Other positive outcomes on prison health<br />

In addition to the reductions in HIV and HCV transmission detailed in the section above,<br />

international evidence has shown that needle exchange programs result in other positive outcomes<br />

for the health of prisoners. Perhaps the most significant positive outcome is the dramatic<br />

decrease in fatal and non-fatal heroin overdoses among incar-<br />

cerated people who inject drugs. For example, the Swiss prison of<br />

Hindelbank averaged between one and three fatal heroin overdoses<br />

annually during the years before the needle exchange program was<br />

implemented. Since the program has been in place, Hindelbank has<br />

experienced only one fatal heroin overdose in the past nine years. 242<br />

This experience was also reported in the Swiss prison of<br />

Oberschöngrün, which has a heroin maintenance program in addition<br />

to a syringe exchange. Prior to the implementation of needle<br />

exchange, staff at the prison estimated there was approximately one non-fatal overdose a<br />

week and approximately two fatal overdoses annually. Overdoses of any kind are now<br />

extremely rare, and the prison has experienced only one overdose death since 1995. 243 <strong>Prison</strong><br />

needle exchanges therefore save lives, not only by preventing transmission of HIV and HCV,<br />

but also by preventing overdose deaths.<br />
