Certifi ed Training Provider The Fresno City College Training Institute is a certifi ed training provider as authorized by the state of California Laboratory Field Services for phlebotomy. This means your training meets all the newest California requirements. Important! As of April 9, 2006, you must be a licensed CPT-1, or you cannot work as a phlebotomist in a lab or a hospital.
