The Competition - Notes & Schedule Preamble and Competition Management To enter the competition multi-disciplinary design teams are requested to complete the Expression of Interest (EOI) Questionnaire and submit it to the Competition Manager. It is the Client’s intention is to seek Concept Proposals from multi-disciplinary teams by design competition. The Client will take selected concepts under design commission to a developed stage and then implement using a develop and construct approach. The RIBA Competition Office in Leeds is managing this competition on behalf of British Antarctic Survey (The client).All enquiries and submissions should be sent to the RIBA not the client.The RIBA address and contact details are provided at the end of this section. British Antarctic Survey is a Government-funded research organisation and this competition process will be conducted in accordance with the Restricted Procedure, under the EC Services Directive, as implemented by UK Public Works Contracts Regulations 1991. Expression of Interest (EoI) Submission Requirements Formal Expressions of Interest should be submitted by completing the EoI Questionnaire and Approach to Design Quality section in this Competition Pack. This submission should demonstrate the team’s range of expertise and experience.The Expression of Interest stage does not require the Concept Proposal and should be no longer than 25 single sided A4 pages (including photographs, graphics images etc). No company brochures should be included. As a guide, your 25-page allowance should divide roughly into three sections: ● part one - your response to three design quality questions ● part two - technical compliance ● part three - track record This apportionment reflects the balance in Expressions of Interest that the Technical Panel and Jury anticipate will be illustrated. It is important to state that the Technical Panel and Jury will look for teams that have potential to manage a complex commission as well as the creativity and common sense to address the unique nature of the project. The submission should consist of 6 bound hard copies and one digital copy in PDF format on CD ROM. Short-listed design teams from the Expression of Interest Stage will be invited to submit Concept Proposals. Selected teams may form alliances from this list. Stages 3 & 4 will involve close collaboration with British Antarctic Survey to utilise their unique knowledge and expertise of technology, engineering & construction in Antarctica’s hostile environment. * Information from the launch day will be available on the RIBA Competitions website after 29 June 04. ** The lead designer from each team will have an opportunity for a six-week site visit to Halley during Jan-Mar 2005.
