HOWARD COMMUNITY COLLEGE MEETING MINUTES<br />

Standard Items:<br />

1. Review of Minutes:<br />

Minutes for January 10, 03 were accepted with following amendment:<br />

• Under Previous Workorders: Kathy Fisher’s area was omitted in naming<br />

areas where fire alarms cannot be heard.<br />

2. Update on EOP committee: (Shelly Bilello)<br />

• EOP subcommittee will be meeting monthly.<br />

• Building monitors training has been planned for end of March.<br />

• Shelly is working with HRES for training to be part of core competency.<br />

• CERN has conducted a table top exercise for the public school system.<br />

Bob, Randy, Lynn and Warren attended the exercise as observers. CERN<br />

is planning another table top exercise for community colleges in the<br />

spring during which Shelly will be representing the college. It is open to<br />

observers and the president has suggested that some of the other VP<br />

should attend. Facilities Planners from other colleges are also<br />

encouraged to attend.<br />

• We are still looking for weekend and evening building monitors.<br />

• We are developing a pocket size EOP.<br />

• We will train students as assistant building monitors and give them an<br />

orange identification card. And we will be giving building monitors the<br />

same card so that they can be of assistance when they are out of their<br />

assigned area. A date in March for the training has not been scheduled.<br />

• Every area needs to develop their own procedure manual with their<br />

specific procedures or instructions, to augment the college wide EOP.<br />

• Example: Plant Operations has a different procedure than everyone else<br />

when the fire alarm goes off.<br />

• Bob needs to have a copy of these manuals in one location for OSHA<br />

inspections.<br />

3. Blood Borne Pathogens Task Force Update: (Bob Marietta)<br />

• Universal precautions sheet below will be added to each policy and<br />

procedure manual and to each First Aid Kit.<br />

Universal Precautions:<br />

Howard Community College<br />

Universal precautions are intended to prevent exposure to human<br />

blood or other body fluids. The routes of transmission for<br />

occupational exposure are:<br />

1) puncture of the skin with a contaminated sharp object,<br />

2) contact with broken skin, and<br />

3) splash to mucous membranes of the eye, nose, or mouth.<br />

At HCC our Security Guards and Life Guards are trained to provide first<br />

aid and our House Keeping Staff is trained to clean spills of bodily fluids.<br />

Universal precautions may include the following practices:<br />

• Wear gloves, masks and protective eyewear<br />

• Wear protective suits, gowns or aprons<br />

• Wash hands and other skin surfaces<br />

• Use care with sharp objects<br />

• Disinfect all contaminated surfaces<br />

• Use proper disposal containers<br />

o (red bags or labeled BIO HAZARD)<br />

• Use protective resuscitation masks for CPR<br />

• Do not eat, drink, apply cosmetics or lip balm, smoke, or<br />

handle contact lenses where exposure may occur.<br />

4. Hazard Communications Committee Update: (Bob Marietta)<br />

• A training booklet will be handed out by HUMRES to every employee<br />

that they may think will be working with hazardous chemicals. The<br />

booklet is in an easy to read format. There is a test at the back. It will<br />

be signed by the employee. This provides stop gap training until an<br />

employee takes the annual training course.<br />

• We are working on a one hour training session to provide a stop gap for<br />

all the courses required by OSHA. OSHA has 25-30 scenarios that<br />

require training and record keeping. Fortunately they all do not apply to<br />

us.<br />

5. Incident Report:<br />

• One person reported having slipped on ice on 1/31/03.<br />

• We need a report on all incidents so security can investigate the<br />

conditions in those locations, and so we can determine if unsafe<br />

conditions exist.<br />

• Two kids fell through the ice in the pond. They went to Hickory Ridge<br />

where security called their parents. The pond was immediately roped off<br />

with caution tape. Signs have since been ordered and we are going to<br />

rope it off with orange rope in the winter.<br />

Bin Items:<br />

1. Smoking Issue:<br />

• Warren believes that the noncompliance is due to signage issues. We<br />

don’t have signs with appropriate directions to the nearest smoking<br />

area. Security is going to enforce whatever the signage says.<br />

• The old policy which was the use of non-negatives has changed. We now<br />

can put signage that says “No Smoking”.<br />

• Signs were ordered 2 months ago but there seems to be a problem with<br />

the contractor.<br />

• The smoking area by HUMRES in the quad has been eliminated by<br />

placing a Zen-garden in that location.<br />

• There are 5 designated smoking areas.<br />

• We should look at color coding this to define the space since signage<br />

alone has no boundaries.<br />

• Vera volunteers to be on the team to look at this. Josh is going to find<br />

some students to explore options. Shelly is an ex officio member.<br />

2. Recommendation to presidents team by the safety committee, to determine<br />

consequences for faculty and staff who refuse to comply with EOP evacuation<br />

