Executive Summary<br />

The President <strong>and</strong> C<strong>on</strong>gress charged <strong>the</strong> <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Children</strong> <strong>and</strong> <strong>Disasters</strong><br />

with carrying out <strong>the</strong> first-ever comprehensive review of Federal disaster-related laws,<br />

regulati<strong>on</strong>s, programs, <strong>and</strong> policies <strong>to</strong> assess <strong>the</strong>ir resp<strong>on</strong>siveness <strong>to</strong> <strong>the</strong> needs of children<br />

<strong>and</strong> make recommendati<strong>on</strong>s <strong>to</strong> close critical gaps.<br />

In this Executive Summary, <strong>the</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> assembles all <strong>the</strong> recommendati<strong>on</strong>s in this<br />

report. As is cus<strong>to</strong>mary for a Federal advisory body such as <strong>the</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g>, <strong>the</strong><br />

recommendati<strong>on</strong>s are primarily directed <strong>to</strong>ward <strong>the</strong> President, Federal agencies, <strong>and</strong><br />

C<strong>on</strong>gress. However, in order <strong>to</strong> achieve a coordinated nati<strong>on</strong>al strategy <strong>on</strong> children <strong>and</strong><br />

disasters at all levels of government—including Federal, State, tribal, terri<strong>to</strong>rial, <strong>and</strong> local—<br />

<strong>the</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> urges n<strong>on</strong>-Federal executive <strong>and</strong> legislative branches of government <strong>to</strong><br />

c<strong>on</strong>sider <strong>and</strong> apply <strong>the</strong> recommendati<strong>on</strong>s, as appropriate.<br />

To assist C<strong>on</strong>gress, Federal agencies, <strong>and</strong> n<strong>on</strong>-Federal partners in quickly identifying<br />

recommendati<strong>on</strong>s most relevant <strong>to</strong> <strong>the</strong>m, <strong>the</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> provides an index organized by<br />

<strong>the</strong> agency, group, or individual charged with implementing <strong>the</strong> recommendati<strong>on</strong> (see<br />

Appendix B: Index <strong>to</strong> Recommendati<strong>on</strong>s <strong>and</strong> Resp<strong>on</strong>sible Entities).<br />

1. Disaster Management <strong>and</strong> Recovery<br />

Recommendati<strong>on</strong> 1.1: Distinguish <strong>and</strong> comprehensively integrate <strong>the</strong> needs of children<br />

across all inter- <strong>and</strong> intra-governmental disaster management activities <strong>and</strong> operati<strong>on</strong>s.<br />

- The President should develop a <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Strategy for <strong>Children</strong> <strong>and</strong> <strong>Disasters</strong>.<br />

- The Executive Branch, C<strong>on</strong>gress, <strong>and</strong> n<strong>on</strong>-Federal partners should prioritize children<br />

separately from “at -risk” populati<strong>on</strong> categories.<br />

- The Executive Branch at all levels of government should establish <strong>and</strong> maintain<br />

permanent focal points of coordinati<strong>on</strong> for children <strong>and</strong> disasters, supported by<br />

sufficient authority, funding, <strong>and</strong> policy expertise. FEMA should establish <strong>Children</strong>’s<br />

Integrati<strong>on</strong> Specialists at <strong>the</strong> regi<strong>on</strong>al level.<br />

- The Executive Branch <strong>and</strong> n<strong>on</strong>-Federal partners should incorporate children as a<br />

distinct priority in base disaster planning documents <strong>and</strong> relevant grant programs.<br />

- The Executive Branch <strong>and</strong> n<strong>on</strong>-Federal partners should incorporate educati<strong>on</strong>, child<br />

care, juvenile justice, <strong>and</strong> child welfare systems in<strong>to</strong> disaster planning, training, <strong>and</strong><br />

exercises.<br />

- The Executive Branch <strong>and</strong> n<strong>on</strong>-Federal partners should incorporate children as a<br />

distinct priority in relevant target capabilities, preparedness training, <strong>and</strong> exercises, with<br />

specific target outcomes <strong>and</strong> performance measures.<br />

- The Executive Branch <strong>and</strong> C<strong>on</strong>gress should institute accountability <strong>and</strong> progress<br />

m<strong>on</strong>i<strong>to</strong>ring measures <strong>to</strong> track implementati<strong>on</strong> of <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> recommendati<strong>on</strong>s <strong>and</strong><br />

capability improvements.<br />
