Mayor Voices New Jail Concerns 

Urges Action Before State Steps In 

Monroe County Mayor 

Tim Yates on Wednesday 

released the following 

statement regarding the 

construction of a new jail 

and a possible decertification 

of the old facility. 

“It appears clarification 

regarding Monroe 

County’s issues with the 

jail is needed at this time. 

Let me explain, I am only 

able to give you and the 

county commissioners information 

that is supplied 

The following letter 

came from businessman

and was directed to 

First District Board of Education 

member Jerry 

Snyder and the citizens 

and residents of Monroe 

County. 

“Regarding your letter 

of March 7 as printed in 

the Monroe County 

BUZZ on March 14 … 

Jerry: 

On behalf of all who 

have publicly announced 

their desire and support to 

Smile Of the Day! 

to me. From the day I 

took office, I was told the 

Monroe County Jail was in 

grave danger of becoming 

decertified by the State of 

Tennessee. Let me explain 

further, decertification 

occurs after an 

inspection of the jail is 

made by the State of Tennessee 

and finds it noncompliant 

to state rules 

and regulations. Previous 

administrations have dealt 

with the state under a 

‘plan of action’ (POA). We 

are also working with the 

state under that POA and 

a County Corrections 

Partnership initiative 

(CCP) to hold off decertification 

of the jail. Due to 

impending lawsuits and 

overcrowding, we could 

become decertified. Then 

a federal judge will step in 

and appoint a ‘federal 

monitor’ to oversee the jail 

and the sheriff’s department.

whether a cost study 

had been made on this 

project and whether the 

downtown Madisonville 

location had ever been seriously 

considered is spot 

on. In news reports of the 

‘Justice Center Committee’ 

meetings over the past 

12 months, there have 

been numerous questions, 

notably from Commissioners 

Gudger Bill 

Bivens, Richard Kirkland, 

and Harold Hawkins, asking 

about the suitability of 

the property in the downtown 

area - a portion of

Colorado at his home

Systems had a “really good 

month” of sales in February, 

superintendent Mark 

Clinton told the board of 

commissioners Tuesday. 

At the commissioners’ 

meeting held at the TASS 

building in Vonore, Clinton 

said the water utility 

saw $339,314 in February, 

up “a little” over January. 

Sewage sales were up, and 

all sales were due to rainfall, 

Clinton added. 

In other business, Clinton 

said the commissioners 

may want to look at 

TASS getting out of the 

repair business for meters 

and other devices, and instead 

use a contractor. If a 

meter or other device 

failed, he said, TASS 

would go check it, but the 

customer would have options 

on how to have it 

fixed. 

Clinton said water loss 

was above 20 percent for 

the third consecutive 

month for TASS. He said 

the situation shows how

working diligently to keep 

that from happening.

given to me through meetings 

and written documents.

information to the public 

after our next meeting 

with the State of Tennessee.”

Though the docket 

said “felony murder,” neither 

Mr. Ware nor Mrs. 

Stalvey have been charged 

with murder (since no one 

died), but rather with “attempted” 

first-degree 

murder. Grand jury indictments 

have accused 

the pair with “premeditation 

attempt” to kill an individual, 

fear (by the 

victim) of imminent bodily 

harm by a knife, and 

imminent danger of death 

by an automobile. And 

further, Mr. Ware was singularly 

charged by the 

grand jury with intent to 

aid Mrs. Stalvey in the act 

reckless endangerment 

during a September 2011 

incident.

County's Jail will be decertified,

take over the whole project, 

if a decision is not

delayed this decision is absurd. 

To date, neither the 

Justice Center Committee 

nor any other committee 

has presented the county 

commission with a proposal 

or recommendation 

as to what to do or where 

to do it. 

I think we all agree that 

the sheriffs and the 

deputies who have served 

our county over the past 

50 years have given heroic 

efforts to maintain our jail 

and keep it operable. But 

time has taken its toll and 

our population has grown. 

Whether we like it or not, 

Monroe County needs to 

build a new jail. But we 

must build it with a con-

baggie on Winkler and inside 

the baggie was a white 

powder, he said. Also located 

on Winkler were a 

syringe, multiple plastic 

baggies, and used coffee 

filters. 

Checking status, Wear 

determined Winkler was 

an unlicensed driver and 

had no registration or insurance 

for the Ford.
