4.2 Vehicles are to be equipped with tubeless, all-season, steel belted radial tires <strong>of</strong> minimum size LT<br />

225/75R16E BSW-AS, and a 10-ply rating, or load range E, with the exception <strong>of</strong> the 138” SRW, which<br />

shall be a minimum size <strong>of</strong> 245/75R16E BSW-AS, and a 10-ply rating, or load range E<br />

4.3 One (1) full size OEM spare tire, mounted on a 8 hole steel disc, Oxford white (inside and out), shall<br />

be provided for each vehicle.<br />

4.4 All wheels and tires are to be interchangeable.<br />

5 ENGINE<br />

5.1 Engine shall be heavy-duty truck-type low emissions gasoline flex-fuel engine, if available, or diesel<br />

engine with quality <strong>of</strong> bearings, pistons and crankshaft designed for sustained full-load operation. The<br />

best available valve seats exhaust valves and valve rotators are required. Engine shall be equipped with<br />

ETC Electronic Throttle Control and Active Fuel Management.<br />

5.2 The engine displacement shall be as required to meet the performance requirements for each<br />

vehicle type. A V-8 configuration is preferred. All gas engines shall be compliant with EPA Clean emission<br />

standards at the time <strong>of</strong> manufacturer and where available from the OEM chassis manufacturer, be<br />

approved to operate on E85, a blend <strong>of</strong> 85% ethanol mixed with gasoline or any combination <strong>of</strong> the two<br />

not to exceed the aforementioned ratio. All diesel engines shall be compliant with EPA Clean emission<br />

standards at the time <strong>of</strong> manufacturer and be approved to operate on Ultra Low Sulfur Diesel (ULSD) or<br />

Biodiesel up to B20 or any combination <strong>of</strong> the two.<br />

5.3 The engine shall be furnished with a large capacity full flow oil filter <strong>of</strong> the spin-on type. The filter<br />

shall be easily reached and replaced without removal <strong>of</strong> any major component in addition to an auxiliary<br />

oil cooler mounted in front <strong>of</strong> the engine behind the grill to help the engine oil maintain proper<br />

operating temperature, preventing oxidation and increasing the oil’s lubricating and protecting<br />

properties.<br />

5.4 A dry-type air cleaner must be provided.<br />

5.5 The engine compartment shall have an inside hood release/locking device.<br />

5.6 The engine and exhaust system must meet all applicable federal standards for noise level and<br />

emissions. The exhaust shall be routed to the left rear corner.<br />

5.7 A sound reduction package from the OEM shall be included with the engine and shall be provided to<br />

include dash sound/heat absorption, external engine cover insulator and instrument panel insulation.<br />

5.8 Chassis shall be equipped with the OEM speed control (road speed governor), preset by the chassis<br />

OEM to a maximum speed <strong>of</strong> 65 mph (70 mph for the diesel engine). An Intermotive Speed Sentinel II<br />

Programmable Road Speed Limiter, or Approved Equal, shall be provided when an OEM speed control is<br />

not available.<br />

5.9 A driver adjustable cruise control shall not substitute for the road speed governor requirement.<br />

5.10 An automatically engaging "engine fast-idle" system with a manual override button shall be<br />

installed in the dash area or in a separate panel within easy reach <strong>of</strong> the seated driver.<br />

5.11 A fuel line water separator and engine block heater shall be proved for the diesel engine option.<br />

5.12 A chassis manufacturer’s auxiliary engine oil cooler shall be provided. Aftermarket oil cooler shall<br />

not be accepted<br />
