mimics the original wetlands and still eff ectively functions<br />

as a permitted treatment facility. He used similar<br />

techniques in the design of the George Sands Memorial<br />

Park Stormwater Facility in Carrabelle, where the pond<br />

acts as a ornamental as well as functional aspect of the<br />

park. This will be benefi cial in the design of the stormwater<br />

treatment cells that are required for this project. Mr.<br />

Large will be able to provide ideas for a good-looking<br />

but functional area for stormwater management. Mr.<br />

Large’s experience in the public sector includes numerous<br />

<strong>Leon</strong> <strong>County</strong> sponsored stormwater improvement<br />

projects. Mr. Large has furthermore been project manager<br />

for FDOT projects and numerous other projects.<br />

With his well-rounded engineering knowledge, he will<br />

be able to manager the diff erent project components<br />

effi ciently and knowledgeably. He is also well aware of<br />

the importance of the non-technical aspects involved<br />

in completing a project successfully, such as permitting<br />

requirements, the monitoring of plans production,<br />

community awareness eff orts, the coordination of subconsultants,<br />

construction management, and communication<br />

with the client.<br />

Additionally, as principal and Utility Coordinator,<br />

James Waddell, P.E. will be adding his 20 years of experience<br />

and expertise to projects the Lafayette Street<br />

Sidewalk and Roadway Improvements project. Mr. Waddell<br />

possesses a wealth of knowledge with regards to<br />

engineering design and project management with an<br />

impressive array of projects on his resume involving<br />

major utility rehabilitation and replacement, roadway<br />

design, land planning, environmental permitting, environmental<br />

studies, and public administration assistance.<br />

Projects that are demonstrative of Mr. Waddell’s capabilities<br />

include Call and Cadiz Drainage Improvements,<br />

Metropolitan Corporate Center, and Centerville Conservation<br />

Community. Mr. Waddell is also responsible for a<br />

number of infrastructure projects throughout <strong>Leon</strong> and<br />

Franklin <strong>County</strong>. Mr. Waddell meets all of the requirements<br />

for Utility Coordinator outlined in the RFP document.<br />

In charge of stormwater analysis and design, Richard<br />

Jenkins, P.E. has the experience, knowledge, and managerial<br />

capabilities to undertake and successfully complete<br />

complex projects relating to stormwater management.<br />

Mr. Jenkins’ has ten years of experience within the<br />

civil engineering fi eld and is intimately familiar with the<br />

design process as it occurs in both the public and private<br />

sector. He is well versed in the requirements and stan-<br />

dards of the Florida Department of Transportation from<br />

working in the FDOT Midway Maintenance Offi ce as an<br />

undergrad as well as permitting various projects with<br />

FDOT in his years in private consulting. Mr. Jenkins also<br />

has experience in environmental permitting, roadway<br />

design, and utility design and coordination. His forte,<br />

however, lies in stormwater management design. Mr.<br />

Jenkins is skilled in stormwater modeling using such<br />

programs as Streamline technologies Advanced ICPR3,<br />

EPA SWMM5.0, XPSWMM, USACOE HEC-RAS, Hydrafl<br />

ow by InteliSOLVE, and MODRET V6.1. Moreover, the<br />

project experience Mr. Jenkins’ possesses further illustrates<br />

his competency in stormwater management<br />

design. While working at URS Corporation, he was the<br />

design engineer and project manager for the Frenchtown<br />

Stormwater Improvements Project, Phase I. The<br />

project consisted of stormwater management upgrades<br />

for the Carter Howell Strong Park and adjacent<br />

streets within the Tallahassee Frenchtown area. The<br />

success of this project is apparent to many Tallahasseans<br />

who lived or commuted through the area before<br />

the improvements. While at Inovia, Mr. Jenkins has also<br />

been project manager and design engineer on <strong>Leon</strong><br />

<strong>County</strong> projects such as drainage improvements for<br />

Ben Boulevard, Lawndale Road, Autumn Woods Subdivision,<br />

and Edinburgh Estates. These engineering opportunities<br />

allowed Mr. Jenkins to become acquainted<br />

with <strong>Leon</strong> <strong>County</strong>’s practices, procedures, and expectations.<br />

Other notable projects on Mr. Jenkins’s resume<br />

include a good deal of drainage projects contracted<br />

through the City of Tallahassee including Call and Cadiz<br />

Stormwater Improvements, Karen Lane Drainage<br />

Improvements, and Copper Creek Drainage Improvements.<br />

Mr. Jenkins has also designed stormwater management<br />

systems for private sector clients, as well as<br />

municipalities such as the City of Carrabelle. With this<br />

amount of experience, Mr. Jenkins is capable of quickly<br />

and effi ciently analyzing and designing the drainage<br />

improvements required for the Lafayette Street improvements.<br />

Having eff ectively worked with HSA Consulting Group<br />

on number of projects, both public and private, the<br />

<strong>Sandco</strong>/Inovia Team had no diffi culty determining<br />

whom to recruit to provide survey and mapping services<br />

for this design/build project. The point of contact<br />

and surveyor in charge will be John Matthews,<br />

PLS. Mr. Matthews has over thirty years of experience<br />

as a supervisor in surveying and data collection of all<br />

types of planimetric and topographic data using both<br />

conventional and photogrammetric methods. He also<br />

possesses a fi rm background with bathymetric sur-
