Yu Wenming (于文明)<br />

Appointed deputy director of the State Administration of Traditional<br />

Chinese Medicine in April 2004. Yu Wenming, born in June 1963, is<br />

a native of Shan County, Shandong Province. He graduated from<br />

the Graduate Department of Tianjin College of Traditional Chinese<br />

Medicine in 1988. He received a Master’s degree. Yu is member of<br />

the Chinese Peasants’ and Workers’ Democratic Party.<br />

Identified as deputy director of the State Food and DrugAppointed<br />

deputy director of the State Grain Administration in June 2004. Zeng<br />

Liying was born in November 1959. She is a Party member. Zeng is<br />

an economist. She started to work in September 1977. Zeng served<br />

as deputy office head of the Grain Administration Department of the<br />

Ministry of Commerce, office head of the Comprehensive<br />

Administration Department of the State Grain Reserves Bureau,<br />

deputy head of the Planning and Statistic Department, deputy head<br />

and inspector of the Comprehensive Planning Department, and as<br />

deputy head of the Allocation and Transport Department of the State<br />

Grain Reserves Bureau. In 2000 he was appointed head of the<br />

Zhang Pengfa (张彭发)<br />

Appointed deputy director of the State Bureau for Letters and Calls<br />

in April <strong>2006</strong>. Zhang Pengf was born in Shanghai in March 1951.<br />

He joined the CCP in <strong>December</strong> 1981. Zhang started to work in<br />

March 1969. Educational background: university. He served as<br />

deputy director and director of the Secretariat of the Bureau for<br />

Letters and Calls of the CCP CC General Office and the State<br />

Council’s General Office, and temporarily served as deputy<br />

secretary-general of the Tibet Autonomous Regional People’s<br />

Government (Jun 1995 – Jul 1998). In October 2000 he was<br />

appointed as chairman of the Research Office of the State Bureau<br />

for Letters and Calls, and in September 2005 as department head<br />

of the State Bureau for Letters and Calls.<br />
