REPORT ON THE NATIONAL SENIOR CERTIFICATE EXAMINATION RESULTS • 2010<br />

1. INTRODUCTION<br />

The Nati<strong>on</strong>al <strong>Senior</strong> <strong>Certificate</strong> examinati<strong>on</strong> has established its status as <strong>the</strong> most important indicator of<br />

performance of <strong>the</strong> cohort of learners that have g<strong>on</strong>e through twelve years of schooling and hence of <strong>the</strong><br />

system as a whole. The DBE has <strong>the</strong>refore guarded <strong>the</strong> integrity and credibility of this examinati<strong>on</strong> process and<br />

<strong>the</strong> announcement of <strong>the</strong>se results by <strong>the</strong> minister of basic Educati<strong>on</strong>, <strong>on</strong> an annual basis, signify an important<br />

culminating point .<br />

The Minister of Basic Educati<strong>on</strong>, Mrs Angelina Matsie Motshekga, MP, in 2010, launched <strong>the</strong> Acti<strong>on</strong> Plan<br />

to 2014: Towards <strong>the</strong> Realisati<strong>on</strong> of Schooling 2025. This is <strong>the</strong> first l<strong>on</strong>g term plan for <strong>the</strong> educati<strong>on</strong> sector<br />

which will c<strong>on</strong>tribute in c<strong>on</strong>crete ways to <strong>the</strong> realizati<strong>on</strong> of a better schooling system . this l<strong>on</strong>g term educati<strong>on</strong><br />

planning (of which Schooling 2025 is <strong>the</strong> first of its kind in South Africa) is necessary, in order to avoid ad hoc<br />

and fragmented interventi<strong>on</strong>s . <strong>the</strong> Acti<strong>on</strong> Plan to 2014 marks a fundamental shift in educati<strong>on</strong> planning from<br />

an inputs focused approach to <strong>on</strong>e that is focussed <strong>on</strong> outcomes . <strong>the</strong> Acti<strong>on</strong> Plan sets out clear outcomes that<br />

are designed to improve schooling and, in particular, learner achievement within a specified number of years<br />

in terms of specific targets. The draft Plan sets out around 38 specific indicators, with nati<strong>on</strong>al and provincial<br />

targets, as well as milest<strong>on</strong>e events in each year . this report provides data <strong>on</strong> <strong>the</strong> achievement of some of<br />

<strong>the</strong>se outcomes and is <strong>the</strong>refore a crucial tool for all educati<strong>on</strong> managers .<br />

The Nati<strong>on</strong>al <strong>Senior</strong> <strong>Certificate</strong> examinati<strong>on</strong> commenced in 2008 in <strong>the</strong> fur<strong>the</strong>r educati<strong>on</strong> and training band<br />

and since <strong>the</strong>n every effort has been made to ensure that <strong>the</strong> examinati<strong>on</strong> which is allied to a curriculum that<br />

embodies high knowledge, high skills, does justice to <strong>the</strong>se fundamental principles. The 2010 academic year<br />

is significant, since it is <strong>the</strong> third year of <strong>the</strong> implementati<strong>on</strong> of <strong>the</strong> Nati<strong>on</strong>al <strong>Senior</strong> <strong>Certificate</strong> examinati<strong>on</strong>. As<br />

indicated in <strong>the</strong> foreword above, <strong>the</strong> experiences since our first preparati<strong>on</strong> in 2006 with a nati<strong>on</strong>al Grade 10<br />

examinati<strong>on</strong> in selected pilot schools, <strong>the</strong> nati<strong>on</strong>al Grade 11 examinati<strong>on</strong> in 2007, <strong>the</strong> first NSC examinati<strong>on</strong> in<br />

Grade 12 in 2008 and <strong>the</strong> sec<strong>on</strong>d in 2009 have been used to improve teaching, learning and assessment in<br />

<strong>2010.</strong> The examinati<strong>on</strong> system has taken cognizance of <strong>the</strong> comments relating to <strong>the</strong> standard and quality of <strong>the</strong><br />

previous examinati<strong>on</strong>s and sought to incorporate <strong>the</strong>se inputs in <strong>the</strong> 2010 examinati<strong>on</strong>. There has also been a<br />

sense of improved teacher c<strong>on</strong>fidence in <strong>the</strong> implementati<strong>on</strong> of <strong>the</strong> new curriculum as teacher’s knowledge of<br />

<strong>the</strong> curriculum has improved and <strong>the</strong>y have begun to gain a better grasp of <strong>the</strong> demands of <strong>the</strong> new curriculum .<br />

The questi<strong>on</strong> papers in 2010 have enjoyed a high degree of acceptance am<strong>on</strong>gst all stakeholders in educati<strong>on</strong>.<br />

This is certainly <strong>the</strong> sign of a maturing nati<strong>on</strong>al examinati<strong>on</strong> and assessment system. The Department of Basic<br />

Educati<strong>on</strong> will c<strong>on</strong>tinue to build <strong>on</strong> <strong>the</strong>se experiences and gains in <strong>the</strong> system, as every effort is being made to<br />

see improved learner performance across all grades and subjects .<br />

This report will focus <strong>on</strong> <strong>the</strong> administrati<strong>on</strong> of <strong>the</strong> examinati<strong>on</strong>s and <strong>on</strong> <strong>the</strong> presentati<strong>on</strong> of <strong>the</strong> examinati<strong>on</strong><br />

data as it reflects performance at a nati<strong>on</strong>al, provincial, district and school level. The purpose of <strong>the</strong> first part is<br />

to highlight <strong>the</strong> measures adopted by <strong>the</strong> DBE to ensure an examinati<strong>on</strong> of <strong>the</strong> highest credibility and integrity<br />

and in <strong>the</strong> sec<strong>on</strong>d part; <strong>the</strong> data will be presented in a purely technical format, with minimum analysis . a more<br />

detailed analysis of <strong>the</strong> data will follow in subsequent reports of <strong>the</strong> dbE .<br />
