For <strong>the</strong> purpose of providing more comprehensive data <strong>on</strong> children <strong>to</strong> FEMA <strong>and</strong> its Federal<br />

<strong>and</strong> n<strong>on</strong>-Federal partners, <strong>the</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> recommends that FEMA collect informati<strong>on</strong>, in<br />

<strong>the</strong> disaster recovery assistance intake process, identifying <strong>the</strong> ages of children in an<br />

applicant’s household <strong>and</strong> any health, mental health, physical, nutriti<strong>on</strong>al, <strong>and</strong> educati<strong>on</strong>al<br />

needs. In <strong>the</strong> current process, FEMA collects informati<strong>on</strong> for <strong>the</strong> purpose of determining<br />

eligibility for FEMA-specific assistance. FEMA does not request specific informati<strong>on</strong> <strong>on</strong><br />

children <strong>and</strong> <strong>on</strong>ly requires <strong>the</strong> applicant <strong>to</strong> indicate <strong>the</strong> number <strong>and</strong> type of dependents in<br />

<strong>the</strong> applicant’s household.<br />

The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> also recommends that FEMA pre-identify <strong>and</strong> credential additi<strong>on</strong>al local<br />

<strong>and</strong> out-of-State voluntary <strong>and</strong> n<strong>on</strong>-governmental organizati<strong>on</strong>s <strong>and</strong> networks that provide<br />

disaster assistance <strong>to</strong> children <strong>and</strong> families <strong>to</strong> enable <strong>the</strong> organizati<strong>on</strong>s <strong>to</strong> obtain access <strong>to</strong><br />

<strong>the</strong> informati<strong>on</strong> <strong>the</strong>y need <strong>to</strong> provide recovery assistance. 33 FEMA had, until recently, shared<br />

limited informati<strong>on</strong> with specific voluntary <strong>and</strong> n<strong>on</strong>-governmental organizati<strong>on</strong>s for <strong>the</strong><br />

purpose of preventing <strong>the</strong> duplicati<strong>on</strong> of m<strong>on</strong>etary benefits <strong>to</strong> survivors. FEMA modified its<br />

informati<strong>on</strong> sharing policies <strong>and</strong> procedures <strong>to</strong> enable sharing of informati<strong>on</strong> with<br />

government agencies <strong>and</strong> members of <strong>the</strong> <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Voluntary Organizati<strong>on</strong>s Active in<br />

Disaster (NVOAD) or members of FEMA or State-recognized L<strong>on</strong>g Term Recovery<br />

Committees. 34 O<strong>the</strong>r local <strong>and</strong> out-of-State voluntary <strong>and</strong> n<strong>on</strong>-governmental organizati<strong>on</strong>s<br />

would benefit from access <strong>to</strong> informati<strong>on</strong> that helps <strong>the</strong>m identify survivors in need.<br />

Although FEMA often plays a key role in informati<strong>on</strong> collecti<strong>on</strong> <strong>and</strong> sharing, in many cases,<br />

FEMA will not have informati<strong>on</strong> <strong>on</strong> survivor children <strong>and</strong> families for weeks or m<strong>on</strong>ths after<br />

a disaster. 35 Therefore, <strong>the</strong> collecti<strong>on</strong> <strong>and</strong> disseminati<strong>on</strong> of data am<strong>on</strong>g State, tribal, local,<br />

<strong>and</strong> n<strong>on</strong>-governmental agencies is also critical since <strong>the</strong> initial resp<strong>on</strong>se in any event will be<br />

h<strong>and</strong>led by local <strong>and</strong> State agencies.<br />

Finally, <strong>the</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> determined that, in some instances, schools can be a useful source<br />

for providing immediate informati<strong>on</strong> <strong>on</strong> children <strong>and</strong> families following a disaster. Up<strong>on</strong><br />

request of <strong>the</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g>, ED clarified earlier informati<strong>on</strong>-sharing guidance <strong>to</strong> schools<br />

under <strong>the</strong> Family Educati<strong>on</strong>al Rights <strong>and</strong> Privacy Act 36 that was issued in resp<strong>on</strong>se <strong>to</strong><br />

questi<strong>on</strong>s surrounding <strong>the</strong> H1N1 influenza p<strong>and</strong>emic. The updated guidance 37 assists school<br />

officials in determining what informati<strong>on</strong> may be shared <strong>and</strong> with whom in resp<strong>on</strong>se <strong>to</strong><br />

natural <strong>and</strong> man-made disasters.<br />
