TER 6, ENTITLED "ALCOHOLIC 

BEVERAGE CONTROL," SECTION 

4.12. 

WHEREAS, the City of Sea Isle City 

is concerned with the control of alcoholic 

beverages; and 


is concerned with the welfare of the

SECTION 1- Section 6-4.12 of the 

City of Sea Isle City Code entitled,

hereby repealed to the extent of such

OF THE CITY OF SEA ISLE CITY, 

ENTITLED "RULES AND REGULA- 

TIONS FOR USE OF THE SEA ISLE 

CITY SKATEBOARD FACILITY." 


has in effect Chapter 20 Entitled 

Parks and Recreational Facilities, 

pertaining to the regulation of the 

City's parks and picnic areas; and 

WHEREAS, the Board of 

Commissioners deems it not only 

desirable, but necessary for the City 

of Sea Isle City to add a section to 

Chapter 20 of the Revised General 

Ordinances of the City of Sea Isle 

City dealing with the regulation of the 

plunicipal Skateboard Facility. 






SECTION 1. Chapter 20 of the 

Revised General Ordinances of the 

City of Sea Isle City is hereby 

amended to add a new Section following 

Section 20-3 to be known as 

"Skateboard Facility" and designated 

as Section 20-4 as follows; 

20-4.1 Rules and Regulations for the 

SBea Isle City Skateboard Facility. 

Ta) Use of Skateboard Facility. The 

Sea Isle City Skateboard Facility 

shall be open for use by all members 

of the general public. 

(b) Fees. Users of the skateboard 

Facility shall pay a fee, which is valid 

from the date of purchase until 

December 31, of the year purchased, 

and shall be good for unlimited use 

of the Facility, except when the 

Facility is reserved for special 

events. 

The fee chaiged shall be as follows: 

(1) $25.00 per individual or; 

(2) $35.00 per family for residents 

arid non-resident taxpayers entitling 

gigvmediate tamily members to skate. 

IS) $45.00 per famity for non-residents. 

(c) Regulation. The Facility shall be 

under the direction and control of the 

Department of Recreation which 

shall have the authority to enforce 

the provisions of this Ordinance and 

promulgate additional rules and regulations 

for .the management, use 

and enjoyment of the Facility. 

(d) Safety. All users.of the Facility 

shall at all times be required to wear 

an approved helmet, elbow and 

jaieepads and non-skid shoes or 

Speakers, and follow such other rules 

Ind regulations foi safety as adopted 

by the Recreation Department. 

(e) Waiver and Release. All Facility 

users shall be required to execute a 

waiver and release prior to admission 

to the Facility. The form of such 

waiver and release shall be prepared 

by the Municipal Solicitor and 

approved by the Municipal Insurance 

Carrier. Waivers and releases for any 

individual under 18 years of age shall 

be executed by that individual's parent 

or legal guardian. Waivers and 

releases for all Facility users shall be 

kept on file for a period of one year 

from such individual's first use of the 

Facility and, after each one year 

period, a new waiver and release 

shall be executed and filed. 

(f) Days and Hours of Operation. The 

Facility shall be opened year-round, 

with hours of operation to be determined 

by the Department of 

Recreation. It is generally anticipated 

that the facility will be opened on 

weekends and most holidays; it is 

anticipated that the hours of operation 

will be from 8:00 in the morning 

to 5:00 in the afternoon, weather permitting, 

from November 1st through 

February 28 (29) and 8:00 in the 

morning to 9:00 in the evening, 

weather permitting, from March 1st 

through October 31st. The 

Department of Recreation may 

establish different hours of operation 

for use by different age groups. 

(g) Skale tags. All users of the 

Facility shall be required to obtain a 

skater's tag from the City at the time 

of payment of the user fee noted in 1 

(b) above. All tags must be worn visibly 

on the Skateboard Facility user. 

Tags are the means of admission to 

the Facility. If lost, a new tag must 

be purchased. Tags are non-transferable. 

(h) Posting of Rules.. Signs which 

recite the rules and regulations for 

use of the Facility shall be posted at 

the entrance and at least one conspicuous 

place inside the Facility. 

Such signs shall be approved by the 

Municipal Solicitor and Insurance 

Cam'er. 

0) Supervision of Small Children. 

Children under twelve (12) years of 

age must be accompanied by a 

responsible adult at all limes. Any 

such responsible adult must sign a 

document accepting responsibility 

for the supervision and care of the 

child during such child's use of the 

Facility. The form of such document 

shall be prepared by the Municipal 

Solicitor and approved by the 

Municipal Insurance Carrier. A 

responsible adult who is supervising 

and not skating shall not be required 

to pay the user fee or display a 

Skateboard Facility tag. 

(j) Violations of Rules/Regulations. 

Any user who violates the Family's 

Rules and Regulations or other 

Municipal Ordinances while in or 

upon the grounds of the Facility shall 

be immediately removed from the 

Facility, forfeit his/her user tag without 

refund and be denied access to 

the Facility for a period of up toihree 

(3) months, as determined by the 

Department of Recreation. Any one 

convicted of criminal activity or conduct 

at or upon the Facility grounds 

may be banned from the Facility. 

Restitution shall be required to be 

paid to the City by any ope found to 

have vandalized the Facility. 

Payment of restitution must be paid 

in full before the person will be 

allowed to use the Facility. 

