As identified earlier in this report, many cultural facilities play more than one <strong>of</strong> the four key<br />
roles. This means that while 763 facilities were identified in the survey, the multivalent character<br />
<strong>of</strong> many <strong>of</strong> the facilities allows for a total <strong>of</strong> more than 1100 service-providing Hubs,<br />
<strong>Inc</strong>ubators, <strong>Cultural</strong> Memory Sites, and Showcases. The breakdown <strong>of</strong> cultural facilities per<br />
each role is as follows:<br />

The total column identifies that the majority <strong>of</strong> cultural facilities are Hubs. <strong>Inc</strong>ubators are the<br />
next most prevalent facility role followed by <strong>Cultural</strong> Memory Sites and Showcases. Hubs are<br />
also the predominant role for facilities in both City owned and non-City owned categories.<br />
6.2 Location Analysis<br />
6.2.1 The Four City Districts<br />
The map organizes the City into the four service districts that are used by some City<br />
Departments to deliver programs and services. The four service districts are: North, South,<br />
East and West. Roughly speaking the service district boundaries follow those <strong>of</strong> the former<br />
municipalities.<br />
The North Service District boundaries are similar to those <strong>of</strong> the former City <strong>of</strong> North York;<br />
East Service District boundaries are similar to those <strong>of</strong> the former City <strong>of</strong> Scarborough;<br />
West Service District boundaries are similar to those <strong>of</strong> the former City <strong>of</strong> Etobicoke; and<br />
South Service District boundaries are similar to those <strong>of</strong> the former City <strong>of</strong> Toronto, former<br />
City <strong>of</strong> York and the former Borough <strong>of</strong> East York.<br />
