6. MONITORING AND SUPPORT OF PROVINCIAL<br />

EXAMINATION SECTIONS<br />

6.1 M<strong>on</strong>itoring <strong>the</strong> State of Readiness of Provincial Educati<strong>on</strong> Departments to<br />

c<strong>on</strong>duct NSC examinati<strong>on</strong><br />

The Department of Basic Educati<strong>on</strong> (DBE) has a c<strong>on</strong>stituti<strong>on</strong>al mandate to ensure that Provincial Educati<strong>on</strong><br />

Departments (PEDs) administer and manage <strong>the</strong> Nati<strong>on</strong>al <strong>Senior</strong> <strong>Certificate</strong> examinati<strong>on</strong> effectively and<br />

efficiently. As part of m<strong>on</strong>itoring, supporting and evaluating <strong>the</strong> level of preparedness of <strong>the</strong> Provincial Educati<strong>on</strong><br />

Departments (PEDs) to administer credible Nati<strong>on</strong>al <strong>Senior</strong> <strong>Certificate</strong> assessment and examinati<strong>on</strong> in 2010, a<br />

team from <strong>the</strong> Department of Basic Educati<strong>on</strong> led by <strong>the</strong> Chief Director: Educati<strong>on</strong>al Measurement, Assessment<br />

and Public Examinati<strong>on</strong> (EMAPE), visited all PEDs from Tuesday, 1 June 2010 to Thursday, 22 July <strong>2010.</strong><br />

From <strong>the</strong> visits to all nine (9) Provincial Educati<strong>on</strong> Departments, it was established that all provinces were<br />

sufficiently prepared for <strong>the</strong> c<strong>on</strong>duct of a credible 2010 Nati<strong>on</strong>al <strong>Senior</strong> <strong>Certificate</strong> Examinati<strong>on</strong>. Every c<strong>on</strong>cern<br />

identified that would have jeopardised <strong>the</strong> credibility and integrity of <strong>the</strong> examinati<strong>on</strong>s, was immediately dealt<br />

with. The M<strong>on</strong>itoring of <strong>the</strong> State of Readiness was based <strong>on</strong> <strong>the</strong> pillars and principles of Schooling 2025,<br />

namely, accountability, performance assessment and remediati<strong>on</strong> .<br />

6.2 M<strong>on</strong>itoring <strong>the</strong> writing of examinati<strong>on</strong>s<br />

The PEDs and DBE assisted by <strong>the</strong> Integrated Quality Management System (IQMS) Moderators appointed<br />

by <strong>the</strong> DBE m<strong>on</strong>itored <strong>the</strong> writing of <strong>the</strong> examinati<strong>on</strong> in all PEDs. It must be reported that <strong>the</strong> involvement of<br />

<strong>the</strong> (IQMS) Moderators assisted tremendously in that it increased <strong>the</strong> scope and <strong>the</strong> number of examinati<strong>on</strong><br />

centres/schools visited. As a result, a total of 1 525 examinati<strong>on</strong> centres and districts were m<strong>on</strong>itored across<br />

all PEds .<br />

It is noteworthy that this increased presence of officials at <strong>the</strong> examinati<strong>on</strong> centres and districts has ensured<br />

strict adherence to <strong>the</strong> prescripts relating to <strong>the</strong> c<strong>on</strong>duct of examinati<strong>on</strong>s. Accordingly, <strong>the</strong>re were fewer<br />

irregularities reported for <strong>the</strong> 2010 NSC examinati<strong>on</strong>s compared to <strong>the</strong> previous years. In additi<strong>on</strong>, some of<br />

<strong>the</strong> irregularities reported were identified by <strong>the</strong> m<strong>on</strong>itors, which c<strong>on</strong>firmed <strong>the</strong> importance of <strong>the</strong> m<strong>on</strong>itoring<br />

process .<br />

6.3 M<strong>on</strong>itoring <strong>the</strong> marking of examinati<strong>on</strong>s<br />

marking commenced <strong>on</strong> different dates in provinces, with provinces adopting various approaches according<br />

to <strong>the</strong>ir circumstances. Gauteng adopted a staggered approach but in <strong>the</strong> main, marking of <strong>the</strong> 2010 NSC<br />

examinati<strong>on</strong> commenced <strong>on</strong> 25 November 2010 and c<strong>on</strong>cluded <strong>on</strong> 15 December <strong>2010.</strong><br />

<strong>the</strong> security at all marking centres visited by <strong>the</strong> dbE m<strong>on</strong>itors was very tight . security guards patrolled<br />

<strong>the</strong> premises where marking was being c<strong>on</strong>ducted, during office and after hours. The c<strong>on</strong>diti<strong>on</strong>s in terms of<br />
