d. If it is determined to conduct a survey relative to supersedure of rural<br />

delivery by contract delivery service, notify the concerned NRLCA<br />

steward in writing of the Postal <strong>Service</strong> intent to survey and of the<br />

possibility that the route may be superseded and, therefore, not<br />

posted.<br />

221.2 Conditions<br />

As required by part 911a of Handbook M-38, Management of Rural <strong>Delivery</strong><br />

<strong>Service</strong>s, a physical survey of the route must be made to determine if the<br />

route serves less than one family per mile. The survey may be conducted<br />

either when it is learned that the route will be<strong>com</strong>e vacant or when it actually<br />

be<strong>com</strong>es vacant. Include in the family count all businesses which receive<br />

mail on that route but are not operated out of a family-resided residential<br />

property. Once <strong>com</strong>pleted, the survey determining the actual family count<br />

must be used as a conversion predicate within a reasonable period of time.<br />

Conversion of rural delivery to contract delivery service normally will not be<br />

considered unless a cost reduction would result.<br />

222 Conversion of <strong>Contract</strong> <strong>Delivery</strong> <strong>Service</strong> to Rural<br />

<strong>Delivery</strong> <strong>Service</strong><br />

222.1 Requirements<br />

A contract route will not be superseded by rural delivery service during the<br />

contract period unless the supplier consents in writing or there is a<br />

worthwhile improvement in service. A contract route will not be superseded<br />

by rural delivery service at the end of the contract period unless there will be<br />

a worthwhile service improvement or a reasonable cost reduction.<br />

222.2 Exceptions<br />

Exceptions may be made when post offices on routes are discontinued,<br />

making it impractical to continue contract delivery service.<br />
