<strong>ULI</strong>–the <strong>Urban</strong> <strong>Land</strong> <strong>Institute</strong> is a 501(c)(3) nonprofit research<br />

and education organization supported by its members.<br />

Founded in 1936, the institute now has more than 40,000<br />

members worldwide representing the entire spectrum of<br />

land use and real estate development disciplines, working<br />

in private enterprise and public service. The members of the<br />

<strong>Urban</strong> <strong>Land</strong> <strong>Institute</strong> are community builders, the people who<br />

develop and redevelop neighborhoods, business districts, and<br />

communities across the United States and around the world.<br />

As the preeminent, multidisciplinary real estate forum,<br />

<strong>ULI</strong> facilitates the open exchange of ideas, information and<br />

experience among local, national and international industry<br />

leaders and policy makers dedicated to creating better places.<br />

The mission of the <strong>Urban</strong> <strong>Land</strong> <strong>Institute</strong> is to provide<br />

leadership in the responsible use of land and in creating and<br />

sustaining thriving communities worldwide.<br />

Year-End Review<br />

From the Chair…<br />

The mission is simple, but the challenge is great. Never<br />

before has there been such a need to think more deeply<br />

about responsible development. Never before has there<br />

been such a challenge to find ways for the communities<br />

of <strong>Los</strong> <strong>Angeles</strong> to survive and thrive as changes occur<br />

at an unprecedented pace. Economic and environmental<br />

challenges have made the mission of the <strong>ULI</strong> <strong>Los</strong> <strong>Angeles</strong><br />

as crucial as ever. With the help of all of our members (more<br />

than 2,100 strong), <strong>ULI</strong>-LA has implemented a number of<br />

strategic changes to empower our council and focus on the<br />

fulfillment of our mission. These include:<br />

• Reconstituting the Executive Committee with over<br />

40 of the most significant stakeholders and real estate<br />

professionals in the <strong>Los</strong> <strong>Angeles</strong> area;<br />

• Appointing new Executive Director, Katherine Perez, who<br />

is invigorating membership, programming and sponsorship;<br />

• Forging affiliations with like-minded groups, universities<br />

and community leaders, including affiliations with<br />

the American <strong>Institute</strong> of Architects and the real estate<br />

section of the L.A. County Bar Association.<br />

This year we successfully hosted more than 15 programs,<br />

highlighted by <strong>Urban</strong> Marketplace, <strong>Urban</strong>Plan, the Emerging<br />

Trends Conference and the <strong>ULI</strong> Infrastructure Drop-In Program.<br />

Successful new programs focused on issues such as Transit-<br />

Oriented Development, sustainability and green urbanism.<br />

Our Young Leaders Group, Technical Assistance Panels and<br />

Partnership Forums continue to provide platforms for thought<br />

leadership and community engagement at the highest levels.<br />

All of this is made possible with the generous support of our<br />

program sponsors and our valued <strong>ULI</strong> members. I want to<br />

extend my sincere appreciation to our Executive Committee, our<br />

Board of Advisors and our Resource Council for their leadership<br />

and commitment to <strong>ULI</strong> LA and its mission. We hope that this<br />

report will provide you with further encouragement to join us as<br />

we take on the challenges of the coming year. We need you to<br />

With their win on June 4, Don Bynum’s, team teacher, and<br />

the Cleveland High School iGreen Team set the <strong>Urban</strong>Plan<br />

bar even higher than last year.<br />

The Cleveland HS iGreen Team’s winning proposal included<br />

substantial sustainable elements, thus reflecting one of <strong>ULI</strong>’s<br />

three top priorities. The Cleveland High School iGreen<br />

Team presented its winning project to the LAUSD Board of<br />

Education on June 26. This is the second consecutive year<br />

that the <strong>Urban</strong>Plan winning team has been invited to make a<br />

presentation to the LAUSD Board of Education.<br />

The <strong>Urban</strong>Plan program instills responsibility, accountability, and determination in<br />

its participants… Through the <strong>Urban</strong>Plan program, I no longer feel discouraged<br />

about my community. I now have faith that it can improve, it just takes time.<br />

<strong>Urban</strong>Plan is an opportunity to expose students at a young age to the diversity<br />

of career paths available to them in real estate. It is an extremely rewarding<br />

On May 15 the initial <strong>ULI</strong> Infrastructure drop-in program was held at the Hollywood Chamber of<br />

Commerce concurrent with the release of the <strong>ULI</strong> publication “Infrastructure 2008: A Competitive<br />

Advantage.” On May 22, a program on leadership was held at the Center for Democracy in relationship to<br />

