• D. Rakes introduced everyone in attendance.<br />
• L. Jolly gave an interim president update on the status of the college.<br />
• R. Carlson challenged the legislators to work with HCC and the Maryland Higher<br />
Education Commission (MHEC) to put together indicators for accountability for<br />
performance funding for the FY 2000 budget cycle.<br />
• J. <strong>File</strong>s reiterated the charge ofthe 25 member HCC Educational Foundation board of<br />
directors is to raise funds and establish and maintain endowments for scholarships for<br />
HCC.<br />
• J. Sinclair informed those present that the HBV is a subsidiary ofthe Educational<br />
Foundation. Its eight-member board looks for "ventures" or initiatives to raise funds to<br />
help supplement the foundation's endowments.<br />
• The legislators will be invited to meet the 2-3 presidential finalists over the next few<br />
weeks.
• • "Tuition forgiveness" program for computer majors - hope to get high tech companies<br />
into Maryland.<br />

• It was suggested that HCC market its value to parents of 1ph and 12 th grade students.<br />
They may not be aware ofwhat is offered here before they send their children to fouryear<br />
colleges.<br />
• HCC board wants to build a stronger relationship with the public school board.<br />
• Rouse SCholars is a strong program and helpful in getting students to attend HCC.<br />
• HCC needs to keep abreast and stay involved in the latest welfare reform issues. We are<br />
currently working with the department of social services (DSS) through the continuing<br />
education department and HCC has drafted "Jobs First" program ofDSS to train<br />
welfare recipients.<br />
• Technology contains the jobs of the future. Community colleges should play an<br />
important role - day care centers are important in keeping students in school.<br />
• B. Kittleman asked what was happening with the information they had received several<br />
years ago about developmental math and reading courses: there has been a drop in the<br />
number ofstudents requiring developmental reading; math rates have remained constant<br />
(the reason appears to be that students didn't take the courses in high school that would<br />
give them the background to pass the entrance exam); HCC has a high success rate for<br />
getting students through.<br />
