physical therapists, an occupational therapist, and a psychologist that works closely with<br />

the physicians. (Tr. at 1496-1497)<br />

Dr. Chelimsky testified that he teaches all aspects <strong>of</strong> pain management, including<br />

interventional pain management. Dr. Chelimsky further testified that the interventional<br />

techniques that he performs are trigger point injections, injections into the bursa, and local<br />

nerve injections. (Tr. at 1506-1507)<br />

Dr. Chelimsky testified that, in conjunction with his education program, he currently<br />

performs approximately two nerve blocks, three trigger point injections, and one joint<br />

injection per month. (Tr. at 1548)<br />

20. Dr. Chelimsky testified that, in addition to his education program, he also runs a clinic that<br />

includes an anesthesiologist and a psychologist to treat patients who suffer from complex<br />

regional pain syndrome (formerly called reflex sympathetic dystrophy). (Tr. at 1498)<br />

James P. Bressi, D.O.<br />

21. James P. Bressi, D.O., testified as an expert on behalf <strong>of</strong> the Respondents. Dr. Bressi<br />

obtained his osteopathic medical degree in 1987 from the <strong>Ohio</strong> University College <strong>of</strong><br />

Osteopathic Medicine. From 1987 to 1988, he participated in a rotating internship<br />

at Warren General Hospital (St. Joseph Health Center) [Warren General] in Warren, <strong>Ohio</strong>.<br />

From 1988 to 1989, Dr. Bressi worked as an emergency department staff physician<br />

at Warren General. From 1989 to 1992, Dr. Bressi participated in an anesthesiology<br />

residency at Warren General. In 1992, Dr. Bressi participated in a six month pain medicine<br />

fellowship at the University <strong>of</strong> Rochester <strong>Medical</strong> Center, Strong Memorial Hospital, in<br />

Rochester, New York. Dr. Bressi is currently the Director <strong>of</strong> the Falls Pain Management<br />

Center at Cuyahoga Falls General Hospital in Cuyahoga Falls, <strong>Ohio</strong>, and has served in that<br />

capacity since 1998. (Resp. Ex. 106G)<br />

Dr. Bressi was certified in Anesthesiology by the American Osteopathic <strong>Board</strong> <strong>of</strong><br />

Anesthesiology in 1993, and obtained added qualifications in pain management from that<br />

board in 1996. Dr. Bressi was also certified by the American Academy <strong>of</strong> Pain<br />

Management. (Resp. Ex. 106G)<br />

22. Dr. Bressi testified that he has lectured, and continues to lecture, on the subject <strong>of</strong><br />

interventional pain management. Dr. Bressi further testified that he has written on the<br />

subject as well. (Resp. Ex. 106G; Tr. at 2259-2260)<br />

Dr. Bressi’s Pain Medicine Practice<br />

23. Dr. Bressi testified that his current practice as the director <strong>of</strong> Falls Pain Management<br />

Center is devoted entirely to the treatment <strong>of</strong> chronic pain, “both interventional and pain<br />

medicine.” He explained that “[i]nterventional pain medicine requires a specialist trained<br />

for more invasive-type procedures” such as placement <strong>of</strong> spinal cord stimulators or
