Expression of Interest Questionnaire - Notes<br />
Introduction<br />
In accordance with the Restricted Procedure of the EC Services Directive this competition is open to<br />
all multi-disciplinary <strong>de</strong>sign teams to ‘Express an Interest’.<br />
It is expected that most lead consultancies will require a number of specialist sub-consultants to be<br />
able to provi<strong>de</strong> the full range of <strong>de</strong>sign expertise and competencies required by this project. All<br />
information requested should be given in respect of the lead consultancy. Relevant information should<br />
also be provi<strong>de</strong>d in respect of sub-consultants who will play a significant role in the <strong>de</strong>livery of services<br />
or products un<strong>de</strong>r any ensuing contract. Responses must enable the client to assess the overall service<br />
proposed.<br />
The client recognises that arrangements in relation to sub-consultants may be subject to future<br />
change.The questionnaire should therefore be completed in the light of such arrangements that are<br />
currently envisaged.<br />
The client intends to seek in<strong>de</strong>pen<strong>de</strong>nt financial and market advice from the Dun & Bradstreet credit<br />
reference agency to validate information <strong>de</strong>clared and assist in the evaluation.<br />
Completing the Questionnaire<br />
The Questionnaire contains two distinct sections; the Approach to Design Quality which will be<br />
primarily evaluated by the Jury Panel and the Technical Section which will be primarily evaluated by the<br />
Technical Panel.<br />
The response to both sections should be completed by the lead consultancy in English.<br />
The lead consultant should answer all questions as accurately and concisely as possible.Where a<br />
question is not relevant to the lead consultancy/sub-consultants, this should be indicated, with an<br />
explanation.<br />
Supporting information should be presented in the same or<strong>de</strong>r as, and should be referenced to, the<br />
relevant question.<br />
Failure to furnish the required information, make a satisfactory response to any question, or supply<br />
documentation referred to in responses, within the specified timescale, may mean that your company<br />
will not be invited to participate further.<br />
Competitors are asked to inclu<strong>de</strong> a single point of contact in their organisation for their response to<br />
the EoI Questionnaire.The Competition Manager/Client shall not be responsible for contacting the<br />
Competitors through any route other than the nominated contact. Competitors must therefore<br />
un<strong>de</strong>rtake to notify any changes relating to the contact promptly.<br />
Neither the client nor the competition manager will enter into <strong>de</strong>tailed discussion of the<br />
requirements during the EoI stage.<br />