The Sea Isle City Police Department 

and any member of the Department 

of Recreation, in connection with 

their duties imposed by law, shall 

have t he authority to enforce the 

provisions of this section, the rules 

and regulations of the Skateboard 

Facility. 

SECTION 11. Chapter 20 oi the 


City of Sea Isle City is hereby 

amended to add a new Section 20- 

42. entitled "Special Events" as follows. 

20-4.2 Special Events. Special 

events shall be permitted at the 

Facility subject to the discretion of 

the Recreation Department. The 

Recreation Department shall promulgate 

rules and regulations on what 

type of special events shall be permitted 

and how they shall be conducted. 

For each special event, the 

Recreation Department shall collect 

a fee. 

Insurance shall be required of any 

non-City special event that uses the 

Skateboard Facility. The insurance 

shall name the City, Department of 

Recreation and Recreation 

Commission as insured and shall be 

in an amount as determined by the 

Municipal Solicitor and approved by 

the Municipal Insurance Carrier. 

SECTION III. Chapter 20 of the 


City of Sea Isle City is. hereby 

amended to add a new Section 20- 

4.3 entitled "Applicability of General 

Regulations for Facility and Picnic 

Areas Under Section 20-1" as follows.

The annual Knights of Columbus Free Throw 

Contest will be held approximately 4 pjn. (after 

the recreation program) on Saturday, Jan. 25 at the 

Upper Township middle school in Petersburg. The 

contest is open to boys and girls ages 10-14. 

Shooters compete in their own age groups. Preevent 

registration takes place during the recreation 

programs Jan. 18. You can also register the 

day of the competition. The event is sponsored by 

Msgr. James Zegers/Resurrection Knights of 

Columbus and the Upper Township Recreation

HPSUT EXHIBIT 

The Historical Preservation Society has had an 

exhibit of antique toys displayed at Township Hall, 

2100 Tuckahoe Rd. in Petersburg. There's a doll 

dressed in 20th century clothing, a Mary Hoyer 

doll, books, a metal tractor, a 1913 metal Amoco

SECTION 1. 13-1.3 of the Revised 

General Ordinances of Sea Isle City, 

entitled "Agency Designation" shall 

be amended to read as follows: 

The Local Enforcing Agency (LEA) 

shall be Ihe Bureau of Fire prevention 

in the Department of Revenue 

and Finance hereby established. The 

Bureau of Fire Prevention hereby 

established shall have a budget. The 

City attorney shall be the legal representative. 

SECTION II. Section 13-1.6 of the": 

revised General Ordinances of Sea 

Isle City, entitled "Organization" shall 

be amended to read as follows: 

The Local Enforcing Agency established 

by subsection 13-1.3 shall be 

part of the Department of Revenue 

and Finance. The Fire official shall 

report directly to the Mayor. 

SECTION III. Section 13-1.7 of the 

Revised General Ordinances of Sea 

Isle City, entitled "Appointment; 

Terms of Office; Removal" shall be 

amended to read as follows: 

a. Appointment of Fire Official. The 

Fire Official shall be appointed by the 

Mayor. 

b. Terms of Office. The Fire Official 

shall serve for a term of (1) year, and 

is to be re-appointed annually by the 

Mayor. Any vacancy shall be filled for 

the unexpired term. He/she shall recommend 

appointments of Inspectors 

to the Commissioner of the 

Department of Revenue and Finance 

as may be necessary. Such inspectors 

shall be under the supervision 

and control of the Fire Official. 

c. Removal from Office. The Fire 

Official, Inspectors, and other 

employees of the enforcing agency 

shall be subject to removal by the 

Commissioner of the Department of 

Revenue and Finance for inefficiency 

or misconduct. Each Inspector to be 

so removed shall be afforded an 

opportunity to be heard by the 

appointing authority or a designated 

hearing officer. 

SECTION IV. Chapter 13 of the 


Isle City is hereby amended to add a 

new section following Section 13-1.8 

to be known as Section 13-1.9, entitled 

"Fees," which shall read as follows: 

a. Inspection fees for Life Hazard 

Uses shall be the same as set forth 

in the Uniform Fire Code N.J.A-C. 

5:70-2.9. 

b. Inspection fees for Non-Life 

Hazard Uses shall be: $40.00 for 

each business. 

c. Inspection fees for Non-Life 

Hazard Uses of multiple dwellings, 

motels, and hotels shall be: $75.00 

for three (3) units in one (1) structure 

and $100.00 for more than three (3) 

units in one (1) structure. 

SECTION V. The Revised General 

Ordinances of the City of Sea Isle 

City are hereby amended by deleting 

and repealing §13-2 of Chapter 13, 

"Fire Prevention". 

SECTION VI. Section 13-3.1 of the 


Isle City, entitled "Purpose; Statutory 

Authorization" subsection (b) shall be 

amended to read as follows: 

b. The smoke sensitive devices are 

to be located in accord with the standards 

of the National Fire Protection 

Association, in accordance with 

NFPA No. 74-84, and must be tested 

and listed by product certification and 

listed by a product certification 

agency approved by the Bureau of 

Fire Safety and the Department of 

Community Affairs. 

SECTION VII. Severability. If for any 

reason any section of this Ordinance 

shall be declared illegal by any Court 

of competent jurisdiction, the remaining 

sections of the Ordinance shall 

remain in full force and effect 

notwithstanding,
