This review resulted in the organisational adjustment of And the MEC team is as follows: Gautalk • 2 departments with the aim of optimising the prospects of meeting the identified priorities and fulfilling the electoral mandate. The primary objective of this process is to enhance institutional capacity within GPG to deliver services to the public and to realise statutory and political mandates. The focus is not merely on the structural design of the departments but on how they reposition holistically to improve efficiency, effectiveness and a renewal of the culture of service delivery. As a first step in this process, the Premier appointed Members of the Executive Council and Heads of Department for the political and administrative responsibilities of their respective departments. Summary of progress to date: All departments are realigning their general functions in line with the new ethos of renewal and, where this entails structural reconfiguration/reorganisation, the process is already at various stages of implementation. • The Departments of Gauteng Treasury, Gauteng Shared Services Centre, Gauteng Fund and Office of the Gauteng Partnership Fund have been merged into a single Department of Finance. • The Departments of Housing and Local Government have been merged into one Department of Local Government and Housing. • The Departments of Health and Social Development have been merged to become the Department of Health and Social Development. • The Department Public Transport, Roads and Works has been split into two: Roads and Public Transport and Infrastructure Development. • Agriculture, Conservation and Environment has been renamed Agriculture and Rural Development. • Education remains structurally unchanged but has to redefine its strategic pathways into the Higher Education and Basic Education in line with the national Education Department to ensure delivery of quality education and skills development. chANGE MANAGEMENT PROcEss To manage the impact of the reconfiguration/ reorganisation process on employees and to safeguard employee rights and interests, a change management During the reconfiguration/reorganisation process, employees will have a major role to play as critical stakeholders in the delivery arm of government. In this regard, government will consult with all stakeholders, including organised labour to ensure that the change is managed effectively and efficiently. To realise this objective, the provincial government has met with the unions at the CCPGP and formally tabled the reconfiguration/reorganisation concept for consultation. The government has also reaffirmed that there will be no job losses as a result of this process. All employees of the Gauteng Provincial Government will be kept informed about the process and will be able to engage with the Director General on the issue. Gautalk • 3 process has been developed based on the following: • Inclusivity, participatory and transparency to facilitate buy-in by all stakeholders and role players. • Effective, efficient and timely communication with consistent messages on the change processes from all executive and management leaders of the GPG and individual GPG departments. • The critical role of the Office of the Premier as the strategic centre for driving the change process. • No negative impact on GPG employees’ conditions of service. • Consultation with all employees based on a consultative framework. • The placement of staff into posts in the new organisation structures based on operational requirements and alignment of competency profiles with job requirements. • The redeployment, retraining and reorientation of employees who become excess to operational requirements through a consultative and fair process. • Establishing employees, broader society and organisational readiness to change so as to determine the pace and depth of the renewal and implement interventions to fast track readiness where required. • The change must be championed at all levels of the organisation from the levels of the Premier, MECs and HODs up to ordinary members of staff and citizens. This will enable a seamless implementation by providing strategic leadership, decisiveness and prompt response and intervention where required. cONsULTATION PROcEss WITh ORGANIsED LABOUR & GPG EMPLOYEEs What must you do during this process? We appeal to all employees to heed the clarion call by Premier Mokonyane in her State of the Province Address for a greater focus on service delivery, for government to do things differently and to renew our commitment to the people of Gauteng. Rest assured the renewal process will have a positive end result - a repositioned Gauteng Provincial Government better able to serve the people of Gauteng. With our collective effort of cooperation and collaboration, we will come out of this process better positioned and empowered to do things differently and better for the benefit of the people of Gauteng.
