Expression of Interest Questionnaire - Notes
Introduction
In accordance with the Restricted Procedure of the EC Services Directive this competition is open to
all multi-disciplinary design teams to ‘Express an Interest’.
It is expected that most lead consultancies will require a number of specialist sub-consultants to be
able to provide the full range of design expertise and competencies required by this project. All
information requested should be given in respect of the lead consultancy. Relevant information should
also be provided in respect of sub-consultants who will play a significant role in the delivery of services
or products under any ensuing contract. Responses must enable the client to assess the overall service
proposed.
The client recognises that arrangements in relation to sub-consultants may be subject to future
change.The questionnaire should therefore be completed in the light of such arrangements that are
currently envisaged.
The client intends to seek independent financial and market advice from the Dun & Bradstreet credit
reference agency to validate information declared and assist in the evaluation.
Completing the Questionnaire
The Questionnaire contains two distinct sections; the Approach to Design Quality which will be
primarily evaluated by the Jury Panel and the Technical Section which will be primarily evaluated by the
Technical Panel.
The response to both sections should be completed by the lead consultancy in English.
The lead consultant should answer all questions as accurately and concisely as possible.Where a
question is not relevant to the lead consultancy/sub-consultants, this should be indicated, with an
explanation.
Supporting information should be presented in the same order as, and should be referenced to, the
relevant question.
Failure to furnish the required information, make a satisfactory response to any question, or supply
documentation referred to in responses, within the specified timescale, may mean that your company
will not be invited to participate further.
Competitors are asked to include a single point of contact in their organisation for their response to
the EoI Questionnaire.The Competition Manager/Client shall not be responsible for contacting the
Competitors through any route other than the nominated contact. Competitors must therefore
undertake to notify any changes relating to the contact promptly.
Neither the client nor the competition manager will enter into detailed discussion of the
requirements during the EoI stage.
