Tim Yates on Wednesday<br />

statement regarding the<br />

construction of a new jail<br />

and a possible decertification<br />

of the old facility.<br />

“It appears clarification<br />

regarding <strong>Monroe</strong><br />

<strong>County</strong>’s issues with the<br />

jail is needed at this time.<br />

Let me explain, I am only<br />

able to give you and the<br />

county commissioners information<br />

that is supplied<br />

The following letter<br />

came from businessman<br />

Alan Johnson of <strong>Madisonville</strong><br />

and was directed to<br />

First District Board of Education<br />

member Jerry<br />

Snyder and the citizens<br />

and residents of <strong>Monroe</strong><br />

<strong>County</strong>.<br />

“Regarding your letter<br />

of March 7 as printed in<br />

the <strong>Monroe</strong> <strong>County</strong><br />

BUZZ on March 14 …<br />

Jerry:<br />

On behalf of all who<br />

have publicly announced<br />

their desire and support to<br />

Smile Of the Day!<br />

to me. From the day I<br />

took office, I was told the<br />

<strong>Monroe</strong> <strong>County</strong> Jail was in<br />

grave danger of becoming<br />

decertified by the State of<br />

<strong>Tennessee</strong>. Let me explain<br />

further, decertification<br />

occurs after an<br />

inspection of the jail is<br />

made by the State of <strong>Tennessee</strong><br />

and finds it noncompliant<br />

to state rules<br />

and regulations. Previous<br />

administrations have dealt<br />

with the state under a<br />

‘plan of action’ (POA). We<br />

are also working with the<br />

state under that POA and<br />

a <strong>County</strong> Corrections<br />

Partnership initiative<br />

(CCP) to hold off decertification<br />

of the jail. Due to<br />

impending lawsuits and<br />

overcrowding, we could<br />

become decertified. Then<br />

a federal judge will step in<br />

and appoint a ‘federal<br />

monitor’ to oversee the jail<br />

and the sheriff’s department.<br />

whether a cost study<br />

had been made on this<br />

project and whether the<br />

downtown <strong>Madisonville</strong><br />

location had ever been seriously<br />

on. In news reports of the<br />

meetings over the past<br />

12 months, there have<br />

been numerous questions,<br />

notably from Commissioners<br />

Bivens, Richard Kirkland,<br />

and Harold Hawkins, asking<br />

about the suitability of<br />

the property in the downtown<br />

area - a portion of<br />

with felony methamphetamine<br />

offenses this past<br />

<strong>County</strong> General Sessions<br />

Court and the<br />

<strong>Monroe</strong> <strong>County</strong> Jail on<br />

saw $339,314 in February,<br />

up “a little” over January.<br />

Sewage sales were up, and<br />

all sales were due to rainfall,<br />

TASS getting out of the<br />

repair business for meters<br />

and other devices, and instead<br />

use a contractor. If a<br />

meter or other device<br />

harm by a knife, and<br />

imminent danger of death<br />

by an automobile. And<br />

further, Mr. Ware was singularly<br />

charged by the<br />

grand jury with intent to<br />

aid Mrs. Stalvey in the act<br />

reckless endangerment<br />

during a September 2011<br />

the people, is that <strong>Monroe</strong><br />

<strong>County</strong>'s Jail will be decertified,<br />

and the state will<br />

made quickly. While I<br />

have no doubt that both<br />

will prove true if we don't<br />

do I something, the implication<br />

that those of us<br />

supporting the downtown<br />

location have somehow<br />

delayed this decision is absurd.<br />

To date, neither the<br />

Justice Center Committee<br />

nor any other committee<br />

has presented the county<br />

commission with a proposal<br />

or recommendation<br />

as to what to do or where<br />

to do it.<br />

I think we all agree that<br />

the sheriffs and the<br />

deputies who have served<br />

our county over the past<br />

50 years have given heroic<br />

efforts to maintain our jail<br />

and keep it operable. But<br />

time has taken its toll and<br />

our population has grown.<br />

Whether we like it or not,<br />

<strong>Monroe</strong> <strong>County</strong> needs to<br />

build a new jail. But we<br />

must build it with a con-<br />

had no driver’s license and<br />

catching sight of an unregistered<br />

license plate on the<br />

Explorer, Wear pulled the<br />

vehicle over, stopping it<br />

near the intersection of<br />

Investigating further,<br />

Wear found a corner cut<br />

baggie on Winkler and inside<br />

the baggie was a white<br />

powder, he said. Also located<br />

on Winkler were a<br />

syringe, multiple plastic<br />

baggies, and used coffee<br />

filters.<br />

Checking status, Wear<br />

determined Winkler was<br />

an unlicensed driver and<br />

had no registration or insurance<br />

for the Ford.<br />