procedures:<br />

• Building monitors are to report individuals who do not comply to the<br />

EOP committee. The committee will forward the report to the VP. The<br />

V.P. will have a personal conference with that individual. If you don’t<br />

know the name of the person, report the time and room number.<br />

3. Previous Workorders<br />

• Air duct in N104:<br />

Was cleaned during winter break. Still needs more air supply if it is<br />

going to be used as a computer lab.<br />

• Fire Alarm in Robin Sounders, Stephanie Pina’s area, and in L150(not<br />

loud enough): N<br />

Need more alarms in this area. We will still need to upgrade the system<br />

in the ST bldg(ST116). IT and other labs need flashing lights.<br />

• Fire extinguisher hidden behind door in Gym:<br />

It has been moved.<br />

• Electrical cord in pool area connecting a microwave:<br />

No appliances are allowed within 15’ of the pool area.<br />

• Emergency Exit sign leading to the basement in pool area and is blocked<br />

by pool supplies:<br />

There are several other problems with this exit which will require some<br />

major work. We need ramps and steps to get out of that door safely.<br />

New items of Interest/Concern:<br />

1. Suggestions for Planning Council:<br />

• The purchase of 5 automatic defibrillators is being explored. Regulations<br />

have changed. We now need a doctor who is willing to sign for this, and<br />

we need required training in the proper use. Emily Slunt is working with<br />

us on this.<br />

• We need to look at chemical spill carts. We need prices on the carts<br />

Kathy presented to us last year, and we need to know where they<br />

should be located.<br />

• Card Readers for the remainder of the campus would cost $150,000. We<br />

are therefore looking at just sensitive areas.<br />

• Back entrance to college needs to be redesigned with more signage and<br />

speed bumps.<br />

• The Gym needs an exit path-way for the weight room, and exit steps<br />

from the pool.<br />

• Need outdoor electronic signs at the entrances to the college for<br />

emergency or other announcements.<br />

• Need water, electric, phones and lightening protection/detection for<br />

athletic fields.<br />

• Long range and preventative maintenance<br />

2. Chemical Inventory List:<br />

Kathy passed out the following Inventory Lists:<br />

• Security<br />

• Pool<br />

• Nursing<br />

• Kitchen<br />

• Housekeeping<br />

• AV Services<br />

• Graphic Arts<br />

• Plant Shop<br />

• Cooling Towers<br />

• Grounds<br />

• Theatre/Art/Photo<br />

IMPORTANT:<br />

These lists need to be updated and returned to her by the<br />

next meeting. She needs to forward her report to OSHA by<br />

April.<br />

• Get MSDS sheets off the Internet.<br />

• All chemicals need to be disposed of properly. Contact Bob or Kathy if<br />

your not sure how to dispose of your chemicals.<br />

3. Work Orders:<br />

After each meeting, Bob will meet with Jim Lash and Chuck to triage the<br />

safety committee’s work orders.<br />

• Puddle on bottom of walk after you cross over the bridge by the pond<br />

Additional Comments:<br />

• We need to locate all the First kits on campus and the company or<br />

person who stocks them. We need the location of these on our EOP<br />

maps. Also every kit needs vinyl gloves because of possible allergic<br />

reactions to latex gloves.<br />

• We are developing a website suggestion box for safety issues.<br />

Based on recent inspections by Bob note the following things we all need to watch:<br />

• Need to secure loose cord under desks.<br />

• Need to shorten window shade cords so they don’t lay on the floor.<br />

• Cannot use any space heaters except radiant oil heaters. Others can<br />

start a fire. Even radiant heaters need to be turned off when you leave<br />

the area.<br />

• Fire doors cannot be propped open.<br />

• If an electrical panel is in a closet it cannot be used for storage.<br />

• If an access hatch is in a room, it needs to be accessable.<br />

• Do not store heavy items on the top shelf and light items on bottom.<br />

• Do not store anything closer then 16” from ceiling. It can obstruct<br />

sprinklers.<br />

• Extension cords are only for temporary use, get a power-strip with a<br />

fuse.<br />

• All extension cords need to have a GFCI adapter.<br />
