At the <strong>Urban</strong> <strong>Land</strong> <strong>Institute</strong>, our mission is to provide leadership in the responsible<br />

use of land and in creating and sustaining thriving communities worldwide.<br />

<strong>ULI</strong> <strong>Los</strong> <strong>Angeles</strong>, a district council of the <strong>Urban</strong> <strong>Land</strong> <strong>Institute</strong>, carries forth that mission as the preeminent real<br />

estate forum in Southern California, facilitating the open exchange of ideas, information and experiences among<br />

local, national and international industry leaders and policy makers.<br />

Established in 1936, <strong>ULI</strong> is a nonprofit education and research institute with over 30,000 members across the<br />

globe–1,500 here in the Greater <strong>Los</strong> <strong>Angeles</strong> area. As a nonpartisan organization, the <strong>Institute</strong> has long been<br />

recognized as one of America’s most respected and widely quoted sources of objective information on urban<br />

planning, growth, and development.<br />

The membership of <strong>ULI</strong> <strong>Los</strong> <strong>Angeles</strong> represents the entire spectrum of land use and real estate development<br />

disciplines. They include developers, builders, investors, architects, public officials, planners, real estate brokers,<br />

In last year’s message, I spoke of my ceaseless wonder at the passion and<br />

commitment of our members to the merging of their professional interests and<br />

expertise and the land use leadership mission of the <strong>Urban</strong> <strong>Land</strong> <strong>Institute</strong>. I also<br />

made the point that it is this very engagement that lies at the heart of what <strong>ULI</strong><br />

accomplishes and is the very reason that <strong>ULI</strong> continues to attract and retain the best<br />

and the brightest of the land use profession.<br />

As you will see the experience+passion+commitment+engagement in 2010 yielded<br />

unbelievable results, including:<br />

• Inaugural Transit Oriented Development Summit which provided a platform to<br />

rethink how we plan, fund, and build our future communities in connection with<br />

transportation;<br />

• Collaboration with the five California District Councils to assess the economic<br />

implications of Senate Bill375 and provide recommendations to state officials for<br />

implementation;<br />

• <strong>ULI</strong> California High Speed Rail Summit stimulated conversation on enhancing<br />

the state’s transit infrastructure;<br />

• Five technical assistance panels aiding our communities with much needed<br />

professional guidance on challenging land use issues;<br />

• Over 30 breakfast, case study/tour and meet-and-greet programs, featuring<br />

industry leaders and best practice examples across the entire land use spectrum;<br />

• Member engagement has grown from 250 members in 2008 to over 400<br />

volunteers working on over 30 separate committees.<br />

In <strong>2011</strong>, <strong>ULI</strong>-LA plans to elevate these results and impacts to an even higher level.<br />

The year began with VantageForum, a partnership with the UCLA Ziman Center<br />

highlighting the perspectives of executives on the trends in the real estate industry,<br />

and the completion of <strong>ULI</strong> LA’s five-year strategic planning effort. The year will<br />

close with <strong>Los</strong> <strong>Angeles</strong> hosting the annual <strong>ULI</strong> Fall Meeting, which will celebrate the<br />

<strong>Institute</strong>’s 75th anniversary.<br />

In the middle of <strong>2011</strong>, we will transition our leadership to the experienced hands of<br />

<strong>Los</strong> <strong>Angeles</strong> native, Ronald Altoon, founding and name partner of architecture and<br />

planning firm, Altoon + Porter. I expect great success to come to <strong>ULI</strong> <strong>Los</strong> <strong>Angeles</strong><br />

under the leadership of Ronald.<br />

All of what we have accomplished and all of what we have planned is possible only<br />

because of the passion and dedication of our members, our staff and our many<br />

sponsors and stakeholders. I am most grateful to each and every one of you for<br />

your participation and engagement. I appreciate having had the privilege to be a<br />

guardian for your efforts.<br />

Message from the Incoming Chair<br />

The <strong>Urban</strong> <strong>Land</strong> <strong>Institute</strong> is blessed by a transparent culture of sharing best practices<br />

to collectively raise the bar in the responsible use of land. I have been fortunate to<br />

have been a part of it for 25 years.<br />

Every leader brings a vision. I am no exception. It is my responsibility to inspire<br />

the Council to embrace and expand on that vision and to take measured and<br />

proportionate risk to achieve it. I have identified several areas sharing the common<br />

theme of civic pride. We have the opportunity to cast a vision of creativity, and to<br />

influence the formulation of the necessary public policy to implement it.<br />

The region’s major portal is LAX. Visually fatigued and inefficient the day it opened,<br />

after decades of neglect it is finally undergoing some transformational improvements.<br />

