NEW SECTION<br />
WAC 230-03-201 Gambling equipment connecting<br />
to external tools for standard maintenance. (1) The following<br />
gambling equipment can be connected to external<br />
tools for standard maintenance only through a closed network:<br />
(a) Card shuffling devices; and<br />
(b) Ace finders or no peek devices; and<br />
(c) Similar gambling equipment that has been approved<br />
by us.<br />
(2) For purposes of this rule:<br />
(a) A closed network includes only the gambling equipment<br />
and the external tool.<br />
(b) Standard maintenance means:<br />
(i) Reviewing event logs on gambling equipment, which<br />
can consist of card and software errors.<br />
(ii) Installing and uninstalling card libraries and card calibration<br />
files.<br />
(iii) Configuring touch screen calibration.<br />
(iv) Gathering diagnostic information.<br />
(v) Verifying the hardware board type(s).<br />
(vi) Reviewing the number of times the equipment has<br />
been powered up.<br />
(vii) Reviewing the total number of operating cycles.<br />
(c) External tools may only include laptops, tablets, USB<br />
products, or similar products approved by us, containing<br />
troubleshooting programs, which will connect to the gambling<br />
equipment via their Ethernet or USB ports.<br />
(3) The following requirements apply when using external<br />
tools:<br />

(a) A functional replica of the external tools and their<br />
troubleshooting programs must be tested and approved by us<br />
before they are first used; and<br />
(b) During standard maintenance, the gambling equipment<br />
must not be in play or have access to live gaming data;<br />
and<br />
(c) Wireless capabilities must not be used when an external<br />
tool is connected to gambling equipment. If an external<br />
tool has wireless capabilities, it must be tested by us to ensure<br />
wireless capabilities are disabled when connected to the gambling<br />
equipment; and<br />
(d) There must be no access to the internet; and<br />
(e) The connection for maintenance must only exist<br />
while the manufacturer representative or distributor representative<br />
is performing maintenance; and<br />
(f) When standard maintenance is performed, the operator<br />
must keep a log in the format we require and access to the<br />
gambling equipment must be recorded by surveillance; and<br />
(g) The external tools must only be in possession of a<br />
manufacturer representative or distributor representative.<br />

Purpose of the Proposal and Its Anticipated Effects,<br />
Including Any Changes in Existing Rules: Chapter 3, Laws<br />
of 2012 (ESSB 6239) was signed into law allowing same-sex<br />
couples to marry in Washington. The same-sex marriage law<br />
has been referred to voters as Referendum 74. The department<br />
of health is proposing a rule change so revised marriage<br />
and divorce certificate forms can be ready for use if the referendum<br />
is approved and law goes into effect on December 6,<br />
2012. If the referendum is not approved, this CR-102 will be<br />
withdrawn and the rule changes will not be adopted. The<br />
department collects records of all marriages and divorces that<br />
occur in Washington and issues copies of certificates. Current<br />
marriage and divorce certificates use gender-specific<br />