<strong>ULI</strong> Life Trustee Buzz McCoy’s new book “Living Into Leadership: A Journey in Ethics.” On April 28 a<br />

program on women in leadership was held at Loyola Marymount University titled “Women Who Shape<br />

Leadership in <strong>Los</strong> <strong>Angeles</strong>.” On May 1, Rand Corporation hosted a <strong>ULI</strong> LA program on “Surviving in<br />

Uncertain Times” which was led by <strong>ULI</strong> Life Trustee Stan Ross. The Rand Corporation headquarters is<br />

a recipient of the 2006 <strong>ULI</strong> Award for Excellence and is also a LEED Gold building. The <strong>ULI</strong> LA YLG<br />

conducted an educational forum at SPF:a on the important topic of “Green Development.” Early in the<br />

fiscal year on July 19, <strong>ULI</strong> LA held a successful program at Paul Hastings on “Do Real Planning” that<br />

featured the City of LA Planning Commission and Planning Director Gail Goldberg. This program was<br />

followed less than a week later with the Annual My <strong>ULI</strong> Night at the Wells Fargo Center in downtown LA<br />

that attracted over 300 attendees for this thank-you and membership recruitment event. On November 28<br />

the Annual <strong>ULI</strong> Emerging Trends conference took place at the Center for Democracy. On January 31 the<br />

<strong>ULI</strong> LA YLG held a successful program on ‘Playa Vista’ which was attended by over 300 people.<br />

During the course of the fiscal year, <strong>ULI</strong> LA was a co-sponsor or cooperating organization for<br />

UCLA’s Sustainability Summit; the <strong>Los</strong> <strong>Angeles</strong> Business Council Mayoral Housing Summit;<br />

the Hollywood Chamber of Commerce Economic Development Summit; the GreenXchange<br />

Conference; the Environmental Protection Agency (EPA) ‘Nuts & Bolts’ seminar on brownfields<br />

development; and the USC Real Estate Law and Business Symposium.<br />

<strong>ULI</strong> LA also participated in the planning committee for the Annual <strong>ULI</strong> Reinventing Retail Conference<br />

that took place in February. In addition, <strong>ULI</strong> LA assisted the <strong>ULI</strong> West Region Office (WRO) with a<br />

tour of Australian real estate developers that took place in June. <strong>ULI</strong> LA continued its key role with<br />

other California District Councils in the California 2020 project. <strong>ULI</strong> LA also served as the host District<br />

Council along with <strong>ULI</strong> WRO for the September Infrastructure Summit. <strong>ULI</strong> LA was also represented at<br />

the <strong>ULI</strong> WRO Workforce and Affordable Housing Summit in Boulder, Colorado in April.<br />

Under the able leadership of <strong>ULI</strong> LA Programs Chair David<br />

<strong>Urban</strong> Marketplace has shown leadership in promoting the<br />

creation of thriving communities in underserved areas. The<br />

<strong>Urban</strong> Marketplace 2007 theme “Where is LA Headed?”<br />

presaged the uncertain real estate market that took hold in the<br />

Fall of 2007. Thus, the on-going dilemmas faced by underserved<br />

markets in relationship to credit availability and recessionary<br />

sub-economies began spreading to the broader economy. The<br />

specific theme for <strong>Urban</strong> Marketplace 2008 was “Sustainable<br />

Development in the <strong>Urban</strong> Marketplace: How Green $$$ is<br />

Green? - Case Studies from Culver City, Hollywood, and<br />

Santa Monica.” Held on March 19, UM 08 attracted over 700<br />

attendees to hear a keynote address by Lance Williams, Ph.D.,<br />

LEED AP, Executive Director, U.S. Green Building Council,<br />

<strong>Los</strong> <strong>Angeles</strong> Chapter, in which he asked ‘Where is the Dr.<br />

Martin Luther King, Jr. of Green?’ <strong>Los</strong> <strong>Angeles</strong> City Council<br />

President Eric Garcetti moderated a panel that included an<br />

architect, a contractor and a developer, each discussing their<br />

green and sustainable projects from the perspective of their<br />

respective disciplines. UM 08 had twenty-two roundtables<br />

with nearly 50 speakers and 68 exhibitors. Thus, even in a<br />

down economy <strong>Urban</strong> Marketplace 2008 continued to attract<br />

attendees, exhibitors and roundtable speakers.<br />

Engaging Future Real Estate Leaders<br />

<strong>ULI</strong> LA’s Young Leaders Group conducted several well attended case studies this<br />

fiscal year. These programs included an education forum on Green Development, a<br />

case study of Playa Vista and a successful program that examined the challenges<br />

of successful land use practice in a challenged economy. The <strong>ULI</strong> LA YLG remains<br />