We have the opportunity to encourage an ongoing comprehensive reconsideration<br />

of our gateway to the world. It will pay permanent economic dividends across all of<br />

Southern California.<br />

The <strong>Los</strong> <strong>Angeles</strong> River has been imprisoned in a Corps of Engineers concrete channel since the early 20th Century.<br />

In an arid environment, underserved by sparse water resources, we now have an approved LA River Master Plan. Let<br />

it be only a beginning.<br />

Downtown, enjoying an on and off renaissance, has depended on the inspired vision of a few courageous individuals<br />

to spur its sputtering transformation. We have many urban resources which can be further energized. We enjoy<br />

the traditional overlay of historic Olvera Street, Chinatown, Little Tokyo, and Koreatown. And there is the promise<br />

of a Clean Tech Corridor. With plans being discussed to cap the 101 Freeway, and to transform the LA River for<br />

recreational use, there are many initiatives which need our attention.<br />

But, we also need to envision a downtown where all demographic sectors feel comfortable living. We will need high<br />

achievement schools at every level, and safe streets. We will need parks and recreation. The vast areas of South and<br />

East LA need recreational areas and parks. We must consider up-zoning to accommodate growth.<br />

In October, the <strong>ULI</strong> Fall Meeting will come again to <strong>Los</strong> <strong>Angeles</strong>. We have the opportunity to build on the truly unique<br />

resources of this state and region. We are the most diverse community in the world, bringing an unparalleled prism<br />

to view the future of our built environment.<br />

By the initiative process, in 2008 we approved Measure R which can initiate a sea change, causing this region to<br />

reinvent itself. And we are a region which has been exporting professional expertise to Asia for decades, and now<br />

seeing the residual benefit of both lessons learned coming back to benefit our thinking, and foreign investment<br />

finding opportunities in this community.<br />

In 2010, <strong>ULI</strong> <strong>Los</strong> <strong>Angeles</strong> celebrated the 10th Anniversary of <strong>Urban</strong> Marketplace,<br />

a unique conference on investment opportunities and development strategies for<br />

Southern California’s emerging lower-income and distressed neighborhoods with<br />

nearly 600 attendees. The <strong>Urban</strong> Marketplace has become a national model over the<br />

past nine years, attracting over 5000 real estate and related professionals as well<br />

as community and government leaders to its case studies, roundtable discussions,<br />

and exhibits. Attendees gained valuable insights into the best practices for<br />

development in <strong>Los</strong> <strong>Angeles</strong> and an opportunity to solidify relationships with key<br />

professionals and leaders at the forefront of inner city revitalization.<br />

U.S. Senator Barbara Boxer joined the TOD Summit to discuss<br />

the future of transportation in Southern California.<br />

Marilee Utter, President, Citiventure Associates, addressed best<br />

practices in public private partnerships for TOD.<br />

Financing Tools: Jina Yoon, National Development Council;<br />

Kelly Boyer, HUD; and Jill Brooks-Garnett, SunAmerica; share<br />

ways to attract capital for TOD in today’s tough financing<br />

environment.<br />

The Honorable Bill Bogaard, City of Pasadena, and Richard<br />

Bruckner, County of <strong>Los</strong> <strong>Angeles</strong>, delve into the success of<br />

Pasadena’s transit district.<br />

TOD SUMMIT<br />

Plenary session: Jonathan Watts, Cuningham Architecture, along with the other technical assistance panel chairs, review<br />

their findings and blueprints for success for four sites in LA County.<br />

<strong>Los</strong> <strong>Angeles</strong> faces a historic opportunity to rethink how we plan, fund, and<br />

build our future communities. To contribute to this conversation, the <strong>Urban</strong><br />

<strong>Land</strong> <strong>Institute</strong> <strong>Los</strong> <strong>Angeles</strong> initiated its premier Transit-Oriented Development<br />

(TOD) Summit in 2010 to engage public and private sector leaders to discuss<br />

pressing transportation and land use challenges. Throughout the course of the<br />

summit, leaders in the field presented panel discussions, case studies and site<br />

tours focusing on TOD finance, policy and design. The guest speakers for the<br />

