strong>in</strong>ees would cause <strong>the</strong>m more<br />
difficulty than even <strong>the</strong> full-time removal <strong>of</strong> one tra<strong>in</strong>ed restorer<br />
from <strong>the</strong>ir staff.<br />
A Central Institute <strong>of</strong> <strong>Conservation</strong><br />
76. After consider<strong>in</strong>g <strong>the</strong>se possibilities we are conv<strong>in</strong>ced that what<br />
is needed is not just more tra<strong>in</strong><strong>in</strong>g. What is needed is ra<strong>the</strong>r a centre<br />
by <strong>the</strong> existence <strong>of</strong> which <strong>the</strong> tra<strong>in</strong><strong>in</strong>g now available <strong>in</strong> disconnected<br />
studios may be drawn toge<strong>the</strong>r and unified. We conclude that such<br />
a centre must be an <strong>in</strong>stitution which is itself provid<strong>in</strong>g <strong>the</strong> complete<br />
