BLM’s Division of Business Services tracks FLTFA expenditures through<br />

eight expenditure types. As table 8 shows, BLM offices spent 72 percent of<br />

FLTFA expenditures —about $2.3 million—on personnel compensation<br />

<strong>and</strong> benefits (e.g., staff to conduct sales).<br />
