Problem 3: Incompatible Communications Systems<br />
cannot communicate with each other. Similarly, agencies with digital radios generally<br />
cannot talk to agencies with analog radios. Although the majority of agencies still utilize<br />
analog UHF radios, communications challenges remain because most of these agencies<br />
do not share common channels.<br />

ÿ Los Angeles County Sheriff has no direct radio communications with any of the port agencies.<br />
ÿ Police responsible <strong>for</strong> security at the <strong>Port</strong> of Los Angeles do not have 2-way communications with their<br />
Long Beach counterparts.<br />
ÿ Firefighters at the <strong>Port</strong> of Los Angeles do not have any communications with their Long Beach<br />
counterparts.<br />
ÿ Even within Los Angeles, police <strong>and</strong> fire departments cannot communicate directly with each other<br />
unless the firefighters are carrying a police radio.<br />
ÿ Cali<strong>for</strong>nia Highway Patrol, which could provide crucial in<strong>for</strong>mation about road accessibility to the port<br />
complex in an attack, has no direct radio communications with any of the port agencies.<br />