As a component of the TOD Summit, the TOD Technical Assistance Panels provided<br />

support and advisory assistance to four selected transit stations in the greater <strong>Los</strong><br />

<strong>Angeles</strong> region. The sites included <strong>Los</strong> <strong>Angeles</strong> County’s Vermont Green Line<br />

Station and Slauson Blue Line Station, the City of Monrovia’s Station Square Transit<br />

Village and the Housing Authority of the City of <strong>Los</strong> <strong>Angeles</strong>’ Jordan Downs 103rd<br />

Street Blue Line Station. This year’s TOD TAP sites benefitted from an extraordinary<br />

group of professionals who brought a fresh pair of eyes to envision planning goals<br />

into development action. The study sites also gained a greater level of awareness,<br />

private sector involvement and were showcased at the TOD Summit. All the reports<br />

High Speed Rail Summit<br />

offers tremendous opportunities for residential<br />

and commercial development around the high<br />

speed rail stations. In an effort to responsibly<br />

guide this development, California’s <strong>ULI</strong><br />

District Councils organized a landmark event<br />

utilities, and other land use and real estate professionals, to explore sustainability<br />

from concept to execution. Through a series of panel discussions, workshops, case<br />

studies, seminars and roundtables, the event created a dynamic forum and fostered<br />

dialogue allowing participants to explore green and sustainable development<br />

strategies.<br />

Over the past year the Young Leaders Group hosted a number of exciting<br />

programs that sparked insightful discussions and highlighted best practices of<br />

new initiatives and development projects, including: “Hollywood & Vine Case<br />

Study” and “Revitalizing Historic Corridors.”<br />

Partnership Forums<br />

The <strong>ULI</strong> LA YLG Partnership Forum provides an ongoing opportunity to share and<br />

discuss with a group of peers the issues that real estate professionals face each<br />

day. We would like to thank each of our moderators for their time and commitment<br />

is to create opportunities for young professionals to develop skills<br />

to help foster a connection to the great <strong>ULI</strong> community, and to<br />

1000 Homes<br />

1000 Homes is an initiative focused on helping to end chronic homelessness<br />

in LA County. The involvement of the private sector in the battle to end chronic<br />

homelessness is critical in order to develop solutions that are effective, practical,<br />

and attainable. <strong>ULI</strong> <strong>Los</strong> <strong>Angeles</strong> partnered with UCLA Ziman Center for Real Estate,<br />

Corporation for Supportive Housing, Shelter Partnership, Inc., Westside <strong>Urban</strong><br />

Forum in this effort.<br />

Development Competition<br />

1000 Homes Development Competition inspired young professionals to create<br />

feasible solutions that integrate development, design, and social services. Each<br />

team was matched up with a public-sector sponsor to propose a supportive housing<br />

project in one of the competition cities. The design objective was to meet the unique<br />

needs of the community. The winners of the competition for their proposal to the<br />

City of Glendale included: Jed Tarr, Connor Humphreys, Laura Leavitt, MSW, Derek<br />

Leavitt, AIA, and Idalia Santos.<br />

Mobile Tours<br />

This past year, participants had the opportunity to walk through several exemplary<br />

permanent supportive housing projects, learning directly from the development<br />

executives that put the projects together, and hearing from elected officials that<br />

championed these challenging projects into reality.<br />

Supportive Housing Innovation Awards<br />

The Supportive Housing Innovation Awards recognized the best permanent<br />

supportive housing developers and champions in <strong>Los</strong> <strong>Angeles</strong> for their tremendous<br />

contributions. This year, <strong>ULI</strong> <strong>Los</strong> <strong>Angeles</strong> honored Skid Row Housing Trust for<br />

the New Carver Apartments, A Community of Friends for Rayen Apartments, and<br />

Clifford Beers for Long Beach Village Housing, President Pro Tempore Jan Perry,<br />

The aim of the <strong>Land</strong> Use Leadership Committee is to exert leadership in addressing Southern California’s urban land use<br />

policy issues in order to benefit our cities, create thriving communities and improve our quality of life. The committee explored<br />

development reform, infrastructure needs, sustainability, transportation, preservation, housing, among others. The committee<br />

serves as a resource for numerous public and private agencies, including: the City of <strong>Los</strong><br />

