l) Catalogues/full particulars of the item (if any) should also be furnished with the quotation. m) The tenderers along with its quotation must submit a attested copy of its latest Income- Tax Return/PAN Card of the proprietor/firm. If ITR/PAN card is in the name of individual then it must have a certificate that such individual is the owner/proprietor of the firm participating in the said bid. n) Tender should be valid up to 180 days. Tender valid for a shorter period shall be rejected and will be considered as non-responsive. o) The supply order will only be placed after the demonstration /final inspection and approval of the sample of equipment by the purchase committee/competent authority as may be intimated. p) Stores shall be supplied at the premises of the consignee as per terms and conditions & supply order. No other charges such as Octroi, packing, forwarding, freight insurance, loading/unloading, installation, clearance, etc. will be allowed. However, Octroi Exemption Certificate, if required, will be issued in deserving cases on request. q) The Earnest Money deposited is liable to be forfeited if the tenderer withdraws or amends, impairs or derogate from the tender in any respect within the period of validity of his tender. r) Performance Security Deposit for an amount ranging between 2 to 5 percent of the order value of the contract, as may be decided by the competent authority, for the stores of Tender Enquiry will have to be made within stipulated on receipt of order to ensure due performance of the contract. Security Deposit shall be in any of the forms (a) Bank Guarantee issued by a reputed Bank (Model Format at Annexure –C) (b). Account Payee Demand Draft, from a Commercial Bank. in favor of The DIGP, GC CRPF, Bijnaur, Lucknow, SBI Jail Road. Bangla Bazar, Lucknow. The performance security should remain valid for a period of sixty days beyond the date of completion of all contractual obligations by the firm/organization. Bid security will be refunded to the successful bidder on receipt of performance security. s) Payment against Bill/ invoice shall be released within 60 days after receipt of complete stores. No interest will be payable on the delayed supply of stores. Payment will be made direct to the supplier through direct credit to the firm’s bank account through ECS. No request for other mode of payment will be entertained. t) Quantity of the stores indicated is subject to increase or decrease at the discretion of the purchaser without assigning any reason. u) The tenderer should indicate the guarantee period in the quotation. The minimum guarantee period will be 6 months unless an increased period is specifically mentioned in the specification.. v) Samples of above item may be deposited at GC, CRPF Lucknow on any working day with Deputy Commandant (Store) on proper receipt up to 02-30 P.M. on 02/03/2013. Name of the firm must be mentioned on the samples. Samples received after above will not be entertained under any circumstance. 4
w) The tenderer should specify/indicate the life span of the item invariably. x) Performance Security Deposit as mentioned against column '’r’ will be released after completion of all contractual obligations by the firm/organization. This can be withheld or forfeited in full or in part in case the order is not executed satisfactorily within the stipulated period or requisite standard of the stores within the guarantee period is not undertaken to the best satisfaction of the user. While the quote and the Government shall make every effort to resolve amicably by direct informal negotiation, even then, if any disagreement or dispute arising between them under or in connection with the contract shall be settled in the court of law within its jurisdiction at Lucknow in Uttar Pradesh. The resultant contract will be interpreted under Indian Laws. y) The Head of Department, reserves the right to accept or reject any tender or all, at any time without assigning any reason thereof. z) In case of inferior stores supplied, firm will lift the same at his own cost and risk and provide replacement within 30 days. 3. LAB TEST REPORT / CERTIFICATE OF STORES OFFERED:- a) The tenderer after getting the tender samples tested from any of the laboratories approved by National Accreditation Board for Testing and Calibration Laboratories (NABL)/State Govt. must submit the lab test certificate in original. The lab test certificate should indicate that :- “It is certified that the sample offered for lab test is meeting/not meeting all the requirements with reference to tender enquiry specifications as per Appendix–'A' of Tender Enquiry and the sample is acceptable with reference to its tender enquiry specifications. (Note :-“Delete whichever is not applicable.”). However, advance sample is not required by the consignee. b) Lab test certificate should not be older than the date of issue of this tender enquiry. C) A part from acceptance of all terms and conditions under signature of proprietor/authorized signatory with date on separate letter head of the firm (signature on each page of tender enquiry by merely downloading it will not be considered as acceptance of all terms & conditions) tenderer must mention point of dis-agreement if any for the consideration of the Tech-board at the time of opening of tenders.
