Section II.<br />

TERMS<br />

Knowledge, Skills, and Abilities (KSAs). Are the attributes required to per<strong>for</strong>m a job and are<br />

generally demonstrated through qualifying experience, education, or training. Knowledge is a body of<br />

in<strong>for</strong>mation applied directly to the per<strong>for</strong>mance of a function. Skill is an observable competence to<br />

per<strong>for</strong>m a learned psychomotor act. Ability is competence to per<strong>for</strong>m an observable behavior or a<br />

behavior that results in an observable product.<br />

Normal Line of Promotion (or Progression). The pattern of upward movement from one grade to<br />

another <strong>for</strong> a position, or group of positions, in an organization.<br />

Position. Means the officially assigned duties and responsibilities that make up the work per<strong>for</strong>med by<br />

an employee.<br />

Selective Factors. These are KSAs or special qualifications that are in addition to the minimum<br />

requirements in a qualified standard, but are determined to be essential to per<strong>for</strong>m the duties and<br />
