planning for <strong>the</strong> evacuati<strong>on</strong> of schools <strong>and</strong> addressing <strong>the</strong> unique needs of students with<br />

disabilities. 420 The guide suggests that school-based plans should ensure <strong>the</strong> participati<strong>on</strong> of<br />

students <strong>and</strong> staff with disabilities in <strong>the</strong> event of an evacuati<strong>on</strong>, lockdown, or shelter-inplace.<br />

In additi<strong>on</strong>, it recommends that all school-based plans address a wide variety of<br />

disabilities, including visual, hearing, mobility, cognitive, <strong>and</strong> emoti<strong>on</strong>al. 421 These plans must<br />

ensure that evacuati<strong>on</strong> vehicles <strong>and</strong> evacuati<strong>on</strong> sites are accessible <strong>to</strong> students <strong>and</strong> staff<br />

with disabilities, <strong>and</strong> address reunificati<strong>on</strong> of students with <strong>the</strong>ir families <strong>and</strong> guardians after<br />

evacuati<strong>on</strong>. 422 Pursuant <strong>to</strong> <strong>the</strong> Individuals with Disabilities Educati<strong>on</strong> Act, schools are<br />

required <strong>to</strong> provide transportati<strong>on</strong> that accommodates students with disabilities. 423 As part of<br />

<strong>the</strong> Individualized Educati<strong>on</strong> Plans (IEP) m<strong>and</strong>ated for students with disabilities, schools<br />

should include plans for evacuating <strong>and</strong> providing appropriate transportati<strong>on</strong> for <strong>the</strong>se<br />

students. 424 A planning <strong>to</strong>ol from <strong>the</strong> <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Fire Protecti<strong>on</strong> Associati<strong>on</strong> includes a<br />

checklist addressing issues regarding safe evacuati<strong>on</strong> of students with disabilities that can be<br />

included with each student’s IEP. 425<br />
