CIVIL SERVICE BOARD.<br />
CHICAGO, January 8, 1914.<br />
To the Honorable, the Board of West <strong>Chicago</strong> Park Commissioners.<br />
GENTLEMEN-In accordance with the provisions of Section 15 of the<br />
Park Civil Service Act, the Civil Service Board respectfully submits its<br />
Third <strong>Annual</strong> Report for the year ending December 31, 1913, together<br />
with that of the Superintendent of Employment for the same.period.<br />
The personnel of the Civil Service Board underwent a change on<br />
August 12, 1913, on which date Messrs. John Anda and Edward Mullen<br />
were appointed members in the places of Messrs. Wm. C. Eggert and Wm.<br />
Kolacek whose terms had expired. Since that time the reorganized Civil<br />
Service Board has made every effort to carryon the important work at<br />
hand and properly continue the administration of the merit system.<br />

A copy of the Rules of the Civil Service Board, as in effect December<br />
31, 1913, is herewith presented for your consideration. A number of<br />
amendments to these rules are in the course of preparation and will be<br />
adopted at an early date. Chief among these are changes in the rule on<br />
Classification, which will specifically define each grade of position and do<br />
away with other undesirable features of the rule as now in effect, and<br />
changes in the rule of Promotion, which will establish more clearly defined<br />
and practicable lines of promotion, by examination, from inferior to<br />
superior positions. A number of changes of a less important nature in<br />
other rules are also contemplated, which are designed to establish more<br />
just and effectual standards for the treatment of the many detailed matters<br />
upon which this Board must act.<br />
The Civil Service Board has held forty-six (46) meetings during the<br />
year, at thirty-seven (37) of which there was full attendance. In addition<br />
to these meetings the members have met on five (5) occasions for<br />
the purpose of hearing charges against employes.<br />
