The Final Report on Relocation and Resettlement in Ceará (FRC) follows two Interim Reports that
were prepared following the HARC team’s fieldwork in Ceará. The FRC is neither a summary of
the First and Second Interim Reports, nor a composite of the two. We strongly advise that the First
and Second Interim Reports be read separately because they contain detailed findings from the
fieldwork, including resettlement plans, policies, and outcomes for each of the five sites that were
studied—the Ubaldinho Dam, Sitios Novos dam, urban and rural areas affected by Castanhão,
and Porto Pecem. The Interim Reports identify specific problems related to resettlement as
conducted in each of these areas and make specific recommendations targeted individually at
alleviating the negative effects of these problems. The FRC is a broad overview of findings from
the study of resettlement in Ceará, and its recommendations are geared more towards improving
resettlement policy and practice in Ceará, rather than in addressing specific problems encountered
in each of the resettlement sites. Nevertheless, some critical information from the Interim Reports
is duplicated in the FRC. Finally, we would like to reiterate that these reports do not constitute a
formal evaluation of resettlement in Ceará. While the information provided by these reports will
greatly assist conduction of formal evaluations, we strongly recommend that these evaluations be
conducted both internally by resettlement agencies, and externally by independent experts.
