As 1993 unfolds, deinking grades, primarily office grades, appear to be<br />

the driving force for the industry. After office collection programs flooded<br />

markets, over the second half of the year two things began to happen:<br />

new deinking plants started to come on line, and a number of facilities<br />

which historically used high-end grades started to use larger amounts of<br />

“post-consumer” fibers. Collection programs pulled greater amounts of<br />

material from office setting, delivering larger amounts of sorted white<br />

ledger, sorted colored ledger, laser-printed computer paper, as well as<br />

other grades such as coated books onto the market.<br />

Initially, these grades found limited market opportunities. While tissue<br />

mills continued to use some office stocks, stagnation of the markets were<br />

seen. This situation continued for the first half of 1992.<br />

While difficult markets appeared for deinking grades, greater interest<br />

was beginning. Although much of the conversation looked at “testing”<br />

these grades, enough interest sprang up that actual demand increased.<br />

The result was end-of-year orders intensified. A number of packers and<br />

brokers noted demand growing for office grades, especially a grade many<br />
