SECTION I GENERAL<br />

1. PURPOSE. This regulation prescribes education, training, experience, and licensing requirements<br />

<strong>for</strong> <strong>KN</strong> positions within United States Forces, Korea (<strong>USFK</strong>).<br />

2. REFERENCES.<br />

a. The following are required publications:<br />

<strong>USFK</strong> <strong>Reg</strong> <strong>690</strong>-1 (<strong>Reg</strong>ulations and Procedures – Korean Nationals). Cited in paragraph 14.<br />

b. The following are related publications:<br />

(1) US Office of Personnel Management (OPM) <strong>Qualification</strong> <strong>Standards</strong> Handbook <strong>for</strong> General<br />

Schedule Positions.<br />

(2) <strong>USFK</strong> Pam <strong>690</strong>-500 (Position Classification Guidance and Standardized Job Descriptions<br />

<strong>for</strong> Korean Positions).<br />

3. EXPLANATION OF ABBREVIATIONS AND TERMS. Abbreviations and terms used in this<br />

regulation are explained in the glossary.<br />

4. RESPONSIBILITIES.<br />

a. The Headquarter, <strong>USFK</strong> CPD, is responsible <strong>for</strong> developing qualification standards and<br />

approving requests <strong>for</strong> revised standards. The <strong>USFK</strong> CPD will make final determinations on requests<br />

<strong>for</strong> exceptions to and interpretation of established standards.<br />

b. The Civilian Personnel Operations Center (CPOC), Civilian Personnel Advisory Centers<br />

(CPACs), and Civilian Personnel Offices (CPOs) will use this regulation to determine the qualifications<br />

<strong>for</strong> <strong>KN</strong>s to fill positions administered by their offices; to advise applicants, employees, and supervisors of<br />

established procedures and requirements; and to make recommendations to the component Civilian<br />

Personnel Director on requests <strong>for</strong> exception or proposed changes to these standards.<br />

c. Commanders, managers, and supervisors at all levels will review this regulation and, if<br />

established standards appear inappropriate or unreasonable, submit recommendations <strong>for</strong> new or<br />

revised standards through their servicing CPOC, CPO, or HRO to CPD (FKCP).<br />

5. GENERAL. On questionable <strong>KN</strong> qualification issues, further guidance may be obtained from the<br />

<strong>USFK</strong> CPD.<br />

a. Korean General Schedule (KGS). Titles, series, grades, and qualification standards to be<br />

used are shown in Appendixes A, C through G, and K.<br />

b. Korean Wage Board (KWB). Titles, series, grades, and qualification standards to be used are<br />

shown in Appendixes B and H through K.<br />

c. English language tests. <strong>USFK</strong> requires English language testing. Each component will<br />

establish English requirements to meet specific needs.<br />

d. <strong>Qualification</strong> standards. Ten groups of qualification standards are established <strong>for</strong> related<br />

groups of jobs:<br />
