While the overall assessment is positive, there is one note of caution. Thus far, the project and
resettlement agencies have focused on and found success in the easier tangible infrastructure
component of resettlement. The more intangible element of income restoration has currently taken
the backseat. The current drought in the region, which has disrupted normal agricultural life, is
partly to blame. Nevertheless, discussions among project agencies and communities continue to
focus largely on buildings and infrastructure rather than on future income streams. This is
particularly true of resettlement in urban areas affected by Castanhão. While SDU planners are
well aware of the need for income restoration schemes and have made arrangements for training
and employment schemes, the current preoccupation with the construction of Nova Jaguaribara
has somewhat obfuscated this. We would therefore recommend a renewed emphasis on income
and job creation in the following months in all projects and more comprehensive plans for income
restoration at entry in the case of future resettlement.
