The Sheriffs Office also partnered with the FACC in hosting a free, public “Crime Prevention Symposium” for residents to gain further information on the conditions prompting the “DiCE” initiative. A Police Services Survey collected from residents attending the April 2010 Freedom Area Crime Prevention Symposium revealed that eighty-seven percent (87%) of the respondents “felt safe in their neighborhood”. This was a sixty-six percent (66%) increase in feelings of safety over those identified in a similar survey submitted by Freedom Area residents one year prior to implementation. A crime prevention success, the “DiCE” initiative was successful in reducing serious property crimes by five percent (5%) while simultaneously increasing Freedom Area resident’s feelings of neighborhood safety by twenty-one (21 %) percent during the same time period. Technology Ms. Lyons’ knowledge of computer hardware, database management, expertise in website and form design, and talent as a graphic artist have been invaluable as the Carroll County Sheriff’s Office continues to expand. Inasmuch, Ms. Lyons serves as liaison with Carroll County Government’s Department of Technology Services (DTS). With DTS personnel providing hardware and network support, Ms. Lyons worked diligently during 2010 to expand the agency Mobile Data Computer (MDC) program.During the months of May, June, July and August, Ms. Lyons worked with Logistical Services Assistant Terry Brown, Carroll County’s Fleet Management Bureau and representatives from the counties allied law enforcement agencies to activate and install nearly 70 MDC’s in law enforcement vehicles operated by five Carroll agencies. Activation included wireless service setup and access to the Capitol Area Wireless Integrated Network, (CapWIN), all of which was funded through adjudicated drug monies, State Homeland Security Grant funds and a $597, 000 Justice Assistance Grant (JAG) from the Governor’s Office of Crime Control and Prevention. In addition to funding the purchase and installation of in car computers, the JAG grant also funded a computerized Records Management System (RMS) to enhance public safety data collection, crime analysis, and information sharing. The final phase of a 2.5 million dollar, four year joint communications enhancement initiative led by the County’s local law enforcement executives and the Carroll County Departments of Public Safety and Technology Services, the Public Safety Systems Inc.’s Incident-Crime Information System (ICIS) Records Management System is housed on a server located in the Carroll County 911 Center. Ms. Lyons worked with Corporal Light during the last half of 2010 to complete code table set-up and establish connectivity between the server, in-station system and the mobile reporting system stored on the newly installed MDCs. Just before the holiday’s, Corporal Light established a test users group to test the new system. Once complete, the new Records Management System will provide a single, integrated field reporting and criminal records module for all county law enforcement agencies to view, share and analyze criminal information across political boundaries in real time.
