Key Messages<br />

n Robust and transparent <strong>REDD+</strong> reference levels (RLs) are the<br />

benchmarks for assessing a country’s performance in implementing<br />

<strong>REDD+</strong>, and so are a vital part of a <strong>REDD+</strong> national or<br />

subnational strategy, and so are a vital part of a <strong>REDD+</strong> national<br />

or subnational strategy.. RLs also ensure climate integrity in an<br />

international <strong>REDD+</strong> system. At the same time, <strong>REDD+</strong> RLs are<br />

a yardstick for the amount of effort needed <strong>to</strong> reduce emissions,<br />

thus signalling the level of finance that a country will need <strong>to</strong><br />

successfully implement <strong>REDD+</strong>.<br />

n RLs are methodologically linked <strong>to</strong> forest moni<strong>to</strong>ring, measurement,<br />

reporting and verification (MMRV) systems, because they<br />

seek <strong>to</strong> answer whether <strong>REDD+</strong> is performing quantitatively.<br />

As countries strengthen their MMRV programmes and move<br />

through the Intergovernmental Panel on Climate Change (IPCC)<br />

tiers, RLs will be important guideposts for what countries will<br />

need <strong>to</strong> moni<strong>to</strong>r, measure, report and verify.<br />

n RLs must address at least five key elements:<br />

› Boundaries: geographic and temporal;<br />

› Classifications: how land and forest types are classified;<br />

› Activity data: rates of loss per land-use type;<br />

› Emissions fac<strong>to</strong>rs: net CO2e losses per hectare of forest types,<br />

including allometric equations;<br />

› Attention <strong>to</strong> uncertainty and transparency: addressing these.<br />