a vital unit within this District Council.<br />

Technical Assistance Panels<br />

Pasadena TAPs<br />

Between December 2007 and January 2008, <strong>ULI</strong> LA<br />

conducted 2½ days of TAPs with the City of Pasadena. This<br />

engagement followed up on the two day TAP conducted<br />

in January 2007 which focused on the City’s Housing<br />

Agenda for Action. This particular TAP led to a City of<br />

Pasadena staff presentation to the Pasadena City Council<br />

in April 2007 at which time the Council approved ten<br />

of the <strong>ULI</strong> LA panel recommendations, three of which<br />

addressed workforce housing. The first one day TAP in<br />

December 2007 was chaired by Renata Simril of Forest City<br />

Development. This panel focused on strategies to leverage<br />

the City of Pasadena’s Housing Opportunity Fund. The<br />

second one day panel in January 2008 was chaired by Con<br />

Howe of CityView and focused on strategies to increase<br />

the production of workforce housing. The final half day<br />

panel brought both earlier panel’s together to synthesize<br />

their findings and recommendations and to meet with the<br />

City Council’s Economic Development and Technology<br />

Committee which included Mayor Bill Bogaard.<br />

Technical Assistance Panel and guests for the City of Pasadena on Housing.<br />

The panel experience is the essence of the <strong>ULI</strong> mission as it promotes the<br />

responsible use of land with the goal of creating thriving communities. In<br />

this fiscal year <strong>ULI</strong> LA conducted the second greatest number of TAps in the<br />

history of the district Council following the record-breaking prior fiscal year.


Technical Assistance Panel and guests for the Port of <strong>Los</strong> <strong>Angeles</strong> on<br />

Redevelopment of Ports O’Call Village.<br />

Ports O’ Call Village TAP<br />

In February 2008, <strong>ULI</strong> LA conducted a one day TAP<br />

with the Port of <strong>Los</strong> <strong>Angeles</strong> to focus on redevelopment<br />

strategies for the 30-acre Ports O’ Call Village. This panel<br />

was chaired by Eric Natwig of New West Partners. In<br />

March of 2008, <strong>ULI</strong> LA conducted a 1½ day panel with<br />

the Pasadena Enterprise Center (PEC) that was sponsored<br />

by the City of Pasadena. This panel focused on strategies<br />

to re-energize PEC, a small business incubator, and how<br />

to achieve highest and best use of the organization’s real<br />

property assets. Thus, during this fiscal year five days of<br />

TAPs were conducted by <strong>ULI</strong> LA focusing on workforce<br />

and affordable housing, commercial and retail development<br />

at the Port of <strong>Los</strong> <strong>Angeles</strong>, and the revitalization and<br />

sustainability of a small business incubator.<br />

From Past to Present<br />

<strong>ULI</strong> <strong>Los</strong> <strong>Angeles</strong> was the first District Council to reach<br />

2,000 members which occurred in 2006. There are now a<br />

total of four District Councils with 2,000 members or more.<br />

<strong>ULI</strong> <strong>Los</strong> <strong>Angeles</strong> was the first District Council to<br />

conduct TAPs. <strong>ULI</strong> <strong>Los</strong> <strong>Angeles</strong> has conducted more<br />

TAPs than any other District Council, and over the past<br />

two fiscal years <strong>ULI</strong> LA conducted more TAPs than the<br />

other three largest District Councils combined.<br />

<strong>ULI</strong> <strong>Los</strong> <strong>Angeles</strong> created the successful Partnership<br />

Forum Program. There are now twelve District Councils<br />

offering Partnership Forums.<br />

<strong>ULI</strong> <strong>Los</strong> <strong>Angeles</strong> conducted its eighth successful <strong>Urban</strong><br />

Marketplace this fiscal year. This highly successful<br />

convening model which spotlights underserved<br />

neighborhoods has spread to five other District Councils.<br />

Beginning next fiscal year <strong>ULI</strong> LA <strong>Urban</strong>Plan students<br />

will earn college credits for the semester long urban<br />

planning course.<br />

Even more exciting times lie ahead for <strong>ULI</strong> <strong>Los</strong> <strong>Angeles</strong><br />

as its strengthened governance structure moves to match<br />

the on-going dynamism of its programming, convening,<br />

and advisory services initiatives. <strong>ULI</strong> <strong>Los</strong> <strong>Angeles</strong> remains<br />

a leader in the <strong>ULI</strong> District Council movement as the<br />

organization’s ‘local and global’ vision continues to unfold.<br />

Indeed the land use landscape is changing in this challenged<br />

economy. It is in times such as these that <strong>ULI</strong> is of most<br />

value to its members.<br />
