controlled medications. He would then turn around and then provide them<br />
with a wean pack to wean them <strong>of</strong>f, which may include Methadone.<br />
Dr. Hoogendoorn advised that he was doing this under a pain fellowship with<br />
Pain Net Incorporated. We concluded our conversation by him advising that<br />
he would send documentation to the <strong>Medical</strong> <strong>Board</strong> <strong>of</strong> his fellowship with<br />
Pain Net Incorporated, which he did at a later date.<br />

73. Investigator McCafferty testified that Dr. Hoogendoorn advised that he had treated patients<br />
for various pain conditions under the supervision <strong>of</strong> Dr. Leak and Dr. Griffin as part <strong>of</strong> the<br />
PCC fellowship. (Tr. at 321-322)<br />
Testimony <strong>of</strong> Dr. Chelimsky Concerning Medications Prescribed by Dr. Hoogendoorn<br />
74. Dr. Chelimsky testified as follows concerning some <strong>of</strong> the medications that<br />
Dr. Hoogendoorn prescribed at PCC:<br />
• Wellbutrin is used to treat depression, and the treatment <strong>of</strong> depression is beyond the<br />
scope <strong>of</strong> the practice <strong>of</strong> podiatry. Although some antidepressants are effective in<br />
treating chronic pain, Wellbutrin is not. (Tr. at 1675-1678)<br />
• Neurontin is an anti-epileptic medication that can be used to manage pain, and its use<br />
constitutes the practice <strong>of</strong> medicine. (Tr. at 1678-1679)<br />
• Zyprexa is a mild, sedating anti-psychotic medication used primarily to treat patients<br />
who suffer from hallucination. It is also useful as a sleep aid for chronic pain<br />
patients. Dr. Chelimsky is not aware <strong>of</strong> any use for Zyprexa to treat podiatric<br />
conditions. (Tr. at 1679-1680)<br />
• Transderm-Scop is a medication used to treat nausea. Its use is not within the scope<br />
<strong>of</strong> practice for podiatry. (Tr. at 1741-1742)<br />
• Duragesic patch contains the opiate Fentanyl, and is prescribed to relieve pain.<br />
(Tr. at 1743)<br />
• “Zanaflex is an anti-spastic agent that’s sometimes used for chronic pain, sometimes<br />
used for migraine.” It could be used for podiatric conditions such as a muscle spasm<br />
in the foot or ankle. However, Dr. Chelimsky found no such symptoms in the<br />
medical records for Patients 18 and 20, the patients who had received Zanaflex from<br />
Dr. Hoogendoorn. (Tr. at 1754-1755)<br />
• Catapres is a transdermal preparation <strong>of</strong> clonidine, an antihypertensive medication<br />
that Dr. Hoogendoorn had prescribed to Patient 9. Its use would be beyond the scope
