all learners are allowed to register for <strong>the</strong> nsc regardless of <strong>the</strong>ir physical and educati<strong>on</strong>al needs . this<br />

includes learners with special needs. The Endorsed NSC allows Grade 12 candidates to obtain <strong>the</strong> NSC<br />

based <strong>on</strong> offering five subjects for <strong>the</strong> NSC examinati<strong>on</strong>. In additi<strong>on</strong>, learners with Special Needs (LSEN)<br />

who experience any form of barrier to learning are granted special c<strong>on</strong>cessi<strong>on</strong>s according to <strong>the</strong>ir needs.<br />

These special c<strong>on</strong>cessi<strong>on</strong>s include: braille for blind learners, adapted questi<strong>on</strong> papers for <strong>the</strong> deaf, extended<br />

time durati<strong>on</strong> for specific learning difficulties, scribes for candidates that are unable to write, amanuensis for<br />

candidates that need to have <strong>the</strong> questi<strong>on</strong> paper read and answers written for <strong>the</strong>m . all of <strong>the</strong>se c<strong>on</strong>cessi<strong>on</strong>s<br />

are offered based <strong>on</strong> stringent c<strong>on</strong>diti<strong>on</strong>s so as to ensure that <strong>the</strong> credibility of <strong>the</strong> nsc is not compromised .<br />

<strong>on</strong> an annual basis <strong>the</strong>re are also candidates abroad who are citizens of <strong>the</strong> republic of south africa and have<br />

registered for <strong>the</strong> Nati<strong>on</strong>al <strong>Senior</strong> <strong>Certificate</strong>, and have written <strong>the</strong> NSC examinati<strong>on</strong> abroad. Fur<strong>the</strong>r, at U-tech<br />

in Big Ben, Swaziland approximately 200 candidates wrote <strong>the</strong> NSC examinati<strong>on</strong>. All <strong>the</strong>se candidates were<br />

repeat candidates from various schools in <strong>the</strong> Mpumalanga Province. U-tech has been identified as a nati<strong>on</strong>al<br />

examinati<strong>on</strong> centre for NSC candidates as an attempt to reduce <strong>the</strong> number of illegal candidates writing of<br />

nati<strong>on</strong>al examinati<strong>on</strong> without <strong>the</strong> necessary student permits from Swaziland. For <strong>the</strong> 2010 NSC examinati<strong>on</strong>,<br />

<strong>on</strong>e candidate from Kwa Zulu Natal wrote <strong>the</strong> examinati<strong>on</strong>s in Moscow. this is undertaken to ensure that no<br />

candidate is denied <strong>the</strong> opportunity of writing <strong>the</strong> examinati<strong>on</strong>, irrespective of where <strong>the</strong>y may be located<br />

across <strong>the</strong> globe at <strong>the</strong> time of <strong>the</strong> c<strong>on</strong>duct of <strong>the</strong> NSC examinati<strong>on</strong>.<br />

2.3 Questi<strong>on</strong> Papers<br />

(a) Setting of <strong>the</strong> 2010 questi<strong>on</strong> papers<br />

The Department of Basic Educati<strong>on</strong> (DBE) is resp<strong>on</strong>sible for <strong>the</strong> setting of all questi<strong>on</strong> papers for <strong>the</strong> Nati<strong>on</strong>al<br />

<strong>Senior</strong> <strong>Certificate</strong> (NSC) examinati<strong>on</strong> to ensure adherence to nati<strong>on</strong>al Norms and Standards as defined in<br />

<strong>the</strong> Nati<strong>on</strong>al Educati<strong>on</strong> Policy Act, of 1996 . this practice has certainly c<strong>on</strong>tributed to an improvement in <strong>the</strong><br />

standard of questi<strong>on</strong> papers as well as <strong>the</strong> enhancement of a nati<strong>on</strong>al standard in <strong>the</strong> country, which has been<br />

found to be comparable to internati<strong>on</strong>al standards .<br />

All questi<strong>on</strong> papers for <strong>the</strong> Grade 12 NSC, were set by a nati<strong>on</strong>al expert panel of examiners c<strong>on</strong>sisting of<br />

between 3 - 5 examiners per panel and <strong>on</strong>e internal moderator appointed by <strong>the</strong> DBE and external moderati<strong>on</strong><br />

is undertaken by Umalusi. The panel of examiners and moderators c<strong>on</strong>sisted of experienced and qualified<br />

subject specialists, teachers and university lecturers. One hundred and ninety two (192) examiners and 38<br />

internal moderators were involved in <strong>the</strong> setting and moderati<strong>on</strong> of <strong>the</strong> Grade 12 November 2010 and March<br />

2011 Nati<strong>on</strong>al <strong>Senior</strong> <strong>Certificate</strong> examinati<strong>on</strong> questi<strong>on</strong> papers.<br />

The setting and moderati<strong>on</strong> of questi<strong>on</strong> papers for <strong>the</strong> November 2010 and March 2011 examinati<strong>on</strong>s<br />

commenced in November 2009 and was c<strong>on</strong>cluded in August 2010, when <strong>the</strong>y were officially handed over to<br />

PEds for printing .<br />

all questi<strong>on</strong> papers were set within <strong>the</strong> secure envir<strong>on</strong>ment of <strong>the</strong> department of basic Educati<strong>on</strong> . <strong>the</strong> questi<strong>on</strong><br />

papers for <strong>the</strong> November 2010 and March 2011 examinati<strong>on</strong>s were c<strong>on</strong>currently set, internally moderated and<br />

externally moderated by Umalusi. These papers were set simultaneously, to ensure a comparable standard<br />
