FOREWORD This study was prepared in response to Senate Concurrent Resolution No. 61, Senate Draft 1 (2001). The concurrent resolution asked the Legislative Reference Bureau to study the feasibility of giving management over the ahupuaà ò Kahana (Kahana State Park) to a culturally-sensitive, ahupuaà-based entity.
