College Council Meeting Minutes
September 8, 2006
ELB 230
Attendees: Carla Cipolari (Chair), Dave Buonoua (Vice Chair), Doug Arseneault, Erin
Eitemiller, Roger Hartman, Heather Joseph (for Nanette Douglas), Sung
Lee, Missy Mattey, John Siebs, Erin Yun
Meeting called to order at 1:40 pm
1. Approve/recommend changes to the following policies and procedures
50.00.02 SGA Constitution
Doug Arseneault spoke in support of changes to the SGA Constitution. The changes
include the addition of a Student Senate to be chaired by the SGA Vice-President
which, according to Doug, would result in a more substantial role for the SGA VP.
Erin Yun commented that the changes formalize student representation.
Approved unanimously
50.01.01 Financial Aid and Scholarships
The changes clarify the procedure by splitting it into Credit Financial Aid and Non-
Credit Financial Aid sections.
Missy suggested several changes to the procedure:
a) In the Credit Financial Aid Philosophy paragraph, she suggested that “The college
believes” be struck. Dave suggested that the paragraph simply begin with “No
student should be restricted from attending the institution because of limited
financial resources.” There wasn’t any dissent.
b) In the Credit Financial Aid Application Procedures paragraphs, Missy stressed
that need based scholarship students had different requirements from non-need
based scholarship students. FAFSA isn’t required of the non-need based
scholarship students; only need based students must complete FAFSA. The
March 1 deadline mentioned in paragraph 3 is only for FAFSA. Changes were
suggested to accommodate those points.
Additionally, two web page citations were corrected.
Approved with changes unanimously
63.13.01 Appeal – Faculty Dispute Resolution
The change modifies the manner which faculty representatives on the Dispute
Resolution Committee are chosen. Rather than automatically choosing them each

spring, they will be chosen as the need arises. No one disagreed with this suggested
change. However, John expressed curiosity about the procedure in general and
thought that it may be a good discussion topic for Faculty Forum.
Approved unanimously
