A message from the Director General<br />

The 2009 electoral mandate has necessitated<br />

changes, resulting in the reorganisation of<br />

government institutions to enable them to<br />

better deliver on the commitments of the ANC<br />

manifesto. In his State of the Nation Address, President<br />

Jacob Zuma reaffirmed the need for change, stressing<br />

the need for a greater focus on service delivery, for<br />

government to do things differently and renewal of public<br />

service commitment to the people.<br />

The President’s call for renewal aims to:<br />

• Build institutions of state that operate in an integrated<br />

and cohesive manner.<br />

• Enhance democracy by ensuring greater inclusivity<br />

through peoples’ participation in government processes<br />

including policy formulation and decision-making.<br />

• Promote openness, transparency, ethics, service<br />

orientation and accountability<br />

• Build partnerships between government and its social<br />

partners including trade unions, civil society, as well<br />

as collaborative relations at continental and broader<br />

international level.<br />

• Build an activist developmental state.<br />

In line with the President’s pronouncements, the<br />

Gauteng Provincial Government has embarked on a<br />

major reconfiguration/reorganisation drive to realise<br />

government’s election mandate. The ANC Manifesto as<br />

adopted by the Gauteng Executive Council expresses<br />

programmatically the new administration’s key priorities<br />

informed by progress made in the past fifteen years and<br />

new challenges that have emerged.<br />

Subsequently, the GPG has<br />

developed a programme of action<br />

for the next five years up to 2014,<br />

underpinned by the following<br />

seven strategic priorities:<br />

• Creating decent work<br />

and growing an inclusive<br />

economy;<br />

• Promoting quality education and skills development;<br />

• Better health care for all;<br />

• Stimulating rural development and food security;<br />

• Intensifying the fight against crime and corruption;<br />

• Building cohesive and sustainable communities; and<br />

• Strengthening the developmental state and good<br />

governance.<br />

<strong>GAUTENG</strong> AND ThE chANGEs<br />

In line with the renewal process in Gauteng, government<br />

functions and service delivery structures have been<br />

subjected to review to determine the most appropriate<br />

departmental location and combination of functions.<br />

This review resulted in the organisational adjustment of<br />

departments with the aim of optimising the prospects of<br />

meeting the identified priorities and fulfilling the electoral<br />

mandate.<br />

The primary objective of this process is to enhance<br />

institutional capacity within GPG to deliver services to<br />

the public and to realise statutory and political mandates.<br />

The focus is not merely on the structural design of the<br />

departments but on how they reposition holistically to<br />

improve efficiency, effectiveness and a renewal of the<br />

culture of service delivery.<br />

As a first step in this process, the Premier appointed<br />

Members of the Executive Council and Heads of<br />

Department for the political and administrative<br />

responsibilities of their respective departments.<br />

Summary of progress to date:<br />

All departments are realigning their general functions in<br />

line with the new ethos of renewal and, where this entails<br />

structural reconfiguration/reorganisation, the process is<br />

already at various stages of implementation.<br />

• The Departments of Gauteng Treasury, Gauteng<br />

Shared Services Centre, Gauteng Fund and Office of<br />

the Gauteng Partnership Fund have been merged into a<br />

single Department of Finance.<br />

• The Departments of Housing and Local Government<br />

have been merged into one Department of Local<br />

Government and Housing.<br />

• The Departments of Health and Social Development<br />

have been merged to become the Department of Health<br />

and Social Development.<br />

• The Department Public Transport, Roads and Works<br />

has been split into two: Roads and Public Transport and<br />

Infrastructure Development.<br />

• Agriculture, Conservation and Environment has been<br />

renamed Agriculture and Rural Development.<br />

• Education remains structurally unchanged but has<br />

to redefine its strategic pathways into the Higher<br />

Education and Basic Education in line with the national<br />

Education Department to ensure delivery of quality<br />

education and skills development.<br />

chANGE MANAGEMENT PROcEss<br />

To manage the impact of the reconfiguration/<br />

reorganisation process on employees and to safeguard<br />

employee rights and interests, a change management<br />

During the reconfiguration/reorganisation process,<br />

employees will have a major role to play as critical<br />

stakeholders in the delivery arm of government. In this<br />

regard, government will consult with all stakeholders,<br />

including organised labour to ensure that the change is<br />

managed effectively and efficiently.<br />

To realise this objective, the provincial government has<br />

met with the unions at the CCPGP and formally tabled the<br />

reconfiguration/reorganisation concept for consultation.<br />

The government has also reaffirmed that there will be no<br />

job losses as a result of this process.<br />

All employees of the Gauteng Provincial Government will<br />

be kept informed about the process and will be able to<br />

engage with the Director General on the issue.<br />

process has been developed based on the following:<br />

• Inclusivity, participatory and transparency to facilitate<br />

buy-in by all stakeholders and role players.<br />

• Effective, efficient and timely communication with<br />

consistent messages on the change processes from all<br />

executive and management leaders of the GPG and<br />

individual GPG departments.<br />

• The critical role of the Office of the Premier as the<br />

strategic centre for driving the change process.<br />

• No negative impact on GPG employees’ conditions of<br />

service.<br />

• Consultation with all employees based on a consultative<br />

framework.<br />

• The placement of staff into posts in the new organisation<br />

structures based on operational requirements and<br />

alignment of competency profiles with job requirements.<br />

• The redeployment, retraining and reorientation<br />

of employees who become excess to operational<br />

requirements through a consultative and fair process.<br />

• Establishing employees, broader society and<br />

organisational readiness to change so as to determine<br />

the pace and depth of the renewal and implement<br />

interventions to fast track readiness where required.<br />

• The change must be championed at all levels of the<br />

organisation from the levels of the Premier, MECs and<br />

HODs up to ordinary members of staff and citizens.<br />

This will enable a seamless implementation by<br />

providing strategic leadership, decisiveness and<br />

prompt response and intervention where required.<br />

cONsULTATION PROcEss WITh ORGANIsED LABOUR & GPG EMPLOYEEs<br />

What must you do during this process?<br />

We appeal to all employees to heed the clarion call by<br />

Premier Mokonyane in her State of the Province Address<br />

for a greater focus on service delivery, for government to<br />

do things differently and to renew our commitment to the<br />

people of Gauteng.<br />

Rest assured the renewal process will have a positive end<br />

result - a repositioned Gauteng Provincial Government<br />

better able to serve the people of Gauteng. With our<br />

collective effort of cooperation and collaboration, we will<br />

come out of this process better positioned and empowered<br />

to do things differently and better for the benefit of the<br />

people of Gauteng.
