and Ms. Laura Schwartzwald serves as the Vice President. On an annual basis, after conducting a<br />

performance review, the <strong>Board</strong> decides whether or not the Executive Director should continue serving<br />

as the <strong>Board</strong>’s Secretary. The <strong>Board</strong>’s current Executive Director/Secretary, Dr. Cody Wiberg, has<br />

served since September 21, 2005. A complete list <strong>of</strong> the <strong>Board</strong>’s Executive Directors and Secretaries,<br />

dating back to 1911, is available in Appendix I. Note that <strong>Minnesota</strong> Statutes §214.04, subd. 3 states<br />

that: “the executive director <strong>of</strong> each health-related board . . . shall be the chief administrative <strong>of</strong>ficer for<br />

the board but shall not be a member <strong>of</strong> the board. The executive director . . . shall maintain the records<br />

<strong>of</strong> the board, account for all fees received by it, supervise and direct employees servicing the board,<br />

and perform other services as directed by the board”.<br />

<strong>Board</strong> Staff<br />

<strong>Minnesota</strong> Statutes §151.06, subd. 1(a)(8) empowers the <strong>Board</strong> to “employ necessary assistants and<br />

adopt rules for the conduct <strong>of</strong> its business”. Chapter 214 also contains provisions that allow the healthlicensing<br />

boards to hire staff. In addition to the Executive Director, the <strong>Board</strong> <strong>of</strong> <strong>Pharmacy</strong> currently<br />

employs six pharmacy surveyors (or inspectors), one <strong>of</strong>fice manager (OM), three senior <strong>of</strong>fice and<br />

administrative specialists (OASS), one <strong>of</strong>fice and administrative specialist (OAS) and one state<br />

program administrator coordinator (SPAC). There is one vacant position for a level 3 information<br />

technology specialist (ITS3). The following table lists the current employees <strong>of</strong> the <strong>Board</strong>. A chart <strong>of</strong><br />

organizational relationships can be found in Appendix A. The duties performed by the staff members<br />

will be described in the next section <strong>of</strong> this report.<br />

The major activities performed by the <strong>Board</strong> and its staff involve: licensing; standard-setting;<br />

compliance; provision <strong>of</strong> technical assistance to elected public <strong>of</strong>ficials, other state agencies, federal<br />

agencies and units <strong>of</strong> local government; serving as a resource to the pr<strong>of</strong>ession and the public<br />

concerning issues involving the practice <strong>of</strong> pharmacy, the distribution <strong>of</strong> drugs and the abuse <strong>of</strong><br />

controlled substances; administering the state’s Prescription Monitoring Program and general<br />
