The establishment of <strong>China</strong> Post Group (CPG) on 30 November<br />
marks the separation of the regulatory functions of the former State<br />
Post Bureau (SPB) from its business activities.<br />
CPG sources said the group is restructuring its businesses including<br />
mail delivery services and the publication and issuance of stamps.<br />
The new CPG group has registered capital of 80bn yuan (10bn US<br />
dollars).Liu Andong, former director of SPB, has been appointed<br />
general manager of CPG, and Ma Junsheng, former deputy director<br />
of SPB, has been named to head the State Post Management<br />
Bureau (SPMB). CPG will own the <strong>China</strong> Postal Air Freight<br />
Corporation and the <strong>China</strong> Postal Savings Bank. The source said<br />
the merger of the <strong>China</strong> Postal Logistics Corporation with EMS is<br />
almost complete. The new entity will be controlled by<br />
CPG. Traditionally both supervisor and a player in the market, SPB<br />
was placed in a difficult position when more and more companies,<br />
including overseas delivery firms, began to compete in the country's<br />
lucrative postal market. Sources with the Shanghai Securities News<br />
said the State Post Management Bureau also began operations on<br />
30 November. A number of provincial Post Management Bureau<br />

Deng Xianhong (邓先宏)<br />
Appointed deputy director of the State Administration of Foreign<br />
Exchange (SAFE) in October 2004. He had served as director of<br />
SAFE’s International Payment Department since September 2003.<br />
Deng holds a Master’s degree in economics.<br />

Du Qinglin (杜青林)<br />
According to a recent decision of the CCP CC, he was appointed<br />
as member, Standing Committee member and secretary of the CCP<br />
Sichuan Provincial Committee. (RMRB, 4 Dec 06) He had served as<br />
minister of agriculture since August 2001.<br />
Du Qinglin, born in November 1946, is a native of Panshi, Jilin<br />
Province. Educational background: research fellow. He joined the<br />
CCP in March 1966. Du started to work in July 1964. He served as<br />
secretary of the CYL Jilin City Committee (Aug 1978 – Aug 1979),<br />
deputy secretary and secretary of the CYL Jilin Provincial<br />
Committee and member of the CYL CC (Sep 1979 – Sep 1984),<br />
deputy secretary of the CCP Changchun City Committee (Sep 1984<br />
– May 1985), Standing Committee member of the CCP Jilin<br />
Provincial Committee and director of its Organization Department<br />
(May 1985 – Apr 1988), deputy secretary of the CCP Jilin Provincial<br />
Committee (May 1988 – Feb 1992). In February 1993 he was<br />
elected chairman of the Standing Committee of the 1st Hainan<br />
Provincial People’s Congress. In July 1993 he was elected deputy<br />
secretary of the CCP Hainan Provincial Committee. From February<br />
1998 to August 2001, he served as its secretary.<br />

Identified as deputy director of the <strong>China</strong> National Tourism<br />

Fang Shangpu (方上浦)<br />
Appointed deputy director of the State Administration of Foreign<br />
Exchange (SAFE) in June <strong>2006</strong>. He had served as vice-governor of<br />
the People’s Bank of <strong>China</strong> Shanghai Branch and as deputy director<br />
of the SAFE’s Shanghai Branch before. Fang holds a Master’s<br />
degree in economics.<br />