<strong>Angeles</strong> Planning Department, CRA/LA, County of <strong>Los</strong> <strong>Angeles</strong>, Housing Authority of the City<br />

of <strong>Los</strong> <strong>Angeles</strong>, LAEDC, and others.<br />

SB375 Impact Analysis <strong>Report</strong><br />

Along with <strong>ULI</strong>’s other four California District Councils, <strong>ULI</strong> <strong>Los</strong> <strong>Angeles</strong> assisted in<br />

producing a report on the potential economic benefits of Senate Bill 375, California’s smart<br />

growth bill. The report, authored by AECOM, was the result of an extensive literature survey<br />

and two days of deliberations by a 16-person member expert panel, including <strong>Los</strong> <strong>Angeles</strong><br />

leaders Renata Simril, Jones Lang LaSalle, Mitch Menzer, Paul Hastings, LLP, and Michael K.<br />

Fall Meeting <strong>ULI</strong>’s Fall Meeting is the premier real<br />

estate industry event–the place where top decision makers<br />

meet to share strategies and solutions for dealing with<br />

today’s issues, and hear about the trends and opportunities<br />

that will give them a competitive edge in the future.<br />

OCTOBER 25-28, <strong>2011</strong><br />

<strong>Urban</strong> Marketplace is a unique conference,<br />

brought to you by the Inner City and <strong>Urban</strong> Policy<br />

Committee, on investment opportunities and development<br />

strategies for Southern California’s emerging lower-income<br />

and distressed neighborhoods. MARCH 18, <strong>2011</strong><br />

The TOD Summit strives to engage public and<br />

private sector leaders to discuss pressing transportation<br />

and land use challenges with the intent to identify common<br />

goals and principles that will lead to successful development<br />

around transit. JUNE 2, <strong>2011</strong><br />

FutureBuild LA creates a dynamic forum and<br />

fosters dialogue allowing participants to explore sustainable<br />

technology, and the connection between transportation,<br />

green infrastructure, incentives, LEED, building design, and<br />

building operation.<br />

NOVEMBER 15, <strong>2011</strong><br />

VantageForum is a pivotal day-long, interactive<br />

event presents illuminating trends and forecasts from local,<br />

regional and national perspectives. The program addresses<br />

the impacts of an evolving international economic framework<br />

and market fundamentals.<br />

LARC Awards are presented to four recipients to<br />

encourage and reward brave, innovative, and potentially<br />

world changing thought and to honor those who have<br />

distinguished themselves through unparalleled creative<br />

achievement.<br />

<strong>Urban</strong>Plan is a simulation classroom exercise from<br />

January to June for high school students created by the<br />

<strong>Urban</strong> <strong>Land</strong> <strong>Institute</strong>. Students work in development teams<br />

to analyze and respond to a hypothetical “Request for<br />

Proposal” for the redevelopment of a specific urban area.<br />

Development teams compete to secure the rights from a<br />

fictitious city council made up of <strong>Urban</strong>Plan volunteers.<br />

Breakfast Programs is a monthly program series<br />

for the whole <strong>ULI</strong> membership to gain new perspectives<br />

and skills. In the past, the topics have focused on housing<br />

trends, capital markets, parks, retail, entitlements and more.<br />

Technical Assistance Panels offer public<br />

agencies, private firms, and nonprofit organizations facing<br />

complex land use and real estate issues in the greater <strong>Los</strong><br />

<strong>Angeles</strong> region expert and objective advice.<br />

The Young Leaders Group creates opportunities<br />

for young professionals to develop skills and build<br />

relationships that will help them advance in their careers,<br />

and to foster a connection to the broader <strong>ULI</strong> membership.<br />

Meet and Greets provide opportunities to learn<br />

about and discuss current projects, initiatives, and future<br />

goals with prominent individuals in the planning, design and<br />

government realms in the <strong>Los</strong> <strong>Angeles</strong> region.<br />

Site Tours & Case Studies offer members the<br />

opportunity to tour project and construction sites to get a<br />

first hand look at the process in action. These tours are led<br />

by individuals instrumental to the project, providing a one of<br />

a kind experience.<br />

Capital Market Series provides members and<br />

non-members with current information, commentary and<br />

insight on activities in the public and private real estate<br />

markets.<br />

Housing Initiative Council serves as a<br />

platform to understand issues around housing and to<br />

provide solutions to increase housing production in <strong>Los</strong><br />

<strong>Angeles</strong>.<br />

Infrastructure Initiative Council addresses<br />

infrastructure needs for the continued growth and<br />

improvement of <strong>Los</strong> <strong>Angeles</strong>.<br />
