Civil Society and NGOs<br />
Civil society organizations (CSOs) and NGOs that are engaged in<br />
<strong>the</strong> advocacy for agrarian reform have employed various strategies<br />
and adapted <strong>the</strong>se through <strong>the</strong> years in response <strong>to</strong> <strong>the</strong><br />
needs of <strong>the</strong>ir clients, <strong>the</strong>ir readiness <strong>to</strong> make demands on government,<br />
and <strong>the</strong> prevailing policy and legal environment. The<br />
Community Self-Reliance Centre (CSRC) in Nepal is focused on<br />
building awareness of <strong>the</strong> link between landlessness and poverty.<br />
In Bangladesh, <strong>the</strong> Association for <strong>Land</strong> Reform and Development<br />
(ALRD), along with Nijera Kori and Samata, is seeking <strong>to</strong><br />
maximize <strong>the</strong> opportunities offered by <strong>the</strong> government’s program<br />
<strong>to</strong> redistribute khas agricultural land by informing <strong>the</strong><br />
landless poor of <strong>the</strong>ir entitlements, and assisting <strong>the</strong>m in <strong>the</strong><br />
process of acquiring such rights. Local CSOs in Cambodia have a<br />
well-developed advocacy agenda, yet <strong>the</strong>y continue <strong>to</strong> look <strong>to</strong><br />
international NGOs working in <strong>the</strong> country, including donor organizations,<br />
<strong>to</strong> put pressure on <strong>the</strong> government <strong>to</strong> address land<br />
issues. Indian and Philippine NGOs have followed parallel tracks<br />
in advancing <strong>the</strong> agrarian reform agenda, including networking<br />
at multiple levels, mobilizing farmers <strong>to</strong> launch nationwide<br />
campaigns, participation in policy-making bodies, and lobbying<br />
for <strong>the</strong> enactment of enabling laws.<br />

Donors, Funding Agencies, and O<strong>the</strong>r<br />
Intergovernmental Development Organizations<br />
Donor and funding agencies have generally steered govern-<br />
ments on <strong>the</strong> path <strong>to</strong> market-assisted land reform. They accomplish<br />
this by supporting government programs that would<br />
facilitate <strong>the</strong> development of land markets, such as funding<br />
programs that would improve land registration procedures/processes.<br />
Donors and intergovernmental development agencies<br />
have made a point of not supporting <strong>the</strong> redistributive aspects<br />
of agrarian reform, and have shied away from intervening in <strong>the</strong><br />
political affairs of host countries, including <strong>the</strong> latter’s failure <strong>to</strong><br />
institute or implement reform efforts.<br />
The Private Sec<strong>to</strong>r<br />
“Private sec<strong>to</strong>r” is usually equated with commercial or business<br />
interests. In this framework, <strong>the</strong> private sec<strong>to</strong>r in many of <strong>the</strong><br />
countries studied has been an integral part of national development<br />
programs that undermine reform efforts, such as <strong>the</strong><br />
awarding of land concessions <strong>to</strong> companies engaged in logging,<br />
mining, and plantations; <strong>the</strong> establishment of SEZs on o<strong>the</strong>rwise<br />
productive agricultural land; and state expropriation of o<strong>the</strong>r<br />
lands and resources, which results in <strong>the</strong> dislocation of <strong>the</strong> poor<br />
from <strong>the</strong>ir source of livelihood.<br />
Bangladesh Government.<br />
The Ministry of <strong>Land</strong> is responsible for land management and administration, collection of <strong>Land</strong> Development<br />
Taxes (LDTs), land records maintenance, policy formulation on land management, land use planning,<br />
and land reform implementation. Under it are several offices dealing with land access concerns:<br />
<strong>the</strong> <strong>Land</strong> Reform Board, <strong>the</strong> <strong>Land</strong> Appeal Board, and <strong>the</strong> Direc<strong>to</strong>rate of <strong>Land</strong> Records and Surveys. In addition,<br />
<strong>the</strong> Office of <strong>the</strong> Inspec<strong>to</strong>r General of Registration under <strong>the</strong> Ministry of Law, Justice and Parliamentary<br />
Affairs, registers ownership arising from <strong>the</strong> sale and o<strong>the</strong>r forms of land transfer, reports changes<br />
<strong>to</strong> <strong>the</strong> Ministry of <strong>Land</strong>, and collects <strong>the</strong> Immovable Property Transfer Tax.<br />
NGOs.<br />
Around 200 NGOs are working <strong>to</strong> promote <strong>the</strong> land rights of landless people in <strong>the</strong> country. The Association<br />
for <strong>Land</strong> Reform and Development (ALRD) has 260 local and national NGO partners which mobilize<br />
policy makers, public representatives, politicians and media, <strong>to</strong> initiate positive pro-poor policy formulation<br />
and effective implementation initiatives. Nijera Kori works on issues related <strong>to</strong> land tenure, agricultural<br />
wages, khas land distribution, lobbying with government, grassroots mobilization, capacity-building and<br />
awareness building. Samata works <strong>to</strong> assist landless people in gaining access <strong>to</strong> khas land and water<br />
bodies. Its <strong>Land</strong> and Agrarian Network for Development (LAND) engages in social mobilization around<br />
land rights and related local administrative reform.<br />
